Cross-Cultural Communication in Law Enforcement
Inside law enforcement agencies, all peace officers have or will encounter communication complications within their communities dealing with diverse cultures. It is due to the nature of the job. On a daily basis, peace officers encounter people from a wide variety of ethnic groups who have different attitudes and preconceptions on law enforcement. The best officers are able to accurately recognize cultures who represent their community and communicate with them at the best of their knowledge. To communicate with specific cultures, you must be able to define what culture is. Officers must take into consideration of people’s “beliefs, values, patterns of thinking, behavior and everyday customs that have been passed on from generation to generation.” This shapes how people understand the world. Unfortunately, the mass majority of officers are not bilingual. So unless these officers intend to ignore who they come into contact with, they better find a way to communicate with them. In some Hispanic communities, it is completely normal to not call the cops for nearly any situation. The culture that raised them taught them that all law enforcement is corrupt and to fear it. If deportation is a factor for some people, then you'll never hear a helpful word from them. Some Hispanics are fearful of helping police because of possible deportations. This preconception is not necessarily ideal for the officer, but it is a common issue in southern communities in the mid-west. The police officer perceives the male black as a threat because of the implicit bias subconscious. Police officers have the cognitive to use negative stereotypes and unconsciously act on them, even when conflicts explicitly avow. We will likely see even more changes in the near future due to the many proposals to increase the number of women and ethnic minority officers in our police forces. An example of near change is the use of a hiring quota system. Under this system there is a requirement to recruit a specified number of minority and/or women officers. This may require the modification of standards and qualifications that could discriminate against these groups in order to achieve the required quota. Although this is a future option, we can see its methods are already being implemented in the past decades abolishment of height, weight, and age restrictions.
Language barriers can be issue with police departments. For example, when a police officer does routine violation stop, and the drive can comprehend and speak English. It will be difficult for the officer to request for license and vehicle registration. In this situation, it can become violent or deadly because the driver will probably do things that are not ask of him or her and this will give the office probable cause to use deadly force. Many police departments are implement training program or the program called Limited English Proficient to train their officers to learn how to speak different languages or the police department is recruiting people that speak multiple languages. The use of discretion in the profession of law enforcement has shown to be an inevitable practice. Police officers routinely use their own beliefs and judgments to make critical decisions that include the life and liberty of the citizens in the community they serve in. Although discretion has both negative and positive sides to it, discretion is impossible to be eliminated from law enforcement. The best way to use discretion in a safe manner is to practice using discretion while on and off duty as well. While practicing discretion, officers should keep their own beliefs and prejudice to themselves and out of line of duty. I wasn 't quite sure what I was getting into when I first enrolled in Intercultural Communications. I had assumptions as to the goals of the course such as I would be learning about the way cultures interact with each other, learn about communication in general, or I would be learning about the ways we use communication through our culture. I think that I achieve the latter goal, but I also gained knowledge about more then just my culture. I came to realize that there is more to a culture than just language, appearances, and customs, which are aspects of culture that could be seen above the waterline, or they are more noticeable/obvious to someone outside of that culture. Listening, speaking, writing and focusing on what others say are all ways officers can affect the way the public views them. A lack of these vital communications skills results in poor understanding, an officer not knowing how to proceed, and people who need police assistance giving up. Officers must also consider how communication might affect a community’s reaction. It is obvious that these traits are very important for optimal police work. Experiences show that people react more calmly and cooperatively when police officers treat them well. Therefore, good communication is needed in order to make the jobs of police officers easier and more positive.
