In the Late nineteenth century the population was growing at a rapid pace. The country had people flooding the biggest cities in the country such as New York City and Chicago. These populations were gaining more and more people every single year and the country has to do something to make places for these people to live. The government would go on to create urban housing programs. These programs were created to make homes for these people to live in. At the time it provided a place for people to live but as the populations grew it became a more cramped and rundown area because of the large populations in one place. These reforms eventually led to these areas becoming dangerous, they were rundown, and it created a hole that was difficult for people to get out of.
On April 23, 2010, Arizona Governor Janice K. Brewer signed the Support Our Law Enforcement and Safe Neighborhoods Act (SOLESNA), or Arizona Senate Bill 1070 (S.B. 1070, as it is popularly known). The purpose of the act is “... to discourage and deter the unlawful entry and presence of aliens and economic activity by persons unlawfully present in the United States” (Senate Bill 1070, 2010). Arizona Senate Bill 1070 is considered one of the harshest anti-immigration law due to it’s enforcements. Nevertheless, it is not the first law of it’s kind. Geographically, Arizona is prime for an anti-immigration bill such as S.B. 1070, as it is one of four states (including California, Texas, and New Mexico) that borders Mexico. Previously, Arizona passed laws such as proposition 200 in 2004, “which barred the provision of public benefits to illegal aliens and required proof of citizenship when individuals registered to vote” (Kobach, 2011). Then it followed with the Arizona human smuggling law in 2005 and the Legal Arizona Workers Act of 2007, “which made Arizona the first state in the nation to require all businesses to use the federal E-Verify program to confirm the work authorization of employees” (Kobach, 2011). While a bill such as S.B. 1070 can generate much controversy, support for its enactment can be traced back to Rob Krentz, an Arizona farmer that “ was shot and killed 30 miles outside of Douglas, Arizona nearly a month before the bill passed” (Long-Garcia, 2010). Although nobody was charged with the crime, the local authorities believed it to be the act of drug smugglers. A critical examination of police departments across the United States would show that while law enforcement agencies do common work, few agencies utilize the identical same strategy to tackle crime and disorder problems within their communities. Many agencies still deploy a traditional response model to address routine and emergency calls for service. The response model places a high emphasis on fast response times to calls for service and effective investigations which result in arrest and prosecution. However, more and more agencies are implementing variations of new strategies to deal with crime and disorder issues within their jurisdictions. Prisons and correctional facilities in the United States have changed from rehabilitating people to housing inmates and creating breeding grounds for more violence. Many local, state, and federal prisons and correctional facilities are becoming more and more overcrowded each year. If the Department of Corrections (DOC) wants to stop having repeat offenders and decrease the volume of inmates entering the criminal justice system, current regulations and programs need to undergo alteration. Actions pushed by attorneys and judges, in conjunction current prison life (including solitary confinement), have intertwined to result in mass incarceration. However, prisoner reentry programs haven’t fully impacted positively to help the inmate assimilate back into society. These alterations can help save the Department of Corrections (DOC) money, decrease the inmate population, and most of all, help rehabilitate them. After inmates are charged with a crime, they go through the judicial system (Due Process) and meet with the prosecutor to discuss sentencing.

The Kansas City study found that an initial modest deterrence in both calls for service and crime reports was observed in the surrounding area but that decay quickly followed. Community policing is a strategy used by various departments in order to create and maintain a relationship between the law enforcement agency and the community being patrolled. Community policing is composed of three critical components, community partnerships, organizational transformation, and problem solving (Gardiner, 154, 2016). Community partnerships are pivotal in community policing since they increase public trust and create am improved relationship in law enforcement agencies better serving the community (Gardiner, 87, 2016). These partnerships not only offer public input but also encourage the public to cooperate with law enforcement agencies in order to minimize crime within the community (Gardiner, 88, 2016). Unlike, the traditional strategies of policing, community orientated policing has been adopted by two-thirds of agencies in order to improve public safety and control crime. (Gardiner, 148, 2016).

The main theories of situational crime prevention are: environmental crime prevention, rational offender perspective, and routine activities (Worrall, 2008). Environmental crime prevention basically states that four elements must be present for a crime to occur: a target, a place (opportunity), a law, and an offender.
