Construction waste management by definition is to eliminate the waste material if there is no other options, to recycle the waste material in the case of being feasible, and to reuse the material which would become waste if they are not reused. The main objective of construction waste management is to apply these solutions where possible. This is called the 3R Concept in construction waste management. This was the G8 Action Plan on Science and Technology for Sustainable Development. This action planed and the progress of Implementation were adopted during the G8 Sea Island Summit in USA in 2004. The 3R Initiative was formally launched at a Ministerial Conference in Tokyo, Japan. The lack of data about managing and minimizing construction materials waste composition and quantities is a major factor, which has introverted the development of waste management in Sri Lanka. Now a days Sri Lankan construction industries are booming due to implementing major infrastructure projects together with many public buildings, commercial building and housing development programmes. However, construction materials waste is becoming a serious problem in Sri Lanka. Construction managers often fail to identify and control waste in the construction process, because the absence of appropriate tools to measure waste. In the present situation, the contractors and the design consultants are mainly concerned on how to control cost without any emphasis on waste control measures. Waste disposal methods like incineration create toxic substances, and landfills emit methane, which contributes to global warming. According to the Zero Waste Objective Report, “The impact of climate change and the increasing awareness of the role of “waste” and “wasting” in the production of greenhouse gas emissions is a constant environmental pressure… (2009). This leads to an increasing limitation of government to prevent and control the volume and toxicity of products in the waste stream and a growing need to shift responsibility to the product manufacturer.
Solid waste management is one of the important problems in the developing countries all over the world. The people at different areas or countries lack access to proper and routine removal of garbage and cleanliness at their surrounding environment. Solid waste disposal is the major issue in developing countries due to the population number of the country, poverty and high urbanization rates.
The average resident produces seven and a half pounds of garbage every day that is buried down in landfills and litters lands costing a great amount of money. Nowadays, people face no more critical trouble than the need to save the weakening environment, mainly in urban areas, where solid wastes are uselessly dumped. It has been observed that cities have no controlled structure for garbage disposal. Each year, millions of dollars are spent picking up litter and more is thrown away in valuable materials that could be recycled. As humanity develops new technology and equipment, the level of waste increases every day. Due to the fact that there is a huge problem with garbage disposal, government representatives must contribute to resolving this issue.
It is expedient to review research based on construction waste management which will serve as an aid in piloting the proposed research.
