The conflict that resides between the president and congress regarding foreign policy is an ongoing state. The stakes with foreign policy are high, and no decision goes with out repercussions or consequences so this is not unusual. Both the president and congress have their own set of powers that they can use wisely, the president has the ability to make treaties and appoint ambassadors, and congressional powers allow congress to enact laws that have the ability to directly or indirectly influence foreign policy. While both actors have individual powers, they cannot work alone. Finally the goal of the president will also be a factor to which he decides to add to his advisory board. The end goal may be the most important characteristic of those the president is going to have on his advisory board. Depending on what the goal is he will seek those that are likeminded, and that will help with him achieving this goal. The last thing the president is going to want to do is bring on someone who does not have the same end goal in mind as him, as this will only lead to conflicts and frustration. The process that it takes him to come to a conclusion, this includes the rate that it takes him to arrive at his conclusion. The level of willingness the president has to form policy can speed up or slow down the process. This willingness involves coming to an conclusion and completing what is in need of completion, and also morality, are these decisions that are being made the right choice. If the president is proactive and has a chain of command this can speed up the process, if an issue arises or there is a crises the president will already have a plan that can be played out to resolve
The Second Continental Congress was an organization that started having meetings to make decisions on where to attack the British and how to defend themselves. This foundation was created because it was during the war in Lexington and Concord, so they needed someone to help make their decisions and help decide attack methods. The War Powers Act or sometimes referred to as the War Powers Resolution is passed by congress. A group of Senators led by Jacov K. Javits of New York proposes fundamentally to change the constitutional relationship between President and Congress in the field of foreign affairs (Rostow). This act is an aftermath of the Vietnam War and it addresses a set of procedure for both President and Congress in the situation where the United States forces abroad could lead the United States into armed conflict. This act can be broken down into several parts. The first part asserts the policy behind the law, and the President’s power as a Commander in Chief is exercised only as a respond to declaration of war by Congress or in respond to national emergency; an attack upon the United States. The second part requires the President to discuss and consult with Congress before take an action in the U.S. Armed forces into hostilities and continue to discuss as long as the U.S. Armed forces remain in such condition. The third part explains that President should meet the requirement when he wants to introduce U.S Armed forces. The fourth part concerns more in congressional action and procedure. For instance, this part explains the procedure regarding legislation to withdraw the U.S. forces. The fifth part states the rules to be used in interpreting the War Power Act. At last, the sixth part explains separability provision in which if there is any part of the law is invalid, the rest of the law shall not considered invalid too.

Political scientists have continually searched for methods that explain presidential power and success derived from using that power effectively. Five different approaches have been argued including the legal approach, presidential roles approach, Neustadtian approach, institutional approach, and presidential decision-making approach. The legal approach says that all power is derived from a legal authority (U.S. Constitution). The presidential roles approach contends that a president’s success is derived from balancing their role as head of state and head of government. The Neustadtian approach contends that “presidential power is the power to persuade“ (Neustadt, p. 11). The institutional approach contends that political climate and institutional relations are what determines presidential power. The last approach, decision-making, provides a more psychological outlook that delves into background, management styles, and psychological dispositions to determine where a president’s idea of power comes from. Richard E. Neustadt, the author of Presidential Power, addresses the politics of leadership and how the citizens of the United States rate the performance of the president's term. We measure his leadership by saying that he is either "weak or "strong" and Neustadt argues that we have the right to do so, because his office has become the focal point of politics and policy in our political system. Neustadt brings to light three main points: how we measure the president, his strategy of presidential influence, and how to study them both. The environments surrounding a presidency have a tremendous impact on the success and failure of that presidency. In addition, the president exercises his power through a check and balance system embody in the Constitution. As stated in (Collier 1959), the Constitution created a government of “separated institutions sharing power.” As a result, a president works with others institutions of the government to shape the nation’s agenda. Both the Iranian and American presidents have two different presidential powers, formal and informal.
