Region and population The UAE is a small country that situated the Middle East. It consists of seven emirates: Abu Dhabi, Dubai, Ajman, Sharjah, Ras alkhaimah, Fujairah, and Umm alquaiwan and Sharjah. UAE population has rapidly increased from 468,287 on 1975 to 8,263,070 due to 2010.UAE population divided on to five different groups: 16.6% of the total population are emirate, 23% are Arabs, 42% are from south of Asia and 6% are expatriates. Turkey situated on Asia continent. It has an area of 783,562 Km2. Population in Turkey steadily increased. According to the statistics in 2003 the total population was 66.87 million compared to 75.81 million in 2013. General health information The health care systems is highly standard in both countries and progressing to offer the best health services for the population. In Turkey,the Health care system went through several periods. However, the financing of health care is complex. As it provides five different social health insurances and each has it is beneficial. This led to unfairness among population as some program cover wider and higher quality of health care services. Therefore, in 2006 the program sat to bring all five schemes under a single insurance according to the law of "social Insurance and general health insurance" (Turkey health care system (2011)). A country’s health care system refers to all the institutions, programs, personnel, procedures, and the resources that are used to meet the health needs of its population. Health care systems vary from one country to another, depending on government policies and the health needs of the population. Besides, health care programs are flexible in the sense that they are tailored to meet health needs as they arise. Among the stakeholders in the formulation of a country’s health care system are governments, religious groups, non-governmental organizations, charity organizations, trade/labor unions, and interested individuals (Duckett, 2008).
