Meanwhile, the American system is inefficient, inhibited by political obstacles and gridlock while Finland, the top ranked country in terms of schooling, is continuing to improve. According to the PISA (Program for International Student Assessment) examinations that tested pupils across a variety of subjects such as reading, mathematics, and science of 2009, Finland’s students were ranked among the top (“PISA 2009”).
