During Hurricane Katrina, as the storm made landfall near the Louisiana and Mississippi border, it was a Category 3 storm and measured 350 miles across (Dewan and Schwartz, 2017). On the other hand, Hurricane Harvey made landfall in Rockport, Tex., as a Category 4 storm and measured 200 miles across but was downgraded to a tropical storm (Dewan and Schwartz, 2017). The evacuations in Hurricanes Katrina and Harvey have some similarities and differences. Both storms required people to evacuate, while some areas were mandatory, others were not. Hurricane Katrina was a mandatory evacuation that was announced a day before the storm hit, while Hurricane Harvey hit landfall within 24-hours. While Governor Blanco requested an evacuation of those in risk two days before the landfall, the New Orleans Mayor Ray Nagin delayed the evacuation order for the citizens (Kenra, Rozdilsky, and McEntire, 2008). Consequently, Mayor Nagin evacuation order provided the citizens with less than 24 hours to evacuate the city before the arrival of the storm (Kenra et al., 2008). Around 150,000 to 200,000 people chose to stay, either due to confusion, unavailable resources (e.g., lacked money for fuel, food, hotels, and transportation), or other reasons (Environmental, 2007; Kenra et al., 2008). Moreover, “the management of the response to Katrina appeared to be a lack of concern on the part of Federal officials” (Kenra et al., 2008). During Hurricane Harvey, the storm intensified so quickly that officials had to make the decisions between evacuation and sheltering in place. While some county’s enforced mandatory evacuation, others informed their residents to ride out the storm and called for a voluntary evacuation. With the shifting storm conditions, counties feared a wrong decision could carry serious risks because residents could be exposed to danger such as being stuck in traffic and removing hospital patients and seniors could be hazardous (Gardiner, 2017).
