Japan was an isolated country for over two hundred years. This led the United States to send Commodore Matthew Perry overseas in hopes to convince Japan to be more accessible. Commodore Matthew Perry knew that his task would be challenging because of Japan’s reluctance to interact with other countries and its belief that it was the greatest country of all. As a result of Perry’s mission, Japan changed politically, socially, and economically.
Commodore Perry and his squadron of ships arrived in Japan’s waters on July 8, 1853. He was eager to deliver a letter from President Millard Fillmore, seeking friendship and a trade agreement. After seeing Perry’s ships, however, the Japanese went into a state of panic. As Blumberg notes, “General alarms were sounded. Temple bells rang, and messengers raced throughout Japan to warn everyone that enemy aliens were approaching by ship.” It was clear that the Japanese were convinced that “barbarians were about to punish them for their sins.”
The Japanese had lived in isolation for over two hundred years. They had prevented any foreigners from entering or any ships to land at Japanese ports. “In 1850 they had no steam engine, no factory, or no modern firearms. And, amazing to relate, the ladies and gentlemen of Japan adopted no new fashions in wearing apparel!”
At first, small boats attempted to convince Perry and his men to leave the area. Then a Japanese aide to the governor, Kayama, offered to deliver the President’s letter. Perry was growing more impatient. Morrison explains, “Perry sent word that he would wait but three or four days before putting his dread alternative of landing an armed force and delivering the letter in person at Edo Castle.”

The United States was at peace with Japan following peace negotiations that had been made. The President expresses his concern that the United States was still in conversation with Japanese government and its Emperor looking towards the continuation of peace in the pacific. When the American Commodore Perry arrived and forced the Japanese to open up trading with the Americans in 1853 it caused a massive shift in the way Japan was run. The shogun could not deal with the looming threat and began a campaign of anti-foreignism “’Toi!’ (Expel the Barbarians!)” . The shogun eventually capitulated and began to allow foreign ships into Japan; this sparked the anti-foreign element, created by the shogun, to remove the shogun and reinstate the Emperor into power: “’Sonno’ (Revere the Emperor) was added to their mantra of ‘Toi’ to represent the old system where the Emperor was like a god. The Emperor took power back into his hands and renamed himself Meiji meaning “Enlightened Rule.” However, the Emperor did not expel the ‘barbarians’, instead he saw them as a method of creating a better Japan and began a campaign known as the ‘Meiji Restoration’ to modernize the nation. Japan needed to modernize because the western countries had forced the Tokugawa shogunate to sign unfair treaties that greatly favoured the western countries, notably the United States of America, Russia, Great Britain and France . One of the key events of the Meiji Restoration was the decline and fall of the samurai class in Japan. This essay intends to show the reasons for the decline of the samurai at the beginning of the Empire of Japan through the policies enacted during the Meiji Restoration. This will be shown through the military, cultural, political and social reforms enacted by the Japanese government.
In the early 1800’s, Japan had blocked off all trade from other countries. Foreign whaling ships could not even reload or repair their ships in Japan territory. This offended many other countries. In 1852, Matthew Perry was sent to Japan to negotiate open trade. Japan felt threatened by the United States, and gave in to their demands. Japan was frightened by their stipulations, and immediately began to reform. They developed a new education system that was similar to America and Europe’s. They also developed a Western style judiciary system.
Just two years before, Japan had reopened its boarders with Europe, unleashing waves of foreign imports. Silks, fans, kimonos and more sparked the wonder and imagination of Westerners and Europeans alike. According to the Brooklyn Museum of Art, “ the opening of the boarders not only reestablished diplomatic and mercantile relations between Japan and Europe, but also opened floodgates for cultural exchanges that would profoundly affect Western and European art.”

Perry believed that "our people must naturally be drawn into the contest for empire." In 1852, he accepted command of the East India squadron in order to lead an expedition to Japan. The U.S. State Department directed him to negotiate a treaty of amity and commerce that would open Japan to relations in as full a range as possible. Perry prepared steadily for the formidable task of inducing Japan to negotiate a document favorable to the United States. In 1846, Japan had humiliated and expelled an American emissary, leading Perry to conclude that a resolute show of force would prove essential to the "opening" of Japan. He, therefore, shaped a small but powerful armada of four ships, including the steam-driven paddle wheelers Susquehanna and Mississippi.
Japanese immigration created the same apprehension and intolerance in the mind of the Americans as was in the case of Chinese migration to the U.S at the turn of the 19th century. They developed a fear of being overwhelmed by a people having distinct ethnicity, skin color and language that made them “inassimilable.” Hence they wanted the government to restrict Asian migration. Japan’s military victories over Russia and China reinforced this feeling that the Western world was facing what came to be known as “yellow peril”. During the edo period , Japan had strict policies against foreign trade as they believed it would destroy their culture. However japan had given exclusive trade rights to dutch traders, who traded exotic asian goods such as silk and spices with the japanese. Because of limited trade, japan's economy was weak because of the lack of knowledge and technology that the outside world had access to.
