In today’s society, many young children are in peril. They are abused, neglected, and subject to bad influences. Many young teens do not have the ability and emotional intelligence yet, to be able to deal with the emotional, social, and psychological challenges that come with the neglect. When no one intervenes, these children suffer and could eventually fall into despair and hopelessness. Thus, these teens resort to crime in order to be heard. Consequently, the kids are thrown into juvenile detention.
While throwing the problematic children into detention is one way to deal with them, some would agree that it isn’t the correct action. Personally, when I picture juvenile detention, I imagine a boot camp. This boot camp is complete with its’
own set of drill instructors that yell and spit at the kids until they learn discipline. These thoughts sound similar to the brutality parents would show their kids in the middle ages when they did something wrong (Clear, Cole, & Reisig). With the current methods of rehabilitation, many would agree that these children are most likely going to reoffend as adults when they are released. While we may think these ideas, The Office of Juvenile Justice and Delinquency Prevention report that there is no national recidivism rate for juveniles. Each state has their own programs and discipline methods to rehabilitate the young offenders ("National Criminal Justice Reference Service"). While I was wondering whether juvenile detention actually serves its purpose, I came upon the article, “Former Youth Inmates Proof Juvenile Reforms Work” by Christopher Zoukis. Renown author, Zoukis dictates about two young boys that were put in the system. Sang Dao and Noah Shultz are living proof that the system can work for you. While in detention, Dao became a mentor to other young boys, and earned his bachelor’s degree in Criminology and Criminal Justice. Shultz took a similar path and received, not only his GED, but a BS in Human Development and Family Sciences and a BS in Sustainability. Since spending their early years behind bars, Dao and Shultz have become pro justice reform advocates. They are trying to spread the message that locking up teens isn’t the solution. Instead, we should be helping these children by getting them, “…mentors, and education and occupational opportunities inside corrections facilities.” With an idea as simple as to giving an inmate a good influence, the tides of recidivism can change (Zoukis). While the corrections system may rehabilitate some, many others are unhindered by it. Even though the juvenile recidivism rate depends on each state, Dao and Shultz are important examples that changing it up can make a difference. If adding mentors that can help counsel and lead in the right direction are helping lower the recidivism rate, we should require all juvenile detentions around the country to implement these ideas. In order to save the children, we should try every available avenue.
Parents should be more involved with their children’s lives, and try to discipline and set rules at an early age. It is better for a juvenile to be confined rather than him/her influencing average teenagers to follow in his footsteps. It is a sad day when a teenager has to spend his/her days in a juvenile facility rather than outside enjoying his freedom and childhood. Children, who attend these programs and cannot cope with the challenges, can be easily abused. The risk in enrolling these teenagers into such disciplinary programs may either break them or make them improve their behaviors and quality of life. Teenagers who come out of these camps are stronger, disciplined, educated and even become role models to other teens can someday help other delinquents. The quagmire of placing juveniles in adult facilities is the risk factors juveniles may experience while incarcerated. Juvenile delinquency is a relatively new phenomenon. For this reason, society’s reactions and solutions to the problem of delinquency are also modern developments. The United States developed the first youth court in 1899 and is now home to many new and formerly untested methods of juvenile rehabilitation and correction. One of many unique programs within the Juvenile Justice system, boot camps are institutions designed to keep delinquent juveniles out of traditional incarceration facilities and still provide a structured method of punishment and rehabilitation. Boot camps developed in the early 1990s and quickly proliferated throughout the nation. Specifically, they are “…short-term residential programs modeled after military basic training facilities” (Meade & Steiner, 2010). Designed with the goal of reducing recidivism and preventing violent offenses, boot camps target non-violent individuals under the age of 18 and typically exclude already violent offenders. In theory, boot camps apprehend juveniles while they are committing minor delinquency and prevent more-serious crime by “giving the juvenile offender a more optimistic, community oriented outlook” (Ravenell, 2002). Fundamentally, boot camps have four central purposes; rehabilitation, punishment, deterrence, and cost control (Muscar, 2008).
One in three teen delinquents are sexually assaulted by staff members during their time in juvie. Even in the place that is supposed to oppose crime takes part in it. Juvenile Detention Centers are supposed to help minors get on the right track for the rest of their life ahead of them. In 2003 The Prison Rape Elimination Act [PREA] was passed to help prevent and protect against prison rape. Though that was passed it still goes on and the superiors of the inmates are still getting away with it.
Many Juveniles have been deprived of their proper treatment due to society’s lack of understanding and compassion, yet research clearly shows that mental health treatment not only keeps them at bay from repeating their crimes, but also helps them live a more positive lifestyle in society. In times we blame the juvenile for their mistakes, however instead of pointing fingers at them, we can come together as community to help them overcome their “inner demons”. After all, it is not the children committing the crimes, but their mental disorder that is hindering them from living a normal lifestyle.
The recent media obsession with the scared straight program, juvenile boot camps and other scare tactics has lead to the question as to whether they actually are beneficial or not in treating adolescent criminal recidivism. On television programs like Maury (Pauvich) the answer to treating the troubled young girls who are brought to the show is boot camp. Those in charge take these girls to prisons, dangerous streets at night and often morgues to make a visual argument as to where they will end up as a result of the path they've taken. They also go through a rigorous run with drill sergeants to break down their egos. Of course it only last one day as opposed to any length of time a judge would sentence, but they get a small taste of it. Without surprise, at the end of every program of this nature, all the girls are rehabilitated and promise to go back to school, quit drugs, stealing, prostituting, and stop the abusive behavior.
The adjustment from incarceration to society causes a series of problems, making rehabilitation difficult. When the juvenile’s leave home to be detained, all ties with society, the support systems they had, the gangs they associated with, school they attending are no longer in close proximity, which is essential for successful rehabilitation (James, Stams, Asscher, Katrien De Roo & van der Laan 2012). Another problem association with the reintegration is that juveniles are in a particularly fragile state in that they are not only transitioning from society to detention, but from adolescence to adulthood, both of which are overwhelming adjustments.
