Background: On March 29, 2018 at approximately 9:30 AM I, Investigator James Poffel was assigned an investigation in reference to a three children that had been severely bruised. The children are 4-year-old, Lanny Die, 6-year-old Morgan Dye, and 7-year-old Cadan Dye. The reporting party is Miranda Robbins, with the Muskogee County Department of Human Services. The abuse occurred at 311 S Junction St. in Muskogee, OK. Officer Greg Foreman took the initial police report. Officer Forman was dispatched to the Muskogee DHS Office to make contact with Miranda on March 28, 2018, around 6:39 PM. Miranda stated to Officer Foreman that the children were interviewed at their school and disclosed to Miranda that their mom, Misty Dye’s boyfriend, Travis Deshazer, spanked them with a belt and left bruises on all of the children. Miranda observed the bruising and contacted Dr. Stratton with The Children’s Clinic in Muskogee, OK to obtain his medical opinion, as well as check the well-being of the children. The bruising was quite extensive. DHS’ Contact with Travis Deshazer: Miranda and her supervisor, Amber McKinnley went out to 311 S Junction to make contact with Travis. They knocked on the front door. It took them several attempts to get Travis to answer the door. When he did answer the door, he explained to the DHS workers that he was hesitant to answer the door in case they were the police. Travis let the DHS workers into the home where they spoke with him about the injuries on the children. Travis admitted to the DHS workers that he whooped the children with a belt and that they are out of control. Suspect Contact: I did not attempt to make contact with the suspect after hearing from the DHS worker what he stated to them. It appears that he would not answer the door if it were law enforcement. This case is being sent over to the Muskogee District Attorney’s Office for prosecution purposes and for an arrest warrant to be issued. On September 17, 2015, I was assigned this case to follow up. This case involves Mr. Tavon Marquis Lanier a fourteen year old George Washington School student. I contacted the court services unit and spoke to Priscilla Harp. Ms. Harp reported a prior assault on a family member and a runaway case which resulted in no finding.
DSS received a report of physical abuse, physical neglect and substantial risk of physical abuse on March 3, 2017 alleging there is chaos in the home. After returning with his brothers from their cousin’s house, the boys had to go to bed. The reporter stated that Xzavia banged on his mother’s bedroom door on three separate occasions wanting something to eat. The first time he was told to go back to bed and a popping noise was heard. The second time Ms. Kimberly Dawkins grabbed Xzavia by the head, shook him little and told him to go back to bed. The third time Ms. Dawkins grabbed Xzavia, threw him on the bed, got a gun, held him down and pointed it at him. Reporter states there was no clip in the gun. Ms. Dawkins was reported being upset and it was reported that she left the home for twenty minutes but came back. It was reported that while Ms. Dawkins was gone, Xzavia was very upset and he was crying and Tyzhaun stared punching holes in the wall. It was reported that Xzavia says he wanted to die and that Atmorris went and got a knife, stated to Xzavia, “You want to die?”, here’s the knife and the two older brothers, Tyzhaun and Atmorris left the house and Xzavia chased them. It was reported that Xzavia was outside crying and he spent the night with the neighbor.
The Police report that there were several calls reporting of the parents were using drugs, and not feeding little Kayleigh, although the police also indicated that the house were safe environment for the child and there was no indication of abusing, the police did not connect child welfare because of no evidence of any kind. The mother and the boyfriend are being charge of felony “assault on a child, causing death to the little baby girl and both admitted of killing the little baby girl, both of the charge are includes special circumstances while the prosecutors await on a piece of information before convicting the mother and the boyfriend. The new also indicated that both of them are being held 25 years to life in prison if they are found convicted.
On 08/05/2016 at approximately 1:50 AM, this Investigator with Investigator V. Shroyer arrived at 12211 N. Paradise Village Parkway, Phoenix, AZ for Case # 537001 report of Child Neglect for victim Fiona McFadden (DOB: 03-05-2013) against her mother Monica Katich (DOB: 09-17-89). Upon arriving on the scene, this Investigator met with the report source, Phoenix Police Officer E. Gomez # 7977 in reference to Phoenix Police DR: 2016-00001441605. According to Officer Gomez, Phoenix Police received an emergency 911 call from Monica Katich that her friend later identified as Ashley Brook Post (DOB: 06-21-83) had overdosed on Heroin. On 04/20/2017, Hennepin Child Protection accepted a report alleged neglect and failure to provide necessary shelter to Dae’veir Johnson by his father, Mr. Brian Johnson. Per reporter Mr. Johnson did not pick up his son Dae’veir after school. Per reporter Dae’Veir walked to 1931 5th street south, which he said is his babysitter’s house. Per reporter no one was home there, and Dae’Veir called 911 and MPD picked him up. Per reporter, police attempted to call Mr. Johnson and he did not answer. Per reporter Dae’Veir reported when he called his father, he answered but hung up. Per reporter, police were able to secure a bed for Dae’Veir at The Bridge for Youth.
On 10-27-17 at approximately 1133 hours, I was dispatched to the Cleveland Elementary School regarding a psychological evaluation. PPD Dispatch advised that a student, later identified as Allison Cantalupo was chasing another student with a piece of glass. School Staff members were able to corner Cantalupo and locked her in a room.
I spoke with Tanisha Washington at the operation on 12/14/15. Tanisha said she has worked at the operation for 9 years. Tanisha said she has worked in all the classrooms and had recently became the Assistant Director. Tanisha said the only injury she is aware that has happened at the daycare is when Acelyn fell on the playground and cut her head. Tanisha said she did have a recent phone call from a mother who said her child had been hit by another student while at school and a bruise was left. In one particular incident where Randy called the cops to come, Aaron forced Wendy and Randy to go outside to tell them nothing was wrong. There was a video camera surveillance Aaron used to spy. Even after multiple visits from cops and neighbors witnessing the violence and yelling that was going on, nothing was done. It was only discovered when the police unveiled the pictures one of the children drew to cover up the punches on the wall that the police suspected domestic violence was present in their home. She had no choice and was unable to speak up, because she knew what he was capable of doing to her family and her children. She feared for her children’s safety, but it boggled my mind that even when others tried to help her and her family, she covered it up for the sake of their safety. Okikma informed me that Perry continues to assist and communicate with her children that she was not aware of. Today Perry showed up to her home and met with her son Dezmond at the beginning of the street. Okikma advised that she and Perry began to argue with each other and she asked him to leave, but he refused to do. Child abuse has been known one of the major destructions of lives in the society. National center for injury control and prevention for child maltreatment has made it known that over a million of children suffer from child abuse, while some children lose their lives from maltreatment. More than seven children die as a result of child abuse, and some programs have been developed in order to help children from being abused. There are only four major types of abuses: emotional abuse, sexual abuse, physical abuse and neglect. Child abuse has been found to have bad effects on the lives of the abused victims. Psychology shows that children who are physically abused tend to develop some aggressive behaviors towards themselves and their surroundings, and children who suffer from emotional abuse tend to build unhealthy relationship in their adulthood. Many children grow up with no proper care from parents and this can make them dangerous to themselves and the society. The purpose of this essay is to explain the problems the abused victims are faced with and how child maltreatment can be prevented. Research performed by some authors has also shown that children who are abused have the tendency of becoming abusive parents themselves. Some abused children find it difficult to build a healthy relationship with people resulting from their abuse experiences. Child abuse is everywhere in the world, it occurs in all cultures, races and it is a problem that attention has not being fully focused on, therefore child abuse should be prevented and stopped.
Reporting party (RP) stated that her daughter Noemi Smith (DOB: 5/31/14) attended the daycare 2 days before the official start of school. These 2 days were catorgoized as "Visiting Hours " where the parents were allowed to stay with the children. During the first day of visiting hours (approximately at 10:00AM), RP disclosed that she witnessed a male child (name unknown) playing with another female child and RP's daughter. The unknown female child took a toy from the unknown male child which cause him to grab the shirt of the little girl in the attempt to retreive the toy back from her. Upon hearing the commotion between the children, teacher Alexis (classroom #3, 2-21/2 year olds) approach unknow male child and "slapped" him on his arm. RP
