The Chicago Park District mission has three components that focus on enhancing the quality of life, maintaining the beautification of parks, and meeting the needs of its customers. I am applying to this position to help advance the Chicago Park District mission by using my professional experience and knowledge to assist department heads with the development of policy initiatives and strategic planning priorities. As an educator, I’ve had the opportunity to work in a fast-paced environment in managing the foreign language development of over 750 students. As a result, I planned strategically to prioritize and multitask a diverse range of demands from students, parents, and administrators. I have developed a high level of organization in my long term planning, weekly planning, and assessment of progress for my students and I. While pursuing a master’s degree I explored the basic principles, logic and processes of public budgeting in understanding the allocation resources. Furthermore, through my studies, I learned to use economic tools such as an economic cost and benefit analysis and an evaluation matrix to develop and evaluate public policy respectively. Chicago in the 1920s was a turning point for the development of ethnic neighborhoods. After the opening of the first rail connection from New York to Chicago in the 1840s, immigration sky rocketed from that point on. Majority of the immigrants to Chicago were Europeans. The Irish, Italians, eastern European Jews, Germans, and Mexicans were among the most common ethnicities to reside in Chicago. These groups made up the greater part of Chicago. The sudden increase in immigration to Chicago in the 1920s soon led to an even further distinguished separation of ethnicities in neighborhoods. The overall development of these neighborhoods deeply impacted how Chicago is sectioned off nowadays. Without these ethnicities immigrating to Chicago almost 100 years ago, Chicago neighborhoods would not be as culturally defined and shaped as they are today.

The setting of the story is Chicago’s South Side. This area of Chicago was known as the “capital of black America” (Manning), and according to Andrew Wiese, Chicago used to be known as “the most segregated city in America” (118). These seriously contradictory statements are true. Chicago’s South Side was home to William L. Dawson, who was the most powerful black politician at the time, and Joe Luis, who was a boxing champion and was known as the most popular black man in America (Manning). It was the most popular place for blacks to migrate to during the Great Migration, and the population grew from 278,000 blacks to 813,000 blacks. Most of the neighborhoods located in the South Side were poor and highly segregated from the rich white neighborhoods located just outside the South Side (Pacyga). The housing in these areas was very poor as well. Most of the African Americans at the time lived in a small apartment called a kitchenette. These were cramped with a small kitchen and small rooms (Plotkin). Lorraine Hansberry describes the Youngers house as a worn out, cramped, and very small apartment (23). She also talks about the small kitchen, living room, and bedrooms (24). These apartments were not ideal, but it was all that many African Americans could afford. If African Americans tried to move nicer neighborhoods, whites would perform violent acts on them (Choldin). This violence was recorded in a African American newspaper, known the Chicago Defender (Best).
Public policies are developed in response to the existence of a perceived problem or an opportunity. The analysis delves into a public issue or problem and assesses a set of proposed government action for addressing the issue. The job of the analyst is to describe the background and status of an issue and then, using research and analysis, determine a proper government action to resolve the issue. By comparing options and weighing their expected benefits, the analyst should conclude with a recommended course of action or inaction to addressing the issue.

According to Williams and Calabrese, the term budget is ambiguous (Williams and Calabrese, 2013, 2). To me, the term ambiguous can have a negative connotation, meaning obscurity. Today, a myriad of budget theories exist; some divergent, while others homogeneous. Fiscal policy that creates public value is noteworthy. Admirable budgeting processes are transparent, efficient and exist to “eliminate deficits and control unethical legislator behavior” (Williams and Calabrese, 2013, 4). This paper aims to investigate the ambiguity & interpretive theory, as well as develop implications as I assess the correlation, similitudes, and disjoints amongst Williams’ and Calabrese’s suggested budget theories.
Public Administration involves the development, implementation and management of policies for the attainment of set goals and objectives that will be to the benefit of the general public. Since Public Administration involves taking decisions that affect the use of public resources there is often the question of how to utilize public resources for maximum public good. The National Association of Public Administration has identified four pillars of public administration: economy, efficiency, effectiveness and social equity. These pillars are equally important in the practice of public administration and to its success. This paper seeks to explain the role of each of the pillars in the practice of public administration.
2.1.6 Public Policy The practices of public policy are complex (de Leon & Vogenbeck, 2007; Sabatier, 2007) and are based on a system which comprises of the course of action, legal submissions, regulatory procedures and funding structures. These are related to the specific subjects supported by a government organization or its representatives (Kilpatrick, 2000). Each system is affected by different public problems and issues and hence requires different solutions and variations in public policy (Vargas-Hernandez et al, 2011). Public problems can emerge in various ways and necessitate different policy responses at local, national or international levels (Sharkansky & Hofferbert, 1969).
Public policy is the organizing framework of government programs that work with societal problems and or programs enacted and implemented by the government (375). Most citizens may think they comprehend public policy and assume it is to the solution to problems, but it is not quite that simple. Moreover, various problems arise in public policy implementation because of the number of agencies following their own agenda and the fact that we do not know what is going to happen in the future, which makes it difficult to create policy (376). There is about 87,000 state and local governments (376). With so many governments and different opinions, it is extremely difficult to find a one-fits-all policy for every single government.
