Charles Albert Dutch Ruppersberger is one of the congressman for the state of Maryland in Baltimore County, specifically the second district. Born in the city of Baltimore Maryland on January 31, 1946, Ruppersberger has made many contributions to the area of which my family and I live. Growing up, Ruppersberger lived the life of a typical student in America. He attended Baltimore City College where he received his high school diploma, while later furthering his education to the University of Maryland College Park; there he earned his B.A. Finally Ruppersberger obtained his goal of earning a Juris Doctorate from the University Of Baltimore School Of Law. Along with receiving a higher education Ruppersberger loved to play lacrosse. A tragedy that occurred in his life caused him to be where he is today. In Charles’s earlier years he was involved in an accident where he nearly lost his life. The doctors, RNs and techs at University of Maryland Shock Trauma helped him survive. Charles was extremely thankful for all of the staff at the shock trauma for taking care of him and he wanted to show his thankfulness through his actions. He asked the staff how he could repay them and they replied saying that he should run for office so that the shock trauma center would get the resources and care of which they needed. First, I will discuss his background, which started when he was born on April 16, 1931 in McCracken County Kentucky. His parents were Elvie B. and Eva Heady Carroll. His father was a farmer and a tractor implement salesman, he also owned a garage. In 1937, the family moved to Heath Kentucky he attended Heath high school and was later elected student body president. After graduating high school Senator Carroll attended Paducah Junior College. In 1951, he and his girlfriend Charlann Harting were married and started their family of what would eventually be four children. One year later he graduated from Paducah Junior College with an associate of arts degree.

This was the day that I decided that I can do more and effect more than I had ever believed possible. It was November sixth and right in the middle of fall. I remember my parents waking me up at 5am; it was hard for me to wake up because the night before I stayed late working at campaign headquarters and preparing for this day.
