Not only would it be harmful to others, but it would also hurt his loved ones. Just imagine how his family would feel if he were dead or hurt because of someone's idiotic decision.That would be something they would have to deal with on their conscience for the rest of their life. No one else can make the decision to use a phone while driving except the person driving.
The last reason it should be illegal is because it could cause the driver to break other laws. Using a hand-held cell phone while driving is already breaking a law as it is.
