The reporting party (RP) reported that foster child Jessie Rae Nelson disclosed foster parents' biological daughter Mikayla has provided her with drugs (Ecstasy and Heroin). The foster child stated the foster parents' adult daughter Mikayla uses drugs in the home (Ecstasy, Heroin, and Marijuana). Subsequently, Jessie has access to the bio daughter's drug paraphernalia (heroin pipes) which are left in the bedroom. According to the foster child, the foster parents are aware of their daughter's drug use. The foster child did not indicate if the foster parents' were aware of her drug use or if the drug use is in the presence of the other foster child and bio children. More noteworthy, the client explains that she uses the same method to soothe the baby by blowing marijuana smoke in the infant's face.
