As a well-established institution, Penn State has an accredited reputation that accumulated over the course of the last century and a half, dedicated to education, research, and serving the public through various ways. The current information gives insight into the procedure of the esteemed institution, in addition to other links and sources that can supplement the discussion topic. When reviewing Prof. Sharon Wasco, you receive results from various publications to which she contributed, like that of the Understanding Rape and Sexual Assault. Organized by two well-respected psychology professors from independent universities, the column features studies commenced over the last two decades on the social growth of sexual assault. The piece also includes its own resources section to review their inferences. As with my application of my previous reference, Penn State's Policies Safety & U, I will incorporate direct quotations to strengthen my stance. Using such extracts of the information explaining that "the impact of sexual assault extends far beyond rape survivors as their family, friends, and significant others are also negatively affected," (Campbell & Wasco, 2005 p. 127). Applying this Journal will present my audience with the indication that sexual assault does not only affect the person or people immediately involved but the environment surrounding them as well, in addition to promoting them with the realization that sexual violence is a national epidemic.

The organization supports lower the legal drinking age. He later developed the Amethyst Initiative to help campuses across the U.S. to join together. As our textbook describes the bystander effect as the tendency for any given bystander to be less likely to give aid if other bystanders are present. To put it into my own words, I think that bystander effect is where people are less likely to help because of the diffusion of responsibility. We are more likely to help: the person appears to need and deserve help, if the person is in some way similar to us, the person is a woman, when we have just observed someone else being helpful, if we are not in a hurry, if we are in a small town or rural areas, when we are feeling guilty, when we are focused on others and not preoccupied, and when we are in a great/good mood (Myers).

Bystander effect and obedience to authority are theories that can be compared and contrasted. Bystander effect is, for example, when someone is publicly in need and even though there are many people passing by or in the area, no one stops to help because they’ve seen no one else stop to help. In a video called The Bystander Effect they did an experiment to test the theory by having an actor lay by the steps of a busy area in Liverpool and moan “Help me”. The actor, Peter, was passed by many people who glanced his way, but didn’t stop to help even after 20 minutes of him yelling for help. Next they had a lady lay on the steps and after 4 minutes and 30 seconds a man finally comes over to help and forms what a narrator refers to as a new group with new rules to actually help. After the man comes to her assistance so does another lady and then more people follow. In the next part of the experiment they have Peter come back dressed as business man and it only takes 6 seconds before someone comes to help him. A real life example of bystander effect is the police brutality incident that happened at Spring Valley High School where a 15 year old girl was tackled and assaulted by a police officer for no reason that justified that treatment. Instead of money, the authors suggest “donating” service to the homeless. Thompson argues that loose change “might encourage, rather than relieve, the anguish of the poor” (Thompson). By providing a long term aid, the homeless are able to better their lives for tomorrow as well. Instead of helping these people relieve their hunger for one day, the authors encourage helping their long term needs, such as assistance in finding a job or stopping an addiction. Long term aid is more beneficial for both the homeless and those giving. The needy are able to get their lives back on track, while the donors are able to help a stranger, and ultimately clean the streets of possibly dangerous beggars. A short term goal for Grand Junction “is to decriminalize it” (Magill), making the community parks safe again. This, in the long run, will allow the public to once again gather at these community parks, making the city of Grand Junction a closer knit and safer place. We all have the means and capability to make a change in this world for the better of sexual assault. Whether it be reporting the incident, the victim retelling his or her story to those who’ll listen, or forming groups against any mean of sexual assault. This would greatly help indeed, but take this into consideration; what will happen if such a thing were never to be done? That being the case, we would more than likely suffer in the long run for having much more campus attenders being violated and sexually assaulted. Especially for our known individuals who’re attending schools for semesters; we’re basically saying that we could care less about the wellbeing of our friends, family, and associates who are by themselves on campuses; that if they get sexually assaulted, it’ll be their own faults. Bystander effect, (Darley & Latane, 1970) refers to decrease in helping response when there are bystanders around relative to no bystanders. Referring to previous study stating that there are some cases of which group size may promote helping instead of hindering it (Fischer et al., 2011). Researchers then speculate the possibility of positive influences from bystanders by taking public self-awareness into consideration. Researchers proposed that high public self-awareness would reverse the bystander effect in this study with 2 independent variables which are bystander and presence on the forum. They are defined as number of bystanders (absent vs present) and salience of name (salient vs non-salient) respectively. 86 students are randomly assigned to one of the four conditions in the experiment. Response of participants in the online forum is the operational definition for the dependent variable of helping behavior. The result shows that number of response increases with respect to increase in bystanders when public self-awareness is enhanced by using accountability cue (Bommel et al., 2012).
