JOB SUMMARY: Working in the Bylaw Services Division, the incumbent assists the Bylaw Enforcement Officers in a limited scope during the summer season. Responsibilities include: responding to burning and water / sprinkling complaints, collecting unpaid business licenses, completing inspections for businesses that operate without a business license, and collecting unpaid dog licenses. The work is differentiated from that of a Bylaw Officer by the more routine nature of complaints and infractions that are assigned. Summary: With the recent resignation of Police Chief Charles Johnson, the city of Dover has received 53 applications for the vacant position. To sort through the applicants a four step process has been implemented. They include screening respondents, a review board in which the candidates will be interviewed and subsequently ranked, interview with City Manager Spanning and finally a meeting with the city council. It is upon the appointment of City Manager Will Spanning and the confirmation of the seven member city council that the position will be filled. Deputy Strange conducted a residential patrol at Strom Park Drive and Lake Andrew Drive, without instruction and using his own initiative to look for criminal activity and to maintain visual deterrence. Deputy Strange utilized his radio to conduct this residential patrol. During the patrol, Deputy Strange noticed two parking violations and written parking warnings for the violations. See Section three and four. Deputy Strange cleared the call with CAD comments without assistances. No officer safety issues were observed during this case.

I participated in a police ride-along with the Fairfax County Police Department on October 30th. I chose the Fair Oaks District Station for the ride since my home falls within that particular district’s boundaries. At 8 p.m., I was introduced to Officer Crutchman; the police officer I would be accompanying for the night. We headed out after a brief overview of some safety rules and expectations. Over the course of the shift I was able to observe many of the routine duties of a FCPO such as responding to calls, setting speed traps, performing traffic stops, assisting fellow officers, and patrolling neighborhoods and public parks. I believe that criminal justice employees are unmotivated. Having almost 20 years of experience in the juvenile justice system there have been times that I have witnessed many unmotivated workers. I have also been unmotivated at times. I believe that many people become unmotivated for several reasons. The biggest reason I feel is due to moral between workers and the supervisor. This happens when the supervisor fails to treat everyone the same. He is strict with some workers and lenient with others or he fails to compliment his workers for a job well done but is quick to write a worker up for infractions of the rules. There are other supervisors who make promises that they have no intention on keeping and they have problems keeping their word. For example they tell you that you will get a good raise if your work hard but they fail to mention your extra efforts during your review. The worse supervisors are the ones that encourages their employees to be a team player but they fail to be one
