INVESTIGATION:
On 05/14/2017 at approximately 0605 hours, I was notified by Sgt. Kelley of a traffic crash fatality that occurred on Bruce B. Downs Boulevard at the intersection of USF Pine Drive. I responded to the scene and upon arrival at approximately 0708 hours, I conducted a sworn interview with the Adrianne Ojeda, the driver of Vehicle 1. I was also assigned to forensically map the scene.
The northbound lanes of Bruce B. Downs Boulevard had been closed north of Fowler Avenue to vehicular and pedestrian traffic by deputies and marked patrol vehicles. I then met with Cpl. Carter, Det. Winters and M/Deputy Allen. Cpl. Carter advised of the circumstances of the incident and what occurred.

a Sokkia Total Station. (Serial #: 145014) The data collected at the scene was downloaded into the Cad Zone 9.4.91 Drawing Program. A scale diagram of the scene was completed and a copy of the downloaded points was printed. SCENE: AMBIENCE: This crash was reported at approximately 0559 hours. It was dark with no street lights in the immediate area. At the time of the crash, there was no inclement weather to create visibility issues or to influence or contribute to this event. Downs Boulevard is a heavily travelled arterial roadway within Hillsborough County. In the area of the crash, Bruce B. Downs Boulevard runs north from Fowler Avenue and perambulates to Fletcher Avenue. In the area of the crash, the road is composed of six through lanes of travel: three northbound and three southbound lanes, which are divided by a raised concrete median. There is also one left and one right turn lane in the northbound traffic lanes. In the area of the crash, the road is composed of asphalt.
In the area of the crash, USF Pine Drive is a lightly travelled roadway within the University of South Florida in Hillsborough County. In the area of the crash, USF Pine Drive, runs east from Bruce B. Downs Boulevard Boulevard into the University of South Florida Campus. In the area of the crash, the road is composed of one eastbound lane and the westbound lanes have two left turn lanes and one through/right turn lane. The east and westbound lanes are divided by a solid double yellow line. The outer edges of the roadway are bordered by a raised concrete curb. In the area of the crash, the road is composed of asphalt. The paved northbound lanes of Bruce B. Downs Boulevard are approximately 65 feet
wide. TRAFFIC CONTROL: Bruce B. Downs Boulevard has a 45 mph speed limit posted on the east shoulder for northbound traffic, approximately 256 feet south of the crosswalk. There is designated marked crosswalk at the intersection of Bruce B. Downs Boulevard and USF Pine Drive, which spans the width of the south side of the intersection. There are pedestrian signals located on both the southwest and southeast corners of the intersection. The pedestrian signals are located on metal poles. The pedestrian signals were observed to be working properly while I was on scene. The pedestrian signals appeared to be of standard design and in compliance with The Manual on Uniform Traffic Devices. All of the signs were free of obstructions, making them easily visible. RESPONSE: Hillsborough County Fire Rescue responded to the scene with Engine 14, which arrived on scene at 1511 hours. This concludes writer's involvement in this investigation to date. On 01-01-17 at 0023 hours I was monitoring the radio and heard that Officer Harrell #3441 and Officer Thebeau #8402 were involved in a vehicle pursuit in the area of Fair Oaks Avenue and Corson Street. I responded to the above location to assist. They advised responding units that the suspect was involved in a traffic collision on the eastbound 210 Freeway Fair Oaks Avenue off-ramp.

On May 22, 1990 two Sacramento County sheriff’s deputies were responding to a call to break up a fight. While returning to their cars one of the officers, Murray Stapp noticed a motorcycle moving at rather high speeds. The motorcycle was being operated by 18-year-old Brian Willard and carrying a 16-year-old passenger by the name of Phillip Lewis. On May 14th, 1988 a group of children and adults from the First Assembly of God Church in Radcliff, Kentucky got aboard a Ford built 1977 Superior B-700 school bus and headed to King’s Island amusement park. King’s Island is located about 170 miles from Radcliff where the church is located. After spending the whole day at the amusement park, the group got on the bus and began traveling on Interstate seventy-one in northern Kentucky back to Radcliff. It was a typical Monday morning as I drove home from work, exhausted from having to perform more than twenty four hours of duty. As I ran over to his location yelling “hey buddy are you ok” following the ABC’s of first aid, I could not help but notice the large pool of blood from the deep laceration on his face, the twisted front wheel of his bicycle, and a strong stench of alcohol coming from his liquor stained John Sport backpack. “All my beers are broken” was all he muttered as he fell trying to get regain his footing, relieved that the fellow was alive I immediately called the police. As I spoke to the paramedics on the situation I could not help but ask myself “how could someone be so intoxicated at this time
