There was the use of “property qualifications to prevent poor black and white men from voting” (Hine 174). Ensuring the denying of voting to black people, since most of the black community was poor and would never gain enough profit to demonstrate they were capable of voting. Stripping them from their legal right to vote, no matter what circumstances money wise they were in. In his book, Reaping the Whirlwind: The Civil Rights Movement in Tuskegee, Robert James Norrell clearly points out that the Negro citizens of Tuskegee had begun to fight for their Civil Rights in 1870. By reading this book, one could infer that his purpose for writing it would be to inform his readers how the Negro Citizens of the City of Tuskegee gained their right as citizens in which they were entitled to enjoy. He particularly emphasized how they would demand for their right to vote as it is spelled out in the Constitution of this great nation. He also tells the story about power. How whites tried to keep control of their society and blacks kept seeking more independence. The subject of the book was how black votes could change the way of living in a community that was accustom to white supremacy. It focused on people who were a threat to whites being in control. Anybody who tried to change the way of living in the interests of whites of that time in the Tuskegee was considered a threat to their society.

Though the issue of slavery was solved, racism continues and Southerners that stayed after the war passed Black Codes which subverted the ideas of freedom including the actions of state legislatures (Hakim 19). Black Codes were a set of laws that discriminated blacks and limited their freedom (Jordan 388). Such restrictions included: “No negro shall be permitted to rent or keep a house within said parish...No public meetings or congregations of negroes shall be allowed within said parish after sunset…” (Louisiana Black Codes 1865). During the four decades following reconstruction, the position of the Negro in America steadily deteriorated. The hopes and aspirations of the freedmen for full citizenship rights were shattered after the federal government betrayed the Negro and restored white supremacist control to the South. Blacks were left at the mercy of ex-slaveholders and former Confederates, as the United States government adopted a laissez-faire policy regarding the “Negro problem” in the South. The era of Jim Crow brought to the American Negro disfranchisement, social, educational, and occupational discrimination, mass mob violence, murder, and lynching. Under a sort of peonage, black people were deprived of their civil and human rights and reduced to a status of quasi-slavery or “second-class” citizenship. Strict legal segregation of public facilities in the southern states was strengthened in 1896 by the Supreme Court’s decision in the Plessy vs. Ferguson case. Racists, northern and southern, proclaimed that the Negro was subhuman, barbaric, immoral, and innately inferior, physically and intellectually, to whites—totally incapable of functioning as an equal in white civilization.
Although many laws were passed that recognized African Americans as equals, the liberties they had been promised were not being upheld. Hoffman, Blum, and Gjerde state that “Union League members in a North Carolina county, upon learning of three or four black men who ‘didn’t mean to vote,’ threatened to ‘whip them’ and ‘made them go.’ In another country, ‘some few colored men who declined voting’ were, in the words of a white conservative, ‘bitterly persecute[ed]” (22). Black codes were also made to control African Americans. Norton et al. states that “the new black codes compelled former slaves to carry passes, observe a curfew, live in housing provided by a landowner, and give up hope of entering many desirable occupations” (476). The discrimination and violence towards African Americans during this era and the laws passed that were not being enforced were very disgraceful. After the Civil War, in 1865, the southern plantation owners were left with minimal labor. They were bitter over the outcome of the war and wanted to keep African Americans under their control. Black Codes were unique to the southern states, and each state had their own variation of them. In general, the codes compelled the freedmen to work. Any unemployed black could be arrested and charged with vagrancy. The ones that did work had hours, duties, and types of jobs dictated to them. This obstacle caused Blacks to not have a voice in the USA’s political decisions. Furthermore, they were left with the worst jobs in town and had the poorest schools because of segregation (The Change in Attitudes.). In the southern states, compared to White schooling, the Blacks received one-third of school funding. The White people dominated the states and local government with their decisions and made sure that the Blacks were weak. They weren’t being treated in hospitals because the doctors refused to do treatment on them.

Many try to say these laws didn’t have that big of an effect on African American lives but in affected almost everything in their daily life from segregation of things: such as schools, parks, restrooms, libraries, bus seatings, and also restaurants.
