James Madison’s argument on “mischief of faction” is based upon groups within interest groups. Federalist 10 is an article by James Madison and by far is one of the most famous. In the article Madison stressed that the strongest factor in the Constitution is that it establishes a government capable of controlling the violence and damage caused by factions. Factions are a group of individuals who gather together in a union or political party and are against government control. They are sometimes groups called ‘sub-factions’ and they were technically a party within a party. Factions try desperately to advance their agenda, special economic interests, and political opinions. Factions work against the public interest and infringe upon the rights of others. To put an end to factions is inevitable. Madison summed it up best by saying as long as men hold different opinions, have different amounts of wealth, and have different amount of property, they will continue to associate with those similar. In other words, those who had large amounts of money and owned land/property were the typical individuals who would be in factions.
In the world of higher education, we as students who have chosen this profession strive to one day possibly becoming a President of an institution. In the article written by Michael D. Cohen and James G. March, “Leadership in an Organized Anarchy” the authors detail their beliefs that most college presidents face four fundamental ambiguities which strike at the heart of a president’s interpretation of leadership. The four ambiguities are ambiguity of purpose, power, experience, and success. But is Cohen’s and March’s concept true for every president and their institution? Essentially, interest groups use many different tactics to accomplish their central goals but this paper will detail 2 of them. The first being lobbying, which is the act of persuading businesses as well as government leaders to help a specific organization by changing laws or creating events in favor of that group. Interest groups use this technique by hiring someone to represent them and advocate their cause to on the behalf of the entire group. These hired representatives usually have more than enough experience within the political field and are able to persuade connections within the government for help with their concerns. This method gets a lot of criticism because although lobbyist offer their input to government officials on pending laws, they only look at what is favorable for their cause. Madison had the right intentions with his model, but it unfortunately appeared to be less effective in certain situations, such as where Congress and the president found ways to get what they wanted without the approval and confirmation of others. Although there are still rules and processes through which groups and individuals have to follow in order to accomplish things, there usually seems to be a way around them. Whether it's Congress and the President, or outside groups, money, and campaigns, they've found a way to overpower their opponent. The 501c4 group being able to remain completely anonymous is impressive, but they significantly impacted campaign elections, which was very fair for the candidates who were attacked and lacked donations and money.
In Madison's Federalist 10, it is evident that he was not in favor of the formation of factions. He states, "…The public good is often disregarded in the conflicts of rival parties…" Madison made the point that the dangers of factions can only be limited by controlling its effects. He recognized that in order to abolish political parties from the government completely, liberty would have to be abolished or limited as well. For this reason, the government had to accept political parties, but it did not have to incorporate them into being a major part of the government. He says that the inclination to form factions is inherent, however the parties effectiveness can be regulated. If the party is not majority than it can be controlled by majority vote. Madison believed that in the government established by the Constitution, political parties were to be tolerated and checked by the government, however the parties were never to control the government. Madison was absolutely convinced that parties were unhealthy to the government, but his basic point was to control parties as to prevent them from being dangerous.
To Madison, there are only two ways to control a faction: one, to remove its causes and the second to control its effects. The first is impossible. There are only two ways to remove the causes of a faction: destroy liberty or give every citizen the same opinions, passions, and interests. Destroying liberty is a "cure worse then the disease itself," and the second is impracticable. The causes of factions are thus part of the nature of man and we must deal with their effects and accept their existence.
The dangers of faction can somewhat outweigh the good. The framers of the American Constitution feared the power that could possibly come about by organized interest groups. Madison wrote "The public good is disregarded in the conflict of rival factions citizens who are united and actuated by some common impulse of passion, or of interest, adverse to the rights of other citizens, or to the permanent and aggregate interests of the community." However, the framers believed that interest groups thrived because of freedom, the same privilege that Americans utilize to express their views. Madison saw direct democracy as a danger to individual rights and advocated a representative democracy to protect individual liberty, and the general public from the effects of such inequality in society. Madison says "A pure democracy can admit no cure for the mischief's of faction. A common passion or interest will be felt by a majority Hence it is, that democracies have ever been found incompatible with personal security or the rights of property; and have, in general, been as short in their lives as they have been violent in their deaths."

Next, Madison explains the reasons why unequal distribution of property leads to factions. Under the liberal society, people can freely practice their own faculties and experiment of life. Because people make decisions based on their reasoning and self-interest, they will focus on what is beneficial to them. When a group of people come together because they have the same interest, it becomes a faction. According to Madison’s writing “By a faction, I understand a number of citizens, whether amounting to a majority or a minority of the whole, who are united and actuated by some common impulse of passion or of interest… (Page 63)” He believes the unequal distribution of property will divide people into different group and eventually lead citizens to factions. These pluralistic interest groups are free to operate and lobby in the political arena, fighting against the majority and other competing factions for voice in Congress. With the influence of multiple factions operating throughout the political system, a balance of power is created (Kernell 2000, 429). This is much like the international theory of sovereign states balancing each other’s power to create a political system that focuses on stability, yet is always in a constant flux of power. With this in mind, special interest groups are constantly contending for power by raising money, campaigning, and lobbying in Congress. When a special interest group is threatened by a competing policy, the group will organize efforts to balance, or transcend the power of the competing group.
Sects are smaller groups composed of members who were originally part of a church. They tend to form when the larger church organization’s leaders “become too involved in secular issues” (Conley, 2015). As the sect attracts and acquires new members, it becomes larger, accepted, and considered a mainstream grouping in society or church, from which a splinter group, or sect, then may form due to discontent with church practices. This process becomes a repeating cycle. Conley uses the example of the Methodist church; it first was a sect dissatisfied with church practices of the 18th century, and was persecuted; it then grew in number, and began to be considered a mainstream denomination, changing its policies to those more socially acceptable.
