According to Thomas Hobbes, “man by nature is evil” because people have its diverse interest and selfishness that makes the world became a chaotic ground. Thus, people form a leviathan in which they surrendered their rights to the state particularly to the government to have not just simply equality, but merely justice and security. The government is the one who is capable and responsible in making and implementing laws and policies that must obey by all people to be able to live in peace and order. However, as we give our consent to this entity to serve as a mediator and tends to be the one who will balance and solve the conflicts among people, it became a great field for those opportunistic people to achieve power that they are using to expand their influence. That is one of the problems that the Philippine government is facing today, our constitution has a lot of loopholes simply because the elites and those political dynasties only have the power inside the government and the capacity to form laws which is basically favorable to them. But what will be the remedy to solve this problem? On the latter part of this paper, we will suggest a solution that will be a possible answer to the problem and help to attain the true meaning of good governance in the Philippines.
Because of the feeble institutions and disproportionate representation, it made the state poor so the amendment of laws or charter change is one of the things that we consider and many people also think as the solution to the problem. The people in the system are eating the mere system and not the system itself eating the people. Through charter change, the soul of the Philippine constitution will have a more concrete direction into fulfillment of its full sense and effectivity at the same time; it will make the system move on its primary function. Amending the constitution will lead the Philippines a lot of advantages such as much efficiency, economic viability, higher transparency, less corruption and provide governance that most people want. One of the possible indicators that can make change is amending the laws through the use people’s participation and initiative to achieve the core essence of good governance. Hence, the good governance will reflect to its policies and laws implemented by the government.

The Constitution of the United States is one of the most iconic and important documents of all time. However, when it was first generated, its writing and ratification caused some major concerns. The purpose of the Constitution was to address the great number of issues of a new nation. To be more specific, the Constitution was meant to resolve the political, economic, and social problems of the country. Nevertheless, the document spurred much discussion and concern over people’s rights, the economy, and political corruption.
Both supporters and opponents of the plan are concerned with the political instability produced by rival factions. The state governments have not succeeded in solving this problem; in fact the situation is so problematic that people are disillusioned with all politicians and blame government for their problems. Consequently, a form of popular government that can deal successfully with this problem has a great deal to recommend it.
As a representative of the Algo ethnic group, I want to say that our people would like the new state to introduce a parliamentary system of governence. Parliamentarism is a system of government in which the head of government is elected by and accountable to a parliament or legislature. One could rightfully ask: What is our reasoning for desiring this? We think it is justified because in presidential systems the populace at large votes for a chief executive, who is the President, in a nation-wide election. This is revenant as the Algo comprises the minority of the population of the Republic of Jarth, which consists of only 1.1 million representatives in the whole state, compared to that of 2.9 million Randies, 3.8 million Dorfas and 2.2 million Takas living in the Republic of Jarth. One can reasonably assume that the outcome will most likely be that the cumulation of the majority’s vote will hinder the representation (in numbers) of the members of the minority in office. It is a question that is still considered and argued to this day. However, the argument has not rested solely with military powers or politicians, but philosophers as well. Two prominent voices in this debate are Plato and Machiavelli, both of whom had very different ideas of government's role in the lives of its people. For Plato, the essential service of government is to allow its citizens to live in their proper places and to do the things that they are best at. In short, Plato's government reinforces the need for order while giving the illusion of freedom. On the other hand, Machiavelli proposes that government's primary concern is to remain intact, thereby preserving stability for the people who live under it. The feature that both philosophers share is that they attempt to compromise between stability and freedom, and in the process admit that neither can be totally had.

In the essay “The Perils of Presidentialism”, political scientist, Juan Linz compares the parliamentary system with presidential democracies. The Philippines has long been a country with a struggling economy. Ever since World War II, they have struggled to have a steady government and labor system. Independence did not bring any social changes to the country. The hacienda system still persists in the country, where large estates are farmed by sharecroppers. More the half the population are peasants and 20 percent of the population owns 60 percent of the land. Although the sharecropper is supposed to receive half of the harvest, most of the peasant's actual income goes to paying off debts to the landowner.
