Since motor vehicle collisions are an ongoing problem that affects all states in the United States, the legislators passed an enforcement seat belts law in 2009 known as “Click It or Ticket” (NHTSA, n.d.). In the event of a car wreck, the seat belt is the best mechanism to prevent the occupants from experiencing bodily harm (Lee, et al, 2015). In fact, the seat belt spared thousand lives after the legislators enforced seat belt law. The fatality rate reduced almost 50 percent. The consequence of not wearing a seat belt results in death, permanent injuries or paying a fine (Lee, et al, 2015). To conclude, honestly, they all are good campaigns, but the field of emergency management continues to struggle with road deaths. Recently, the Department of Public Safety and the Office of Traffic Safety collaborates with campaigns to keep the public safe. With all the billboards, commercials and the frequent news broadcast road tragedies people refuse to be compliant with buckling up while riding in their vehicles. It is unbelievable that the law enforcement handed over 7,200 seat belt tickets and 200 child restraint citations during the last “Click It or Ticket” extra enforcement campaign (The Associated Press, …show more content…

For the most part, both agencies shared the same vision to decrease deaths and severe injuries on the traveling roads of Minnesota. Two years later, both agencies decided to collaborate because they believe their goals can be accomplished in a shorter timeframe. Later, the Minnesota Department of Health got on board as a full partner. Since 2003, the Toward Zero Deaths (TZD) partners have collaborated on some projects and routinely meet to share information. MnDOT wrote a Comprehensive Highway Safety Plan in 2006. The plan was incorporated into the MnDOT Strategic Highway Safety Plan (SHSP) in 2007. OTS also goals and strategies were incorporated into the SHSP. An update to the SHSP began under MnDOT’s leadership in 2013 and was completed in 2014. Currently, the 2016 Minnesota Highway Safety Performance Plan (HSP) and the OTS office’s work solely on finding solutions to change the poor driver behaviors and decisions. Not to mention that the OTS has broad knowledge and understanding of traffic safety
