Growing technology has changed the way people receive information. People have always had a way to receive information such as newspapers, local news stations, etc. Social media has changed the way information was transmitted. Instead of waiting to learn the filtered news days after it occurred, now social media has made raw information available in seconds. Changes in technology have caused extreme awareness of police brutality, such changes include instantaneous, raw footage. News barely made it to the local news stations which then took days or weeks to reveal. The material the news stations covered was a filtered and censored version of the actual event. This made it easy to shield the atrocity of events. Times have changed. Social media has changed the entire concept of receiving news. Instantaneously people everywhere, internet permitting, can see the actual events. People absorb this information and react. Social media has given so many people the ability to stay involved in the world by showing them tragic events. This allows them to focus on how to change the world for the better. Police brutality has been a well known topic thanks to social media. Police brutality has been around for a very long time. Social media has recently brought a spotlight on this. If someone sees police brutality their first instinct is to pull out their phone to videotape it. Then, they post it on a social media website for everyone to see. People then form their opinions on said video. They use their opinions and reactions to do something to try and change injustices such as police brutality. Before social media existed, police brutality was overlooked. News stations would be pressured not to show original videos. Social media gives everyone a voice and a way to witness the events that happened first hand. People, especially in democracies, need to be well informed of everything going on in their country in order to vote for ways to make it better. In America, police brutality affects and victimizes people of color mentally and socially. Social injustice has become a major issue, which involved the principle of white supremacy vs minorities. The current police brutality that has been occurring is culturally disconnecting ethnicities from one another. According to Cincinnati Police Chief Jeffrey Blackwell, “…the cultural disconnect is very real; you have the weight of generations of abuse on African Americans,” (Flatow, 2016). For example, over the past four years, there have been countless acts of police brutality. The three key deaths of Eric Garner, Philando Castile, and Alton Sterling have become the face of police brutality in the year 2016. People knew that it was unequal treatment of black people by police in the United States and they made it known by creating #BlackLivesMatter.
Police brutality is a very real problem that many Americans face today. The police carry an enormous burden each day. Police work is very stressful and involves many violent and dangerous situations. In many confrontations the police are put in a position in which they may have to use force to control the situation. There are different levels of force and the situation dictates the level use most of the time. The police have very strict rules about police use force and the manner in which they use it. In this paper I will try to explain the many different reason the police cross the line, and the many different people that this type of behavior effects. There are thousands of reports each year of assaults and ill treatment against officers who use excessive force and violate the human rights of their victims. In some cases the police have injured and even killed people through the use of excessive force and brutal treatment. The use of excessive force is a criminal act and I will try and explore the many different factors involved in these situations.
One large factor that fuels police brutality is the media. The media is constantly showing the world what police officers are doing wrong. The book “The Politics of Force: Media and the Construction of Police Brutality”, is a book where author Regina Lawrence does an extensive study on how the media ties in with the formation of police brutality. Lawrence analyzed more than 500 incidents of police use-of-force covered by the New York Times and in the Los Angeles Times from the year 1981 to 1991. Lawrence informs readers of the structural and cultural forces that both shape the news and define when police use excessive force. Lawrence claims that police brutality incidents occur in greater numbers than those that are reported. She also explores how media is obtained, so the public can see a new perspective on policing policies. Journalists decide whether one story makes it to the news if the issues and events need light shone upon them. If it were not for the media, many issues and events would go undocumented, as police and elected officials would rather leave them unexposed. Thesis: By implementing Body cameras there will be more effective ways to monitor police activity the ability to protect civilians and law officials will greatly increase. Today I would like to share more with everyone the huge issue police brutality plays in our society and hopefully by the end of my speech you will want police officers to wear mandatory body cameras as well.
In the last 5 years or so we have had so many police scandals arise and become the central eye of the news and papers. In 2015 we now have a massive rise with social media and usually are the first to get any information and or video. Every time the news comes on or anything related to media we will get new information or see tmz has the first video of it happening. Social media is the fastest way to get anything on the web or the news within hours. Scandals that I can think of off the top of my head are Kelly Thomas beating from Fullerton PD, Sheriff Lee Baca scandal involving jail violence among inmates, and tons and tons of scandals involving police beatings and the amount of force used. When hearing the phrase “police brutality,” many people imagine batons cracking skulls, tasers electrocuting bodies and bullets penetrating innocent teens. While police officers have been known to use violence, police brutality does not occur as often as many believe. In many situations, officers have to act on impulse and curiosity, despite the backlash the media may create.
Since the police officers have a lot of say in dealing with calls and crimes, they all vary in their approaches to doing so. For instance, one officer may think a call is not as important as another, while a separate officer may decide the first call was more serious and he/she may respond to that one first. This is the same problem with whether or not to use force. There are many factors that affect not only the officer’s decision to use force, but also the criminal’s choice of actions. If an officer is being rude or discriminating against a suspect, then that suspect may act in a more vicious manner. This could result in the officer deciding to use force. All officers may see a threat differently, resulting in different disciplinary actions. The use of force rules vary in different police departments. This is concerning to some because the citizens may feel that they are not being treated as equal as others. Other issues include illegitimate investigations, spying, which could result in an unfair judgement of individuals that result in the officer’s use of force (Walker 1993, 24). Some officers will report an unfounding crime, which affects the true data of lowering the official crime rate (Walker 1993, 24). Sacramento Police Department’s twitter account has 36.3 followers and Los Rios police department has 79 follower (twitter.com). These tweets and hashtags are not only benefiting civilians but also police officers. The police are benefiting off of social media posts by civilians speaking up and giving clues and tips toward crimes. On September 3, 2015 Sacramento City College was part of a school shooting were one man was killed and two people were injured. The school was patrolled by police and put on lock down. During this time, students of the other Los Rios colleges were unaware of what was occurring. I was in class why this tragic incident occurred. Sacramento Police tweeted ever 10 to 15 minutes about this shooting that allowed other students to feel safe and informed of what was happening around them. According to the National Police Academy, in the past year, there have been over 7,000 reports of police misconduct; fatalities have been linked to more than 400 of these cases (Gul). Police brutality is often triggered by disrespect towards the police officer. The most noticeable form of brutality is physical, where Chemical gas, batons, tasers, and guns, can be used for physical intimidation or to actually hurt people. Police brutality can also take the form of verbal abuse or psychological intimidation. It seems reasonable to understand that sometimes the police are put into situations where excessive force may be needed. But, because some officers use these extreme actions in situations when it is not, police brutality should be addressed and looked into by both the police and the public. For instance, a police officer who beats a nonviolent protester with a baton would probably be accused of excessive use of force, under the argument that the police officer probably could have dealt with the situation less violently.
The Me-Too movement has shaped society in some brighter notes. It began when women started posting messages on social media such as Twitter, Facebook and Instagram using the hashtag me-too to show how ordinary sexual assaults and harassment are. For a long period, of time, most women would define being sexually harassed and assaulted as something private, something to be ashamed of acknowledging. Absolutely quiet, although it is understandable, it shouldn't have been the case. Years ago, many victims or should I say survivors were being intimidated by their predators, it would be surprised for someone of not being afraid of their attackers.
