On Friday August 19th, 2016 at approximately 1338 hours, my partner Officer Acosta #0044 and I, Officer Harrell #3441, were dispatched to a radio call of a restraining order violation at 2034 N. Fair Oaks Ave. The comments of the call stated the Victim, Ana Esteban-Lopez has a restraining order on the Suspect, later identified as Edwin Rolando Chavez-Mendez, who is her husband. The comments stated Chavez-Mendez showed up to Lopez’s location and pushed and grabbed her, in violation of a court order.
Upon our arrival to 2034 N. Fair Oaks Ave we met with Lopez. Lopez only spoke Spanish. I requested for a Spanish speaking officer to respond, Officer Gurrolla #3314 arrived for the Spanish translation. Officer Gurrolla assisted with my interview …show more content…

She was able to get her wrist out from the purse straps and run away from him. Lopez stated she ran across Fair Oaks Ave to the east sidewalk. Chavez-Mendez ran after her and was able to grab her a second time around the waist and spin her around to face him, not allowing her to get away from his hold. Chavez-Mendez asked her, “Are you going to go inside and call the police? I’ll do something to you, I’ll do something to you!”
Lopez said she was scared for her safety and believed that Chavez-Mendez was going to hurt her. Lopez said that she was able to push Chavez-Mendez in the chest, with both hands, and run towards the Boys and Girls club. She said that he reached out and tried to grab her again but she was able to get inside of the business. Lopez said that once she was inside she asked the staff for help and they assisted her with calling 911.
I spoke with Juanita Brooks who stated she witnessed Chavez-Mendez and Lopez in a struggle on the east sidewalk of Fair Oaks Ave. Brooks is employed by the Boys and Girls club and stated she was taking the trash to the dumpster. Brooks said she observed a male and female standing on the sidewalk and it appeared that the female was trying to get away from the male. She said at first it appeared to her that the female was a child because of her size. She said she looked again and realized it was an …show more content…

Brooks said that the male had his back towards her, and she could see the females face. Brooks said that the female was noticeably scared and panicked.
Brooks said she went back into the office and Lopez came through the front door. Brooks asked Lopez if she was okay and Lopez said, “No”. She asked her if she needed help and she said, “Yes”. Lopez then took her to a telephone so she could call PD.
Lopez stated that while she was inside calling PD, one of the staff members, later identified as Norma Ceja, went outside and retrieved her purse from Chavez-Mendez. Lopez looked inside of her purse and noticed that her identification cards had been taken out of her purse. She said she believes Chavez-Mendez took them out before he gave the purse back.

While I was interviewing Lopez, Chavez-Mendez returned to the location and advised Officer Acosta and Officer Sailor of who he was. Officer Acosta and Sailor detained Chavez-Mendez without incident. See Officer Acosta’s ADD Report for further details of Chavez-Mendez’
