Education is a fundamental aspect of any civilized nation. The goal of public education in America is to turn uninformed children into knowledgeable citizens who are fully capable of participating in a society driven by democracy and economics. Students drop out every year by the hundreds of thousands, and those who remain receive a less than satisfactory educational experience due to lack of funding, inadequate teachers, and flawed educational strategies. Americans must improve school funding and increase teacher pay to ensure all students receive quality primary and secondary education as well as reduce remediation and drop out rates through improved learning standards, effective assessment tools, and early-college initiatives that prepare students for college and the workforce.
One major affliction of the American public education system is money, or the lack thereof, and the impact funding inequality has on educational quality. Benjamin Barber, in his article “America Skips School,” says the federal government only funds about 5% of public education (121). Public school funding comes primarily from local property taxes, meaning suburban schools can have up to twice as much money to spend on education than those in urban areas (Barber 122). Increasing federal financial aid in public schools could solve the problem of funding inequality by providing lower income schools with more available resources without taking money from other schools or increasing local taxes. Increasing funds would allow schools to provide better facilities and repair “leaky, broken-down habitats” often found in impoverished school districts. The public education system faces a number of problems including funding shortages, college remediation, and high drop out rates. If children are expected to become productive members of society, it is the responsibility of all citizens to make sure students have the tools necessary to succeed. Without well paid, competent educators, substantial resources, and effective academic strategies, the institution that provides free and equal education for all is liable to fall, leaving America's future generations economically and democratically disadvantaged.
California is one of the largest states in the country and has one of the biggest state budgets, but in the past several years, its school system has become one of the worst in the nation because of enormous budget cuts in efforts to balance the state’s enormous deficit. The economic downturn at the end of the 2000s resulted in even more cuts to education. It is in environments like this one in which students from poor backgrounds become most vulnerable because of their lack of access to support in their homes as well as other programs outside of schools. Their already financially restricted school districts have no choice but to cut supplementary programs and increase class sizes among other negative changes to public schools. The lack of financial support from the state level as well as demands for schools to meet certain testing benchmarks by the state results in a system in which the schools are no longer able to focus on students as individuals; they are forced to treat students as numbers rather than on an individual case by case basis. An article from the Los Angeles Times showed that majority of Californians give California schools “a grade of C or below” and half think that the quality of schools will continue to decline (Watanabe).While the economic downturn affected the public school system in a negative way, it was not the sole root of its problems. It just simply exacerbated already existing issues.
America’s public school system started off very rough, but through the dedication of many hard-working Americans, it was starting to shape into a system that allowed all children, regardless of race, gender, religion, or nation of origin, to have an education.
The greatest country in the world still has problems evenly distributing education to its youth. The articles I have read for this unit have a common theme regarding our education system. The authors illustrate to the reader about the struggles in America concerning how we obtain and education. Oppression, politics, racism, and socioeconomic status are a few examples of what is wrong with our country and its means of delivering a fair education to all Americans.
America has not changed it’s educational system in over two hundred years. For this reason, our students and population are falling further and further behind. Our society has done nothing but move forward, so why hasn’t our learning? Everybody has a story, opinion, or response to education. We need to invest in refining our tools to succeed, to create a better sense of self, and a stronger, more well-rounded nation. President Ronald Reagan once described America as, “A Nation at Risk,” He was addressing this statement to the education department thirty years ago and meant it as a wake-up call. He was aware that the United States was falling behind in education and needed to take action in order to prevent the demise of the country. Reagan correctly predicted the grim fate of America if education did not see improvement. Today, research finds that American education is failing to provide the necessary skills to succeed in college and various careers. The quality of education in America is a growing issue and every year graduate students are finding it more difficult to obtain high paying jobs and start his or her career. According to studies conducted globally, the curriculum in America is not as advanced and years behind international schools in countries such as China and Japan. There is much controversy in government over what can be done to reverse the situation in public schools but possible solutions that have been suggested are hiring more qualified teachers, more classroom time, and investing more money into education.
After watching the Teach Us All documentary on Netflix, it opened my eyes to many of the issues regarding educational inequality. The study looked at schools in Little Rock, New York City, and Los Angeles to show us the current state of U.S. education and how far we have come since the school desegregation crisis. The thesis of this documentary is that since the efforts of the Little Rock Nine, our belief is that educational inequality has improved when in reality, it hasn’t improved and the actions of our country have had negative effects. Teach Us All emphasizes the need for unity and collective action to improve our education system for the kids in poor communities that are in the most need. In my view, system-wide, large-scale reform is needed to achieve the goal of "getting all young people as close as possible to their upper limits of learning potentialities" (Perrone, p. 15, 1991). This is crucial to ensure change because "trying to transform schools within the existing structure is a contradictory process" (Murphy, p. 38, 1991). The first step is to involve the traditionally voiceless at all decision-making levels to best determine what the needs of the least privileged are, if we are truly committed to providing opportunities that respond to children's needs. I specify, "opportunities" through funding based on my assumption and belief that money can improve education through attracting and keeping good teachers, reducing class sizes, establishing programs to respond to different needs, and maintaining healthy facilities and quality resources. Equitable funding, where all children have the chance to receive a high-quality education, is the first step towards education acting as the great equalizer in a country where oppression limits, dehumanizes, and disempowers in virtually every other life realm.
With this many students, both state and federal representatives have made efforts to adopt reforms designed to make a solution to the funding inequality. The disproportion of funds first and foremost effects the amount of programs offered to children that vary from basic subjects such as: English, Math, and Science. This created the motivation to improve the quality of education for low-income neighborhoods by targeting resources other than property taxes and redirecting the states budgets. The goal the school districts all shared was the need to increase instruction, add after school activities, promote a well-rounded education, physical innovations to facilities and classrooms, and to update the academic resources. The popular demand that the funding to public education needs to correspond throughout all the school districts. Wealthy tax payers often argue that a region that depends on property taxes is the “American way.” This argument derives from the ideology that American success relies on perseverance and hard work, but if the playing field is uneven the higher born student has an advantage. “High property taxes—the burdens and perverse incentives they create, the rage they generate, the town-to-town school funding inequities they proliferate—…represent an endless New England nightmare…” (Peirce and Johnson, 2006). Funding inequalities has been an issue from past to present, especially in the low-income communities. In fact, students in urban areas with less funding have low attendance, score lower on standardize testing, a low graduation rate. Also subjected to outdated textbooks, old dilapidated buildings, Students in the inner cities need to compete with their suburban and wealthy counter-parts for this reason funding inequalities must end and more money should be directed to these communities from: federal, state, and local governments.
High school and college dropout rates are at an all time high. Secondary school students are told throughout high school that if they don’t go to college then they will never be successful. Going to college doesn’t always make a difference because many career choices such as teachers and lawyers are highly contested and result in either no job or low salary. Low pay deters teacher’s motivation and they tend to work part time jobs to supplement their income. Public schools standards are comparable to a kangaroo court’s procedure; private schools are known for better teachers, environment, and test grades. The major problems in the public school system include the lack of funding, lack of resources, and lack of standards.
Even in this time of struggle, with billions of dollars going towards various war efforts overseas, America still has managed to keep taxpayer investments in education higher than that of funds for national defense (U.S Department of Education). In the 2004-05 school year, there was an estimated amount of 536 billion dollars set aside from taxpayer investment for education purposes. Without a doubt, education is a priority for the American government, and if these funds are used in the correct way, there is no reason why each and every kid in the United States shouldn’t be getting a quality education. However, the organization of the financial system is flawed, funds are not handled proportionately at the state level; rather, this system favors the wealthier districts and hands more funds to them while the less wealthier districts are handed a smaller pool of funds. This really affects America’s quality of education, which also reflects upon how America fairs on the world stage when it comes to competition in education with other countries. The disorganization of funds in the United States can be seen in the Hoover City School district, which has bought every student in that district an iPad for use in school. The first problem with this is that this school district does not even have a viable bus system that can transport students to and from school. Secondly, not even 20 miles from this district lies the Birmingham City School district where a little more than half the students are graduating, compared to Hoover City Schools where a bit more than 90 percent of the students are graduating. Proper school funding is one of the keys to having a successful school. Americans believe that funding is the biggest problem in public schools. School improvements revolve around funding. There needs to be funding not only in the successful schools but also the schools that aren’t doing as well. In documentary, Waiting for Superman, it talks about how smaller class sizes will help students. Funding is what will help the smaller class sizes. State funding mechanisms are subject to intense political and economic scrutiny (Leonard). Studies have shown that funding is inversely related to accreditation levels (Leonard). School funding needs to be increased, but there must be accountability as well.
America is a blessed country in numerous ways, and its citizens reap the benefits. Free education is one major benefit that not many other countries provide for their citizens. While it is only a privilege to many, but in the States, people have the right to be educated. However, free education cannot be translated to success for all. For those motivated ones who cherish the privilege to be educated are those who climb up the success ladders later in life. For a certain majority of students in the States, our current educational system may not seem to serve its purpose. In this paper, I will explore two possible adjustments that could be made to improve our system to benefit our next generation. Academic improvement and class size reduction are the two adjustments that I will elaborate on.
Some states want to have separation when it comes to the income of these schools. States argue that high class, wealthy, school districts should have more money than the lower class districts, because of the tax payers wants or because there are better opportunities for students to grow in the wealthier areas. According to the U.S. Department of Education, more than 50 percent of lower end schools are not receiving the amount of money they should get from the state funds (U.S. Department of Education). This is what is preventing school districts in these areas from helping students with their education. The schools are forced to cut back on programs such as extracurricular activities that are suppose to encourage students to be active, or they would have to cut back on supplies where in some cases there are not enough textbooks for each student to have his or her own. The U.S. Department of Education also stated that teachers that are less paid and have less years teaching are often the ones dealing with the students in poverty. (U.S. Department of Education). This only prolongs the problem with children receiving the proper education. If they are taught by teachers who don’t know what they are teaching or those who don’t have enough experience, then the students are not going to learn the correct information or any information at all.
