Unit 2 Discussion: Mutual Aid Agreements 1. Select a “role” from the graph above. Fire Department 2. Research and define the duties and responsibilities of the selected role. The duties and responsibilities of the fire department are most importantly responding to fires and other emergencies that involve the assistance from the department such as vehicle accidents, flooding, emergency rescue, and first aid response. 3. Discuss in detail at a minimum three advantages and three disadvantages of using such mutual aid agreements which allows for communities to “drop their borders” and apply mutual aid, in the form of manpower and resources, in the event of an emergency. Three advantages of using such agreements are it will allow a closer department to respond to the emergency, or if the fire department that is supposed to respond is tied up on another call, it will allow another department to respond and render aid accordingly.
It benefits the departments by allowing them to work together and provide new ideas or tips that may help response times or other potential issues. Each department can share resources such as equipment, tool, or vehicles in case one department may be short a certain vehicle or tool that may be needed or required to provide assistance, the other department will be allowed to share those resources to help. Some disadvantages of a mutual aid agreement would be each department might not use the same communication equipment or other needed tools to do the job, so that could pose issues when responding to emergencies. Terminology can also be an issue between departments, one department may use a code or word that may mean something totally different than what they use it for. So it is good to make sure there are no flaws in the communication that could be misunderstood. Each department might have different protocols when responding to an emergency, so the training and response should be compatible with each other to prevent

Unfortunately, according to an article by Christopher Brennan (2010), most firefighters do not even know their fire department’s mission statement, which as he states, makes it impossible for personnel to live out their department’s supposed mission and values (Brennan, 2010).
In 1973, one of the most influential reports to ever come out of the fire service was created. This report would change the fire service forever and still to this day have a great impact on the way things are done in the fire service. One of the most impacted sectors within the fire service is the way firefighters perceive and implement fire prevention strategies and techniques. Firefighters are more than friends. You can't fight fires with friends. To fight fires you need a brotherhood. The men and women of the fire service across the globe consider each other family, this is one of the grand traditions of the fire department. Firefighters are constantly looking out for one another, thinking about the things they do and how it may affect the other’s lives and safety. Life safety is of the highest priority in the business of fire rescue. To achieve a safety standard there are many tasks that fire personnel are expected to carry out, for both a personal and a team related purpose. One of these tasks is the daily inspection of the fire apparatus upon arrival to the fire station. This task is with most certainty the most essential process that fire personnel are responsible for in order to get through the shift safely and efficiently.
Emergency responders face the prospect of responding to a disaster occurring at any time or any location within their jurisdiction. Local agencies are responsible to properly prepare for, mitigate and respond to both man-made and natural disasters. Emergency responders and their agencies should follow the guidelines of the National Incident Management System (NIMS) in order to be best prepared for response to the next disaster whether natural or man-made.
The Tripartite Pact was created by Germany, Italy, and Japan and signed September 27, 1940. The pact was labeled with the intent to create peace between the three axis powers. The true purpose was to create an agreement between the three parties to ensure if one of the others were to get attacked by a party not currently involved in the war the others would be there to help. The main reason was that the United States were not yet involved in the war. The pact acted as a public announcement against the U.S so that they knew that they could not start war with one of the powers without fighting the other two.
Every year communities struggle each year around the nation with issues of life safety. In 2012, the nation’s fire departments responded to 31,854,000 responses that resulted in the deaths 0f 2,855 civilians and injuring 16,500 causing an estimated $12,427 million dollars in damage. (United States Fire Administration, 2014) These incidents put at risk 345,950 career and 783,300 volunteer firefighters that resulted in the deaths of 81 individuals (U.S. Department of Homeland Security, 2013) and nearly 70,000 reported injuries. ( Karter & Molis, 2013) These numbers represent incidents that are determined to be in the line of duty but do not take into consideration the long-term health risk issues that may develop. Evidence shows that he hazards associated with Fire and Emergency Services are consistent across the board whether paid or volunteer and jeopardize the lives and health of each individual, placing administrative and physical control measures reduces this risk to firefighter within an organization. While it is impossible to eliminate the hazards firefighters face, it is important to identify these hazards as the first step in reducing the potential for loss of life and wellbeing both physically and mentally.
To fix the problem all officers and acting officers will be required to complete the online National Fire Academy Course National Fire Incident Reporting Systems 5.0 self-study online. This course will give all officers and acting officers a solid foundation to start from when entering reports properly. Battalion chiefs will be required to review incident reports for thoroughness and completeness. The result will be to have quality data that can be utilized by fire administration and an accurate reflection of the fire department

“On April 1, 1979, President Jimmy Carter signed the executive order that created the Federal Emergency Management Agency.”1.Year in and out, a disaster can strike at any moment and put millions of people in danger and wreck billions of dollars’ worth of property. But, this is where the Federal Emergency Management Agency (FEMA) steps in and up to the plate. FEMA works “as part of a team helping communities reduce their risk, helping emergency officials prepare for all hazards, and helping people get back on their feet after their lives are disrupted by a disaster.”2 FEMA’s primary focus is to coordinate federal and logistical operations “to save and sustain lives, minimize suffering, and protect property in a timely and effective manner in
