Background In accordance with IOM’s policy to regularly monitor its global USRAP activities, the Monitoring Team, consisting of the Program Monitoring and Evaluation Officer and the Program Support Officer for Monitoring and Evaluation, conducted a visit to IOM’s Port of Entry located in the Dulles International Airport in Washington DC on May 5th, 2017. 11 questionnaire responses were collected, which is 65% of the staff targeted. The Monitoring Team also used an online survey to solicit feedback from partners of the POE and reviewed the responses before the Monitoring trip. Upon arrival, the Monitoring Team met with the POE Supervisor to discuss the monitoring visit objectives, clarify any questions or concerns and review the questionnaire responses to identify issues that need follow up. The Team then proceeded to sit with senior management and as many staff as could be scheduled for the duration of the visit to discuss their responses and other issues about the POE. After returning from the trip, the Monitoring Team prepared a draft of its findings and sent it to the POE Supervisor for review and input. They are then charged premiums accordingly. However, with the usual pricing strategy, there has been a problem of adverse selection (a market failure where bad products are more likely to get selected because of little information to either buyer or the seller), where the insurer does not fully know the risk that the client faces. Telematics can help against the issue of adverse selection depending upon how consumers open up to this policy, and the implementation of such policy may be more effective than the usual insurance pricing policies.
