Project Plan Outline & Requirements The Young Adult Drug Counseling Center (YADCC) is a clinically managed male only drug & alcohol counselling center. YADCC will provide counselling for males ages 18 to 24 and will provide life training for a better path without abuse. YADCC will help males that are out of high school and not currently attending school find a full time job in a career that suits them best and enables them to succeed. YADCC will provide the same counselling for clients that are still in school but will help them find a part time job versus a full time job. The sole purpose of the YADCC is to get young adults out of prisons and onto the streets to become a productive and successful member of society which will have a below average rate of recidivism. To qualify for the YADCC, clients must be male and range from age 18 to 24 years of age. Clients must have been arrested for any crime but cannot be classified as a repeat offender for that crime. As added support, clients must be living with a parent or guardian while being enrolled in the YADCC. Parent or guardians must agree to take weekly written assessments of the client for further measures. Furthermore clients must report to the YADCC five to six days per week for drug testing and must voluntarily participate in their treatment plans. YADCC treatment plans will include drug counseling with state certified counselors and psychiatrist. Clients will also be able to obtain their GED while in the program if they have not yet obtained it. Clients will also be taut life skills like interview skills and general people skills while in the program. The reason for this program is to use innovative approaches in developing programs, which will teach youth alternatives to violence, substance abuse, anger issues, low self-esteem, and the consequences as a result of making bad choices. During, the program non-violence, team building, leadership development and communication skills is promoted. A neutral and positive setting is provided for young people, so they are able to come together from different gangs throughout the city to work on their issues and programs together. D.A.R.E is an anti-drug program and it stands for drug, abuse, resistance, education. It was first designed in 1983. This program is offered to fifth grade students in primary school who are of the ages ten and eleven. This program is to inform young children about alcohol and drug abuse. The ongoing question is, are children at the age, old enough to retain this important information and carry it through, into high school, when this knowledge is critical to apply?
This organization code of ethics allows certified counselors to work together to capitate guidance for client’s addiction issues in a positive way (NAADAC, 1974). "NAADAC is the premier global organization of addiction focused professionals who enhance the health and recovery of individuals, families and communities” (NAADAC, 1974). It evolved into the National Association for Alcoholism and Drug Abuse Counselors (NAADAC) in 1982 to improve counseling services in alcohol and drug services. The goal of this association was to create an inspiring professional organization to uplift counselors in their career. The NAADAC transitioned to the NAADAC, the Association for Addiction Professionals, in 2001 to advance different areas of the addiction career services to counsel, form intervention & prevention, assess treatment, educate and research (NAADAC, 1974).

There are many contributing factors and political issues that address substance abuse. Throughout the years, many researchers have designed many interventions and social policies designed to treat people who have used, abused, and became addicted to substances. Today, there are many new studies that address substance abuse at the individual, group, family, and community or policy levels. Today, there are many services that are effective for decreasing recidivism in youth who have completed a substance abuse program. A substance abuse treatment program or center is the best way to treat individuals who have abused substances.
The inmates in the RISE program are housed separately from general population. It is a four-phase program that requires 42 days in each phase. The R.I.S.E. program often times plays a role in Henrico’s Drug Court. If a client has not been to the RISE program and are struggling with recovery/ treatment, often the Drug Court team will sanction the client to complete the RISE program, and sometime just the first phase. By sending a client from Drug Court to the RISE program, it separates the client from environmental factors that might have caused a relapse or urge to use. The client has to go to class every day for 12 hours until the program is complete. This also gives the client time to “dry out” before returning to the program. The Criminal Justice Drug Abuse Treatment Studies (CJDATS) has orchestrated an agreement between the criminal justice and treatment fields to formulate a treatment modality of EBP’s that is conducive to the needs of individuals under correctional supervision in order to find the most effective method of treatment (Prendergast, 2011). The current situation of drug control in the United States is imperfect and inadequate. Millions of men and women, both young and old, are affected by illicit drug use. It costs the United States about $6,123 every second because of drug use and its consequences (Office). Moreover, 90 percent of all adults with a substance use disorder started using under the age of 18 and half under the age of 15. Children who first smoke marijuana under the age of 14 are five times more likely to abuse drugs as adults than those who first use marijuana at age 18. Finally, the children of alcoholics are four times more likely to develop problems with alcohol (Prevent).
