Personnel management - The renewed emphasis on the importance of human resources in the 1980s and 90s drew attention to the way in which people management was organized. Specifically, this meant a critical review of the functions of personnel management.
Personnel management has been a recognized function in the USA since NCR opened a personnel office in the 1890s. In other countries the function arrived more slowly and came through a variety of routes. This excerpt from Human Resource Management in a Business Context looks at Personnel management from a historical perspective.

• Recruitment - advertising for new employees and liaising with employment agencies.
• Selection - determining the best candidates from those who apply, arranging interviews, tests, references.
• Promotion - running similar selection procedures to determine progression within the organization.
• Pay - a minor or major role in pay negotiation, determination and administration.
• Performance assessment - co-ordinating staff appraisal and counselling systems to evaluate individual employee performance.
• Grading structures - as a basis for pay or development, comparing the relative difficulty and importance of functions.
• Training and development - co-ordinating or delivering programmes to fit people for the roles required by the organisation now and in the future.
• Welfare - providing or liaising with specialists in a staff care or counselling role for people with personal or domestic problems affecting their work.
• Communication - providing internal information service, perhaps in the form of staff newspapers or magazines, handouts, booklets, videos.
• Employee Relations - handling disputes, grievances and industrial action, often dealing with unions or staff representatives.
• Dismissal - on an individual basis as a result of failure to meet requirements or as part of a redundancy, downsizing or closure exercise, perhaps involving large numbers of people.
• Personnel administration - record-keeping and monitoring of legislative requirements related to equal opportunities and possibly pensions and tax.
Personnel Management
Personnel management has been a recognised function in the USA since NCR opened a personnel office in the 1890s. American personnel managers worked within a unitarist tradition, identifying closely with the objectives of their organization (key concept 1.3). It was natural for HRM to emerge comparatively smoothly from this perspective.
In other countries, notably Australia, South Africa and the UK, the personnel management function arrived more slowly and came from a number of routes. Moreover, its orientation was not entirely managerial. In Britain its origins can be traced to the 'welfare officers' employed by Quaker-owned companies such as Cadburys.
In the speech of Booker T. Washington, two different types/races of audiences exist. One is people of his own race. The opposite is white people who are the main audience in the speech. He insists that importance of having a business is greater than getting a social equal for African Americans, for that they are reliable and safe. He is speaking to the both sides of two races in order to appeal his speech strongly. He indicates the population of the Negro race at the beginning of the speech to make white audiences aware of importance of the numerous African Americans. At the same time, he implies that they deserve compliment and praise, which expresses that he and his race are not “uppity” to them. And he promises that the only thing they want

He goes on stating “The growing spirit of kindliness and reconciliation between the North and South after the frightful differences of a generation ago ought to be a source of deep congratulation to all, and especially to those whose mistreatment caused the war; but if that reconciliation is to be marked by the industrial slavery and civic death of those same black men, with permanent legislation into a position of inferiority, then those black men, if they are really men, are called upon by every consideration of patriotism and loyalty to oppose such a course by all civilized methods, even though such opposition involves disagreement with Mr. Booker T. Our society, in terms of world sports, has grown increasingly impressive. Most professional athletes have been playing their specialized sport since grade school, and although impressive, the people we are rooting for are wearing out quickly. Although youth sports programs are a health benefit to society, they also pose disadvantages to a young person’s growth and development.
The time period when Booker T. Washington gave his Atlanta Compromise Speech and W.E.B. DuBois wrote ‘The Souls of Black Folk’, it was a big step to talk about equality and social problems of the black race; which led Washington not to state those topics directly to the Southern white audiences at the moment. Even though Washington and DuBois ultimately were in the same boat for the black race, they expressed and represented oppositely. While Washington decided to have oblique approach in the parts of politics, rights, and education, DuBois exclaimed utter equality unswervingly and brutally. As DuBois was frustrated and furious by Washington’s speech, He rebuked Washington severely for asking the black race to give up three things for the
youth sports [were] the one haven for good sportsmanship," says Darrell Burnett, a clinical child psychologist and youth sports psychologist. "Not anymore. It's not just a game anymore." With technology (etc) distracting our children with violence and so on, we cannot afford to ruin what sports may do for them. With sports being just one of the few things left that can contribute to success in life, education, and health, parents need not to put any sort of unnecessary pressure on their kids at such a young age, or any age for that matter, ever.
Of the many truly inspirational speeches given by African Americans, Booker T. Washington’s The Atlanta Exposition Address is one of the few that intends to achieve compromise. In his speech, Washington is trying to persuade an audience composed significantly of white men to support African Americans by granting them jobs and presenting them with opportunities. His goal is to convince his white audience that African Americans will be supplied with jobs lower than those of white men, allowing white men always to be on top. Booker T. Washington’s The Atlanta Exposition Address adopts a tone of acquiescence and compromise to persuade a predominantly white audience to accept his terms.
One of the many benefits of playing sports is the children will build character. Building character is important because with character they will obtain new friends and develop different skills. Playing sports at a young age can build character in many ways, “Playing sports at a young age enables children to participate in social interactions and build skills such as teamwork, leadership, and responsibility as they learn to work with others to achieve a common goal,” (Aspen Institute). This is a benefit because they will build character from learning how to deal with wins and losses from playing sports. Also, they will develop different skills. Developing different skills will build character because, “numerous positive developmental indicators have been associated with sport participation, including improved self-esteem, emotional regulation, problem-solving, goal attainment, social skills, and academic performance,” (Holt). This shows how when children play sports that some of them acquire different skills than others. The importance of Human Resource management is associated with the beginning of mankind. As the knowledge of survival had begun including safety, health, hunting and gathering, tribal leaders passed on the knowledge to their youth. However more advanced HRM functions were developed as early as 1000 B.C and 2000 B.C. Since the modern management theory took over, the working environment was transformed into a more friendly and safe work place. The workers were termed as most valuable resources. I started to be more outgoing by changing my verbal and nonverbal communication methods. I looked more people in the eyes and for longer times, that I did before, and I also talked a lot more than I used to. I made myself come out of my shyness to be a very outgoing person who can talk to anyone, and I do talk to anyone and everyone. For example, I have been told by people that I can talk to anyone and everyone. I made myself like that, and it’s a big part of my personality. I also knew that outgoing people go places in life, and I made myself into someone who takes chances and speaks up when something is offered. Falconer explains it perfectly, “If you don’t become outgoing you will miss a huge chunk of the best parts of your life. Social unease and shyness can be crippling character traits. So not only will you miss out on good times but you will miss out on a lot of good opportunities.” (para. 4). If I was the old shy me, then I wouldn’t have all the opportunities that I would have had today. I love talking to people now. It’s probably one of the best things about me, because I can start a conversation with just about everyone, and make sure that I look into their eyes. It makes it seem that I am very interested in what they are saying, and most of the time I am interested in what they are saying. The involvement in team sports builds good character and social development skills in children. According to LHSAA executive director, Kenny Henderson “Children who participate in sports have heightened self-esteem, social skills, ability to work well with others and more respect.” Young adults who have played team sports are less likely to take illegal drugs. Adults who played sports as children have better social and leadership skills. Sports provide children with experiences and interactions necessary to grow into an adult with good character and sufficient social skills. Team sports in grade school can offer children and teenager an outlet for stress and negative emotional build-up. Coaches, practices, games or meets and traveling all have a large impact on a person’s charter. Most children who have played a team sport at some time have character traits found in highly successful adults.
Many life lessons can be taught through sports. Children can learn the importance of work ethic, working with others, perseverance, and the list goes on. There are studies that have shown that kids who are involved in athletics are more successful in the business world. It is only when parents turn the sporting events into an ultra-competitive requirement for their child that it can become detrimental. The lessons that sports teach kids about real life is one of the greatest benefits that can be gained from sports. Because so much can be learned through sports we need to make sure that we put focus on teaching lessons through sports rather than making it all about winning. It is a sad when parents turn a great beneficial thing into something that can be harmful for their children.
Personnel management encompasses a deep interest in the well-being of an organization’s personnel as well as their execution of tasks assigned to them. Its main aim is ensuring that employees have a sense of satisfaction. Personnel management tasks include training, selection and hiring, motivation, rewards, compensation among others. Personnel managers, in collaboration with other sections in the organization are mainly involved in execution of these tasks (Ingram, 2008, p.160).
