American attitudes towards Latin America can be summed up as an extension of larger global directives, and the exclusion of foreign powers in the region. This was highlighted especially during the Cold War as US involvement was essentially in competition with the USSR. Latin America was therefore a mere pawn in the larger context of US-Soviet competition for global dominance. The actions and methods used are also characterized by the lack of an international authority, or an atmosphere of inter-state anarchy, which shaped their calculations in the endeavor to increase their influence over Latin America. When one analyzes the situation, it seems only rational that the United States treated its southern neighbors so, due to the geographical proximity and seemingly endless source for raw materials and labor. The history between the United States in Latin America is one that clearly exhibits both historical and contemporary interference by the American government for ideological, political, economic, and social reasons. Ideological differences took center stage during the Cold War era as the US made concerted efforts to not only contain the spread of communism through containment, but to support anyone who opposed communism. Whatever rhetoric espoused by the US to justify their interference, the actual reason remains the same. Similar to the criticisms of Russian involvements in neighboring European countries, the United States has pursued an almost identical policy, albeit much more clandestine and everlasting. Interestingly enough, we see the US supporting caudillo regimes that would be considered fascist by European standards.

The alliance formed between the US and USSR during the second world war was not strong enough to overcome the decades of uneasiness which existed between the two ideologically polar opposite countries. With their German enemy defeated, the two emerging nuclear superpowers no longer had any common ground on which to base a political, economical, or any other type of relationship. Models for post-revolutionary Latin American government are born of the complex economic and social realities of 17th and 18th century Europe. From the momentum of the Enlightenment came major political rebellions of the elite class against entrenched national monarchies and systems of power. Within this time period of elitist revolt and intensive political restructuring, the fundamental basis for both liberal and conservative ideology was driven deep into Latin American soil. However, as neither ideology sought to fulfill or even recognize the needs or rights of mestizo people under government rule, the initial liberal doctrine pervading Latin American nations perpetuated racism and economic exploitation, and paved the way for all-consuming, cultural wars in the centuries to come.
During the 20th century, the rise of communism sparked rage in people throughout the world. More towards the end of the 1900's the fall of communism and dictatorships was just the beginning of what would eventually be a large democratic change for several countries. 1989: Democratic Revolutions at the Cold War's End, speaks about the change brought to several different countries from the 1980's-1990's and plans to show "the global transformations that marked the end of the cold war and shaped the era in which we live"(Pg V). During the cold war, communist had power and control over a large area and spread communism throughout several continents. This book specifically hits on six different studies of where communism and dictatorship affected these areas and what they did to stop it. Poland, Philippines, Chile, South Africa, Ukraine, and China throughout the end of the 20th century created revolutionary movements which brought them all one step closer to freeing themselves and creating democratic change.

The U.S.’s relationship with Cuba has been arduous and stained with mutual suspicion and obstinateness, and the repeated U.S. interventions. The Platt agreement and Castro’s rise to power, served to introduce the years of difficulty to come, while, the embargo the U.S. placed on Cuba, enforced the harsh feelings. The two major events that caused the most problems were the Bays of Pigs and Cuban Missile Crisis.
America had begun to indulge in the unilateral environment afforded to it during the Cold War. As the Soviet Union began to collapse in the 1980s, the United States was on its way to becoming a solo super power. This acquisition of complete power would inevitably lead the country into new problems, including those foreign and domestic. One of the main issues that came around in the 1980s for the Unites States was the Iran-Contra Affair, which involved the Reagan Administration. With the United States readily inserting influence across the globe, the Iran-Contra Affair proved how foreign intervention can lead to scandal and disgrace in the modern world. Along with detrimental scandals, the Iran-Contra Affair showed how America’s imperialistic behavior in South America was beginning to catch up. In order to remain a dominant influence in South America, the United States had no choice but to topple governments that did not align with American ideology. Using guerillas like the Contras insinuates America’s cornerstone of doing what is necessary in order to satisfy foreign interest.

Over the course of the history of the United States, specific foreign policies have affected the methods in which the U.S. involves itself around the globe. Specifically, certain policies have affected U.S. involvement in Latin America. It is the intention of this essay to explain the United States foreign policy behind specific doctrines. In order to realize current objectives, this paper will proceed as follows: Part 1 will define the Monroe Doctrine, Sections 2, 3, 4, and 5 will concurrently explicitly explain the Roosevelt Corollary, Good Neighbor Policy, and the Nixon Doctrine, discuss how each policy resulted in U.S. involvement in Latin American countries, describe how it was justified by the U.S. government, respectively, and finally, will bring this paper to a conclusion.
The U.S’s intervention with other countries became more popular during the 20th century.United States was believed to be an imperialistic country only wanting a gain a political gateway to devour the world in its ideologies and also government onto other countries and nothing more, but there was an exception to the U.S with the Dominican republic in the early 1960’s where the American government wanted to stop the spread of communism to more latino countries. The United States embargo of Cuba has its roots planted in 1960, 53 years ago, when “the United States Congress authorized President Eisenhower to cut off the yearly quota of sugar to be imported from Cuba under the Sugar act of 1948… by 95 percent” (Hass 1998, 37). This was done in response to a growing number of anti-American developments during the height of the cold war, including the “expropriation of United States-owned properties on the island… [and] the Soviet Union [agreeing] to purchase sugar from Cuba and to supply Cuba with crude oil” (Hass 1998, 37). Bad sentiments continued to pile up as Cuba imposed restrictions on the United States Embassy and especially when, after the United States “officially broke off diplomatic ties with Cuba, and travel by United States citizens to Cuba was forbidden ... Castro openly proclaimed his revolution to be ‘socialist’” (Hass 1998, 38). The day after this, the Bay of Pigs invasion occurred, but it failed in its job to topple Castro (Hass 1998, 38). Left with no diplomatic options and a failed military attempt, the United States decided that the only way to end Castro’s socialist regime was to sever all ties, and from 1961 to 1996, a series of acts were passed prohibiting the majority of trade and interaction with Cuba. (Hass 1998, 38).

Odd Arne Westad, Director of the Cold War Studies Centre at the London School of Economics and Political Science, explains how the Cold War “shaped the world we live in today — its politics, economics, and military affairs“ (Westad, The Global Cold War, 1). Furthermore, Westad continues, “ the globalization of the Cold War during the last century created foundations” for most of the historic conflicts we see today. The Cold War, asserts Westad, centers on how the Third World policies of the two twentieth-century superpowers — the United States and the Soviet Union — escalates to antipathy and conflict that in the end helped oust one world power while challenging the other. This supplies a universal understanding on the Cold War (Westad, The Global Cold War, 1). After World War II, the United States and the Soviet Union opposed each other over the expansion of their power.

Third world countries became the perfect battleground for cold war proxy battles during the early 1940’s to late 1990’s. United States wanted to flex its political muscle and try to curtail the spread of Soviet Communism in the developing nations. Most of the nations in developed world had already made their political and socio-economic stand regarding the form of governance and leadership pursued. Underdeveloped nations in Asia, Latin America and Africa were still vulnerable and easily influenced in terms of ideologies and political direction. Most nations in Latin America like Chile were recovering from colonialism and thus logistic, economic and political aid from powerful nations to propel their economies which made it easy for Americans and Russians to act as their “saviors’”. The quest for global dominance had intensified between United States and USSR and the shift was focused to developing nations like Chile. Both Americans and Russians used different mechanisms to enhance their propaganda and support the regimes which were friendly to them and used any means necessary to topple hostile regimes. CIA used covert operations in Chile and most of the Latin nations to plant their puppet leaders in order to safeguard their foreign policy interests and maintain dominance. Military coups and social unrests were planned, orchestrated and executed with the assistance of CIA.
