California is one of the largest states in the country and has one of the biggest state budgets, but in the past several years, its school system has become one of the worst in the nation because of enormous budget cuts in efforts to balance the state’s enormous deficit. The economic downturn at the end of the 2000s resulted in even more cuts to education. It is in environments like this one in which students from poor backgrounds become most vulnerable because of their lack of access to support in their homes as well as other programs outside of schools. Their already financially restricted school districts have no choice but to cut supplementary programs and increase class sizes among other negative changes to public schools. The lack of financial support from the state level as well as demands for schools to meet certain testing benchmarks by the state results in a system in which the schools are no longer able to focus on students as individuals; they are forced to treat students as numbers rather than on an individual case by case basis. An article from the Los Angeles Times showed that majority of Californians give California schools “a grade of C or below” and half think that the quality of schools will continue to decline (Watanabe).While the economic downturn affected the public school system in a negative way, it was not the sole root of its problems. It just simply exacerbated already existing issues.
Because of wide spread discontent with the public school system, many different solutions to reform the mainstream public school system have been brought up in public discourse. The gap between the nation’s best and worst public schools continues to grow. Our country is based on freedom and equality for all, yet in practice and in the spectrum of education this is rarely the case. We do not even have to step further than our own city and its public school system, which many media outlets have labeled “dysfunctional” and “in shambles.” At the same time, Montgomery County, located just northwest of the District in suburban Maryland, stands as one of the top school systems in the country. Within each of these systems, there are schools that excel and there are schools that consistently measure below average. Money alone can not erase this gap. While increased spending may help, the real problem is often rooted in the complex issues of social, cultural, and economic differences. When combined with factors involving the school itself and the institution that supports it, we arrive at what has been widely known as the divide between the suburban and urban schools. Can anything actually be done to reverse this apparent trend of inequality or are the outside factors too powerful to change?

In the text, The Death and Life of the Great American School System, author Diane Ravitch explores her ideological shift on school reform and the empirical evidence that caused this shift. Once a proponent and contributor of testing, accountability, choice, and market reforms, Ravitch’s support began to diminish as she realized that these current reforms were not viable options. She came to realize that the new school reforms focused entirely on structural and managerial adjustments and that no focus was given to actual learning.
Although about 2 million American students now attend around 5,600 charter schools, I do not think this as beneficial to American students as charter school proponents claim. Despite all of the “perks” charters schools boast of and attract parents with, these schools do not necessarily perform better than average schools. Charter schools give an unfair advantage to stronger students, leaving students who struggle in weaker schools with fewer resources to help them. Perhaps most importantly, they are not available to all students, even though they are funded by public tax dollars. Although the motivations behind charter schools are admirable, they are not worth it. Our efforts in improving education are better spent investing in the public schools we already have.

Are charter schools the right choice to the educational needs of our children? Charter schools are tuition free public schools created and operated by parents, organizations, and community groups to fill student’s educational needs. Charter schools consider educating their students as the priority, and identify how children’s learning needs are different from each other, so they came up with different ways on educating their students such as learning in small groups, or by participating in hands on learning. Along with their unique programs such as art, math, and science, charter schools are also the stronger academic choice for students. Parents should consider charter schools for their children’s education. “Charter schools are independent public schools allowed to innovate while being held accountable for improving student achievements” (Edie, 2012, p.1). Charter schools are the best choice for a child’s education.
In a nation dominated by capitalism and free trade, steps are being taken to turn the ability to learn and other education rights into commodities that can be manipulated and controlled by companies. Charter schools are public schools funded by state money, but not unionized; they also can be in the form of a traditional brick and mortar schoolhouse or an online school (Ravitch)(Molnar)(“Preface to 'Are Charter and Magnet Schools Good Alternatives for Students?’”). ...uture of American Public Education looks grim. A change in allocating money to the proper intuitions and programs is a necessity for growth and a well rounded educational system. This will allow all students regardless of location to receive the same tools and resources to obtain a high success in learning. The inherent assumptions and discrimination against poor, minorities, and special education students must be eliminated to provide a equal and democratic school society, which will enrich and prepare these students in becoming prosperous adult community members. Reform should include high standards from administration and teachers, not just from the students. Most importantly, reform should include giving the students, teachers, and families a voice in how we teach the students.
America’s public school system started off very rough, but through the dedication of many hard-working Americans, it was starting to shape into a system that allowed all children, regardless of race, gender, religion, or nation of origin, to have an education.
To begin with, the problem with the American system of funding schools is the variations that exist among different districts or states. Underfunding exists because the United States federal government allows it to exits by allowing state and local governments to decide what their contribution to education will be. Such variation is exemplified by the state of Hawaii, “the whole state is a single school district and only 2% of funding comes from local sources”(Connell) and the state of New Hampshire, “the state shares only 8% of the costs of public education, so schools depend almost entirely on local property taxes”(Connell). Each state has its own funding policy and even among districts there are wide variations in spending. Urban and suburban schools with a high student population who qualify for free or reduced typically receive less funding for schools than their counterparts due to the differences in each districts’ local property taxes. Variation of this type and of this degree hinders American education.
Over the years schools have been losing money due to budget cuts in the districts. According to Michael Leachman, an expert on state budget and tax, most states in the US are spending less money to support young students than before the great recession. Around 31 states provide students with less money for education than in the year 2008 (Leachman 1). Schools today are getting less money than they ever have. With this many students, both state and federal representatives have made efforts to adopt reforms designed to make a solution to the funding inequality. The disproportion of funds first and foremost effects the amount of programs offered to children that vary from basic subjects such as: English, Math, and Science. This created the motivation to improve the quality of education for low-income neighborhoods by targeting resources other than property taxes and redirecting the states budgets. The goal the school districts all shared was the need to increase instruction, add after school activities, promote a well-rounded education, physical innovations to facilities and classrooms, and to update the academic resources. The popular demand that the funding to public education needs to correspond throughout all the school districts. Wealthy tax payers often argue that a region that depends on property taxes is the “American way.” This argument derives from the ideology that American success relies on perseverance and hard work, but if the playing field is uneven the higher born student has an advantage. “High property taxes—the burdens and perverse incentives they create, the rage they generate, the town-to-town school funding inequities they proliferate—…represent an endless New England nightmare…” (Peirce and Johnson, 2006). All throughout the United States for the past several years, states are “hurting because of falling state revenues,” (Emeagwali), and schools are trying to cope with tremendous budget cuts that are resulting in less funds provided for educational services. These cuts are putting pressure on everyone invested in the education system, including students, teachers and any other administration within them (qtd. in Johnson 2), and the reduced budget is not solely affecting any particular level of schooling either. All levels of education, ranging from primary learning to advanced, have been affected (Emeagwali). Additionally, it is not just one or two states having to adjust their budgets; by 2002, “at least 40 states [had] been forced to consider budget cuts,” and these cuts have taken their toll on the amount of funding designated towards educational opportunities (Feldman). As pressures hit hard on state governments, a rise in educational budget cuts has resulted in deleterious effects on the level of education provided to students. As a result, researchers and infuriated teachers and parents have begun supporting education as it is ignored by government administration.
