Equality in School Finance
In The Story of the Education Dollar, Odden, Monk, Nakib and Picus describe some basic facts about education spending in the United States to facilitate an understanding of the level and uses of the federal government's policies on education funding. The purpose of the authors' discussion is to argue that public education facilities need to change their focus on the consumption of educational resources to a focus on producing high levels of student achievement. They contend that such a redirection in focus will require large improvements in student achievement, given that only about 10 percent of students currently attain the desired level of achievement across the board in mathematics, science, writing, history, geography and civics. James Traub expands on their discussion to argue for the necessary inclusion of after-care activities for inner-city youth in any successful educational spending program.
Odden et al. note that their analysis of spending patterns across the 50 states is supported by the conclusions reached by the Finance Center of the Consortium for Policy Research in Education (CPRE), although the results of their research did diverge in some significant ways. Odden et al. examined spending and staffing patterns at the district and school levels. They also scrutinized staffing patterns of expenditures by function and program and spending across curriculum content areas in California, Florida and New York. Their major conclusion was that while there had been considerable national investment in public education during the 20th century, as a rule the funds were distributed unfairly and used ineffectively.
The largest portion of increased spending during the 20th century occurred to hire more teachers to reduce class size and to provide more out-of-classroom services, particularly for special education purposes. However, they argue that neither strategy boosted student achievement very much. Also, although education spending has increased teachers' salaries, it has not been used to improve the quality of the teachers. Notably, Odden et al. found that both low-spending and high-spending school districts fund education spending in the same proportions, meaning that high-spending districts tend to have lower class sizes and higher teacher salaries. ...otes that while we must, as Odden et al. advocate, approach each reform program as though it could provide unlimited success, we must also take into account the demonstrated limitation of such programs. Significantly, blacks still score about 200 points lower than whites on College Boards and an average 17-year-old black student reads at a 13-year-old level.
Thus, Traub argues, schools are not the final arbiter of student achievement. He contends that a child's home life and social culture, which can fail to nurture mental and intellectual stimulation, should be taken into consideration when drafting reform programs. He suggests the inclusion of programs such as Impact, a multi-purpose, social service program that offers year-round day care, adult literacy programs, and health care programs. At the least, the calls for the need for after-school activities that provides an alternative environment for inner-city youth.

The gap between the nation’s best and worst public schools continues to grow. Our country is based on freedom and equality for all, yet in practice and in the spectrum of education this is rarely the case. We do not even have to step further than our own city and its public school system, which many media outlets have labeled “dysfunctional” and “in shambles.” At the same time, Montgomery County, located just northwest of the District in suburban Maryland, stands as one of the top school systems in the country. Within each of these systems, there are schools that excel and there are schools that consistently measure below average. Money alone can not erase this gap. While increased spending may help, the real problem is often rooted in the complex issues of social, cultural, and economic differences. When combined with factors involving the school itself and the institution that supports it, we arrive at what has been widely known as the divide between the suburban and urban schools. Can anything actually be done to reverse this apparent trend of inequality or are the outside factors too powerful to change?
Defense receives the most support and money. Politicians support military spending, mainly because it is “the only form of large-scale public investment that can consistently win political support” (Pollin). However, the heavy support for military spending is counterproductive for our nation’s economy. Since military spending increased in 2001, several industries and programs have had to “bite the bullet.” The Department of Education often gets fewer funds each fiscal year to cover the military budget. Then again, the United States leads all countries in money spent on education. The U.S. education system is well funded, but that statistic is very misleading. If the high cost of college is excluded, the United States ranks slightly above average in education spending (OECD). Per the OECD, U.S. spending is decreasing at a 1% average (OECD). This doesn’t seem like much, but it is still a step in the wrong direction. Only Mexico, Iceland, and Ireland have cut more (OECD). Coincidentally, the percentage of teachers that quit within five years is extremely high at 46% (OECD)! Henry Ford II, CEO of the Ford Corporation, was creating a competitive automobile to rival the foreign vehicles, he labeled the project a high priority. To launch the design and manufacturing of this automobile, Mr. Ford turned to his company president, Lido Anthony Iacocca aka “Lee: the father of the mustang”. The Fords Engineers staff, pressured by the upper management were rushed into completing the project at a unheard speed. The average time scale, to designed and produce a car, would take between 40 to 45 months. The Ford Corporation achieved it in 25. After performing rear collation test, the Fords Engineers discovered that in nearly all rear collision above 20 MPH would indicate that the gas tank would get puncture with the rear end differential placement bolts. This would allow for fuel to leak out and potentially burst into flames. The passengers will typically die in the flames due to the jamming of the doors, not letting the persons escape from the car. Iacocca had three possible courses of action he could of taken: 1.release the pinto 2.pay the 11$ to fix the car issue 3. Wait till the car was well design so their would be the least flaws. In “End Them, Don’t Mend Them,” P.J. O’Rourke vehemently argues that the public school system needs to be shut down and ended for good due to a monumental increase in spending per pupil with no significant standardized test score improvements made in the past forty years. O’Rourke describes his view of a typical public school family that the public school system has marred with quirks and educational flaws to open up his essay. He then contends that putting a child through public school costs a fortune by pointing out that the average cost per pupil from pre-K through 12th grade is $11,749. O’Rourke cites an annual Gallop Poll conducted from 2004-2007 to explain that Americans find insufficient spending to be the top problem with public schools.
School funding is a recurring issue in the modern era. Debates ranging from give schools more money, to get rid of the system in place and reform a new idea have been plaguing the world over the years. “The American Recovery and Reinvestment Act, signed in 2009, provided more than $100 billion in education aid to offset budget cuts..” (School Finance). Later, “Congress provided an additional $10 billion in 2010 to avert mass teacher layoffs (Education Week, "Total Recovery Act")” (School Funding). These numbers are just a sample of the struggles in school funding, that is costing a ton of money to keep afloat. “There are many ways schools fund varying from state to state and even school to school. Income taxes, corporate taxes, sales taxes, and other fees provide 48 percent of the elementary and secondary school funds. 44 percent of local districts draw money from local property taxes. The federal government makes up approximately 8 percent of state education budgets. These funds are a dealt out on a per-student basis, and categorically to ensure enough resources for each special program or facility” (School Funding). These funds play a huge role in every student's education, either positive or negative. The three main areas that need to be addressed in the school budget are extracurricular funding, building and equipment maintenance, and last but not least staff funding.

America’s school system and student population remains segregated, by race and class. The inequalities that exist in schools today result from more than just poorly managed schools; they reflect the racial and socioeconomic inequities of society as a whole. Most of the problems of schools boil down to either racism in and outside the school or financial disparity between wealthy and poor school districts. Because schools receive funding through local property taxes, low-income communities start at an economic disadvantage. Less funding means fewer resources, lower quality instruction and curricula, and little to no community involvement. Even when low-income schools manage to find adequate funding, the money doesn’t solve all the school’s problems. Most important, money cannot influence student, parent, teacher, and administrator perceptions of class and race. Nor can money improve test scores and make education relevant and practical in the lives of minority students.
The American public school system faces an education crisis. According to Benjamin Barber, American children barely surpass the lowest standards set for education, especially in literacy, throughout the county’s history. Barber supports the existence of this crisis in his essay “America Skips School”, but argues against a solution to remedy the numerous problems facing the system. Although he acknowledges no solution, Barber suggests a smarter flow of financial resources will address many of the issues, however, he fails to acknowledge the distribution of this money. Barber’s suggestion for smarter financial resources for schools can be effectively implemented through a structured committee focused solely on the distribution of money.

The practice of hiring and firing people is a process employer’s conducts on a daily basis. This process has to be done in a proper manner and not in haste. The implication that can occur from the improper hiring and firing process could and can have a positive or negative impact on an organization. Therefore, employers must carefully evaluate their decision to hire/fire individuals and its impact on the organizations’ workplace environment and others employees. All throughout the United States for the past several years, states are “hurting because of falling state revenues,” (Emeagwali), and schools are trying to cope with tremendous budget cuts that are resulting in less funds provided for educational services. These cuts are putting pressure on everyone invested in the education system, including students, teachers and any other administration within them (qtd. in Johnson 2), and the reduced budget is not solely affecting any particular level of schooling either. All levels of education, ranging from primary learning to advanced, have been affected (Emeagwali). Additionally, it is not just one or two states having to adjust their budgets; by 2002, “at least 40 states [had] been forced to consider budget cuts,” and these cuts have taken their toll on the amount of funding designated towards educational opportunities (Feldman). As pressures hit hard on state governments, a rise in educational budget cuts has resulted in deleterious effects on the level of education provided to students. As a result, researchers and infuriated teachers and parents have begun supporting education as it is ignored by government administration.
If I was a typical executive in the recent study that found that more than 50% of senior business executive ranked the Golden Rule and the Disclosure rule more highly than other ethical approaches, I would argue that Moody’s was not ethical in this case. They failed in their duty to disclose the bad about the RMBS securities to customers and regulators. Moody’s also failed to treat investors, as they would like to be treated, when Moody’s did not provide good, reliable credit ratings for an investment product that was too complex for the customer to understand themselves.
