Understanding Social Welfare of Hong Kong
Hong Kong has a unique history, governing system and economy. These
three unique features are crucial to an understanding of the social
welfare in the territory. In this essay, I will illustrate the
development of social welfare in Hong Kong during different periods.
At the end of the paper, I would take a look at the changing attitude
of Hong Kong people towards the social policy.
Before World War II
In this period, the term 'social welfare' refers to limited social
security and social services. Due to imperialism and colonialism,
social welfare provided by the colonial government was very scarce and
developed as a response to address immediate social needs. Besides,
the governors of Hong Kong would change after every 4 to 5 years and
the population in Hong Kongfluctuated to such an extent that the
government see unnecessary to implement any long-term social policy.
Social welfare services were mainly provided by voluntary groups such
as Christian church and traditional Chinese organization (clansman
associations and charity organizations). They were supported by
private donations. Health services (e.g. Tung Wah Group of Hospitals
(1872) and Po Leung Kok (1882)) were provided by the Chinese Charity
organizations. Other mutual aid committees were set up by these
non-government organizations (N.G.Os).As we can see, there is only
little role of the Government in providing social services.
After World War II
Due to sudden surge of refugees from the Mainland China, the colony
faced many problems and there is a need to reconstruct the social

During this period of economic downturn, the people may want more from
the government, but instead of providing more, the government decided
to cut the expenditure on welfare due to huge budget deficit. So, it
sounds like the government refuse to hear citizens' cries and demands.
The communication gap between the government and her citizens widens.
Conclusion
Social policy is controversial and full of conflicts. What's more, the
disfavoring of welfare provision in Hong Kong by the Central
authorities had definitely hindered the government in providing more
welfare service. The rigidity in the government may lead to disastrous
problems and lead to social instability. Therefore, the Government
must think thoroughly and consult the public whenever new policy is
implemented.
When you open the box, on the inside there are characteristics that describe the positive traits each of them give off once you get to know them. I was inspired to do this with myself as well to see what people think of me the first time they saw me, and compare those labels to what they described me as once we came to be friends. I think it was surprising some of the labels I originally got, but it was captivating to see what people thought of me when the negativity and assumptions were shattered. I definitely learned more about how I should see the world, and that it is wrong to assume something about someone because of their past and their appearance. I think that if everyone knew this, we would all have a lot more friends and less enemies. Another example of what I learned is that no matter how good it seems someone has it, that they have problems and conflict too. No one has it perfect, and no one ever will. I am very content about my choice in theme because as I dug into it more, i learned about the real world. Unlike other essays and projects that I have done, I can take away lessons and skills that I can apply to the world we live in

The poor are everywhere it seems. They are on the street corner, in the local 7 Eleven, and in the plaza. Sometimes I get sick of them and even angry with them when they pester me for money. I ask myself, "Is the best way to deal with poor, to give them money from my pocket?" It's obvious that other people have given them money from their pockets at different times. If no one had ever given them money, then these people wouldn't be standing here asking for money. The fact is, many poor people ask for money because they know they can get money that way. For most of the last 70 years our government has indirectly given the poor money from our pockets, through taxes and welfare. Not surprisingly, people have continued to ask for money. For most of those 70 years welfare fed the mentality that the best way to get money was to ask. I believe welfare as it was first started, failed miserably and created millions of dependents in poverty instead of independents above poverty. The welfare reform of 1996, I believe has helped the poor escape from the trap of poverty and is a more beneficial way of dealing with the poor.

This paper will explain the progression from the feudal system and church provisions for the poor before the Elizabethan Poor Law to the gradual assumption of the responsibility for the poor by the government. A responsibility assumed not out of humanity and concern for the poor, but as a process of standardizing the ways in which the poor were to be managed. It was a Tuesday afternoon and I was just getting to my psychology class and as usual I was chit chatting with my neighbors in class, Cpl Christie and Fausnight about the things that each of us did this weekend. Just when I had finished talking to Kara (Fausnight) about her weekend our psychology teacher Dr. Douglas walks in. As she is walking in I in my peppy self- personality ask how her weekend went. Dr. Douglas then proceeded to tell me that it was “none of my business”…….maybe she was having a bad day or was really stressed out or maybe in fact it was “none of my business”. She also told me that there was a certain thing called boundaries and that I needed to find out what that was. I felt dumbfounded to say the least. I’ve always been a real social person. Animal cruelty is now a growing cause concern in Hong kong .And it sparks a frenzy of awareness from public and some organizations went on a demonstration to ask for law implementation .According to The society for the prevention of cruelty to animals (spca) annual review survey findings ,rescuing and handling over 7,000 animals as well as investigating nearly 900 cruelty complaints in 2012/2013 .This phenomena brings out a lot for influence to society.
