The first year of fighting between Athens and Sparta is drawing to a close. As is customary during war, Athens holds a public funeral to both celebrate and mourn their fallen soldiers. Such ceremonies typically featured an oration given by a respected Athenian – with this year’s coming from renowned statesmen Pericles.
Previous orations had focused on celebrating the Athenian military by recounting their trials and accomplishments. Pericles decided to depart from this convention, believing it was no longer novel, nor necessary, “That part of our history which tells of the military achievements which gave us our several possessions, or of the ready valor with which either we or our fathers stemmed the tide of Hellenic or foreign aggression, is a theme too familiar to my hearers for me to dwell upon, and I shall therefore pass it by.” (2.36.4).
Pericles did not wish to simply reiterate what Athens had achieved, but rather he wanted to address how and why Athens achieved. He believed that Athenian politics, culture, and character were more relevant to the deceased soldiers than their ancestor’s military successes. Accordingly, he praised these elements of Athenian society and in the process justified the soldiers’ sacrifice. He spoke “but what was the road by which we reached our position, what the form of government under which our greatness grew, what the national habits out of which it sprang; these are the questions which I may try to solve before I proceed to my eulogy upon these men; since I think this to be a subject upon which on the present occasion a speaker may properly dwell, and to which the whole assemblage, whether citizens or foreigners, may listen with advantage.” (2.36.4).

...proud rationalization of its superiority. Balancing security, happiness, and values, Athens is a shining example of freedom, opportunity and justice. It is a nation that both builds itself on and produces uniquely spirited citizens. The sentiments of Pericles’ truly are reminiscent of modern day American Exceptionalism. “I doubt if the world can produce a man who, where he has only himself to depend upon, is equal to so many emergencies, and graced by so happy a versatility, as the Athenian.” (2.41.1).
It is this society that produced many great warriors – and it is this society that many great warriors died to protect and preserve. Thus, those killed deserve many thanks and praise, for they fought with noble intention. As Pericles’ says, “Such is the Athens for which these men, in the assertion of their resolve not to lose her, nobly fought and died. (2.41.5).
For Pericles, Athenian values are realized through culture and “daily devotion.” He claims that Athenian citizens obey both “the laws themselves” and “agreed-on social values (which need no specific legislation),” not requiring legislation to uphold their values. Accordingly, Pericles views exceptionalism as intrinsic to Athenians. Boasting about the city, Pericles questions “how else did she become great but by this genius in her citizens?” A recommitment to civic values, therefore, is simple to Pericles: Athenians are exceptional at the moment of his speech, and must simply continue their past conduct in order to achieve future

Pericles' Funeral Oration as recorded by Thucydides in the History of the Peloponnesian War and Theodore Roosevelt's Citizenship in a Republic were delivered in vastly different contexts, but have some similarities. Pericles gave his eulogy for the Athenian war-dead at a public funeral that took place around 430 BC, at the end of the first year of the Peloponnesian War, while Roosevelt gave his speech before a packed auditorium on April 23rd, 1910, by invitation of the University of Paris. It is interesting to read and analyze these two speeches in light of each other because both were offered by a leader of a democratic government and both contain reflections on the topic of citizenship. The Peloponnesian War was fought from 431-409 BC. It was a civil war between the Greek city-states and was lead by Sparta and it’s allies against the dominating Athenian government. The Athenian leader, Pericles, was a learned scholar and an ingenious military general. His speeches were known for their ability to motivate and give courage to a crowd whether it was to his soldiers in the final moments right before a battle or to a gathering in the streets of Athens. After the first few battles of the Peloponnesian War, Pericles was asked to give the funeral oration for those that were slain in defense of Athens. He did not offer his condolences to the families of those that died, but he offered them comfort. In Thucydides’ History of the Peloponnesian War, Pericles commends the ergon of Athenian heroes, which has placed them in the realm of logos, while directing the Athenians to follow these ideals of logos. The maintenance and continued success of Athens' political establishment relies on the prevalence of polis, rationality and discourse over family, emotion and reckless action. However, the indiscriminate turns of fate and fortune, often place logos in opposition with the base, primal nature of ergon. Both Thucydides and Sophocles recognize that when logos conflicts with the unexpected ergon, the preservation of rationality and unanimity among the citizens of the polis depend on the leadership of a single honest leader. In the History of the Peloponnesian War, Thucydides presents Pericles as a man of logos, whom Athens needs to achieve its full potential as an empire and later to rescue her from disaster. Likewise, Sophocles presents Theseus, in Oedipus Colonus, as the perfect successor of Pericles, who returns Athens to its former glory before the end of the war. In these two examples, we see that the dominance of logos over ergon within a polis lies in the ability and logos of the city’s current leader.
At the conclusion of his speech persuading the Athenians to enter into a war with Sparta, Pericles expresses his confidence in Athens to emerge favorably from the war as long as they refrain from taking the unnecessary risk of seeking new conquests (1.144.1). Here, Pericles is warning the Athenians against actively pursuing the acquisition of more territories for their empire so as to thoroughly concentrate the entirety of their efforts on engaging Sparta in battle and avoid leaving themselves vulnerable after a potentially disastrous, needless conquest. To continue, another important funeral oration is by Lysias, speech writer in Ancient Greece. The speech intends to re-count the Athenians who died in the Corinthian war. Most of these speeches were usually delivered in Athens. The Corinthian War occurred from 395 BC to 387 BC, setting Sparta against an alliance of the allied states of, Thebes, Athens, Corinth, and Argos, who were originally supported by Persia. The cause of the war was a local fight in northwest Greece in which Thebes and Sparta to interfered. The Athenians chose their leaders to be valiant and motivating, and how we came to that conclusion was how the speech towards fallen soldier in war was given. “There has never been a time when they did not inhabit this land, which their valor they have handed down from generation and generation, and we have received from them a free state. But if they were worthy of praise, still more ere our fathers, who added to their inheritance, and after many a struggle transmitted to us their sons this great empire. And we ourselves assembled here today, who are still most of us in the vigor of life, have carried the work of improvement further, and have richly endowed our city with all things, so that she is sufficient for herself both in peace and war.”
One of those traits is that although Athenian citizens and soldiers live a more leisurely life and are not trained as rigorously as the Spartans in land warfare, Athenians’ natural courage makes up for that (Thucydides pg. 42). Athens was definitely the dominant naval power in Greece at the time, but the Athenians’ devaluing of land warfare led to a stalemate in the first phase of the Peloponnesian War before the Peace of Nicias in which Sparta ravaged Athens’ countryside and forced its citizens to be holed up in the city walls and to live in close quarters, making them susceptible to the plague. Another trait of Athens that can be argued as not a positive factor is its institution of democracy. Athenian democracy was quite limited in the modern sense since its citizenry only included ethnic Athenian males over the age of 20, but it was remarkable in the ancient world for the amount of civic participation it allowed of those that it considered citizens. The Athenians prided themselves on including people of lower economic status into the citizenry, but this trait may be not as positive as Pericles proclaimed (Thucydides pg. 40). The death of Pericles was a significant event in the course of the Peloponnesian War; however, even without Pericles' leadership the Athenian Assembly had countless opportunities to prevent their loss and chose not to take them. The fickleness and inefficiency of democracy ('the mob') allowed the Athenians to be easily influenced and therefore electing populists such as Cleon, Lysicles and Hyperbolus into dominant leadership roles. Election, via democratic means, of such populists, meant that the Athenians would take a much more aggressive approach to the war and therefore abandon the policies that Pericles had previously established. So in turn, democracy the institution for which the Athenians fought tirelessly to protect, rather than the death of Pericles, ironically became the dominant factor influencing the final outcome of this Ancient Greek civil war.
In the years following the Persian Wars in 479 B.C., Athens had come out on top being the most dominantly powerful of any Greek city with a navy that had superior strength that increased day by day.
