Local Education Authority Summary I find it important to make a note of the distinct location and profound history of Belarus before we proceed into the summary and analysis. Belarus is a landlocked country in Eastern Europe which sustained unrelenting brutal damage due to the nastiest nuclear explosion in history. Belarus was severely contaminated resulting in the resettlement and relocation of 336,000 people. The Chernobyl explosion in April 1986 has left the country of Belarus completely abandoned and became relentless to newcomers. As a newcomer to Belarus, Ales Rakovich has been given a battle between organizational cultures, administration system, the Local Educational Authority (LEA) as well as routines and traditions that has led the employees of LEA to utter comfort in the workplace. Adam Lozinsky was the former head of LEA gave a sense of character to the organizational culture by following the work habits of his easy routine, which in due process has led the office of fourteen people, assume this was standard. In result, there are no formal policies stating or defining rule when staff had to arrive to the office or leave each day. Everybody followed Lozinsky’s timetable, in at nine out by five, nothing was said to the employees so the tradition lives on. This led to predictability for each other, a workable pattern, a tradition that everybody abided by and a working norm which was followed by most LEA employees. The core of the issue here is not in all fourteen employees but one central player in the game; the secretary. In fundamental nature of the secretary is the hub of the organization and has a pre-determined role to perform as a conduit and to handle correspondence and clerical work for an organization. Once this conduit is interrupted or disconnected in anyway, the message is lost and we encounter a barriers of communication. Analysis The past can directly influence the present and the future state of the organization. Adam Lozinsky has left a tradition that led the employees to a comfortable workable schedule according to their standards. The pressure is ultimately built on two key individuals; Ales Rakovich the head administrator and his secretary Olga who is the only secretary in the organization. We know little about Ales Rakovich’s administrative procedures as the new head other than the "New Regimen" which is to visit the local school districts starting at eight o’clock in the morning and returning to the office at about noon.
