On September 11, 2001, the World Trade Center in New York City was destroyed by terrorists. They flew two hijacked planes into the towers and in to the Pentagon. To counter this serious threat, the United States led a NATO raid against Afghanistan. This was called the "Global War on Terror". NATO forces began to pick apart the area to find Osama Bin Laden and the terrorist group known as Al-Qaeda. Former President George W. Bush had a realist approach in dealing with the “War on Terror”.
This political idea means that the government is taking the nation’s interest as priority instead of trying to maintain an ideal. A realist believes that human nature is bad and their core concerns are war and security. Realists also think about how vulnerable, self-interested states survive in an environment where they are uncertain about the intentions and capabilities of others. This ideal believes that States are the only key actors in the international system. Anarchy, self-help, national interests, relative gains, and balance of power are the central concepts of realism. A realists approach to peace is to protect sovereign autonomy and deter rivals through military preparedness and alliances. Their global outlook is pessimistic because the great powers are locked in a relentless security competition. In using this type of approach, President Bush was striving to illustrate America’s dominance. This straight forward, war-hungry idea would show the world that the United States is a force to be reckoned with.

They approach peace by using activists who promote progressive ideas and encourage states to adhere to norms for appropriate behavior. Liberalists hold an agnostic global outlook. Their global prospect hinges on the content of prevailing ideas and values.

Realists critique the idealist that a international body can fight and prevent aggression. For example, the failure of the League of Nations did not prevent WWII. Germany and Japan still started WWII. Realists critique the idealist on the role of the U.S. in the world. They can argue that it is not to be the “world police,” and they can argue that entangling alliances, like the League of Nations, hinders American sovereignty. Realists critique the idealist for thinking that the U.S. foreign policy is about morals and democracy. Most importantly, what is the role of the United States? What will its national interest be? The United States can engage in real politik and use force. This would re-define the character of the U.S. because values are sacrificed at the expense of real politik. That’s the tension between idealism and realism that still continues today . .
September 11, 2001 was one of the most devastating and horrific events in the United States history. Americans feeling of a secure nation had been broken. Over 3,000 people and more than 400 police officers and firefighters were killed during the attacks on The World Trade Center and the Pentagon; in New York City and Washington, D.C. Today the term terrorism is known as the unlawful use of force or violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives (Birzer, Roberson). This term was clearly not defined for the United States for we had partial knowledge and experience with terrorist attacks; until the day September 11, 2001. At that time, President George W. Bush, stated over a televised address from the Oval Office, “Terrorist attacks can shake the foundations of our biggest buildings, but they cannot touch the foundation of America. These acts shatter steel, but they cannot dent the steel of American resolve.” President Bush stood by this statement for the United States was about to retaliate and change the face of the criminal justice system for terrorism.
Liberalism is an ideology and due to the changing views of historical persons, who have each viewed themselves to be Liberals, is difficult to define precisely. There are five agreed defining tenants of Liberalism. The most important of these, percolating through the ideology, is the ‘Importance of the Individual’, and closely interlinked with this is ‘Freedom’, which leads on to the concept of ‘Individual Freedom or liberty’. Liberals believe that humankind is a rational species, and thus ‘Reason’ is a third tenant. Furthermore Liberalism advocates that the principle of ‘Justice’ and Toleration’ are fundamental in the well being of society and each of these aspects relates directly back to the quintessential first tenant. Liberalism, according to Habermas “emphasizes individual freedom from restraint and is usually based on free competition, the self-regulating market, and the gold standard; c: a political philosophy based on belief in progress, the essential goodness of the human race, and the autonomy of the individual and standing for the protection of political and civil liberties.” As an individualist, rather than a collectivist ideology the individual is placed as the building block of society. Realists disregard the fact that moral values guide ones foreign policy. They also believe that even though one might deceive themselves about considering democracy and morals, the matter of the fact is that people will always put their self-interest before anything else thus governments act upon things such as geopolitical, economic interests for example. According to realists, there is no higher authority to punish those countries that misbehave so a country can just do whatever it pleases.
According to realist view ordering principle of the international system is based on anarchy. There is no higher authority other than the states themselves to check and balance their actions. Consequently, nation-states are the main players in this system. In other words, sovereignty inheres in states, because there is not a higher ruling body in the international system. This is known as state centrism. Survival is an obligation continuing to be sovereign. On the other hand, sovereignty is the characteristic feature of states and its meaning is strongly tied to use of force. According to the most of the realist variants, states are “black boxes”; the determinative factor is states’ observable behavior, not their leaders’ characteristics, their decision making processes or their government systems.
Neo-realism and Liberalism both provide adequate theories in explaining the causes of war, yet Neo-realist ideals on the structural level and states being unitary actors in order to build security, conclude that Neo-realist states act on behalf of their own self interest. The lack of collaboration with other states and balance of power among them presents a reasonable explanation on the causes of war.
In conclusion realist and liberalist theories provide contrasting views on goals and instruments of international affairs. Each theory offers reasons why state and people behave the way they do when confronted with questions such as power, anarchy, state interests and the cause of war. Realists have a pessimistic view about human nature and they see international relations as driven by a states self preservation and suggest that the primary objective of every state is to promote its national interest and that power is gained through war or the threat of military action. Liberalism on the other hand has an optimistic view about human nature and focuses on democracy and individual rights and that economic independence is achieved through cooperation among states and power is gained through lasting alliances and state interdependence.
Both of these are international relations theories. International relations theories aid the individual in better understanding why states behave the way in which they do and “several major schools of thought are discernable, differentiated principally by the variables they emphasize” (Slaughter 1). That being said, to understand offensive neorealism, one must firstly be able to know the basis of realism in itself, as well as differentiate neorealism from neoclassical realism. Stephen G. Brooks argues in his article “Dueling Realisms” that both “neorealism and postclassical realism do share important similarities: both have a systemic focus; both are state-centric; both view international politics as inherently competitive; both emphasize material factors, rather than nonmaterial factors, such as ideas and institutions; and both assume states are egoistic actors that pursue self-help” (Brooks 446). Structural realism is another term for neorealism, and both will be used interchangeably in the following case study. Aside from these shared values that both reflect, the two forms of realism both present very different or conflicting views on state behaviour. For one, neorealists believe “the international system is defined by anarchy—the absence of a central authority” (Slaughter 2) and that states take action based on the possibility of conflict, always looking at a worst-case scenario, whereas postclassical realists believe that states make decisions and take actions based on the probability of an attack or act of aggression from other states (Brooks 446). To expand on neorealism’s possibility outlook, Kenneth Waltz argues, “in the absence of a supreme authority [due to anarchy], there is then constant possibility that conflicts will be settled by force” (Brooks 447). People’s ideas and assumptions about world politics shape and construct the theories that help explain world conflicts and events. These assumptions can be classified into various known theoretical perspectives; the most dominant is political realism. Political realism is the most common theoretical approach when it is in means of foreign policy and international issues. It is known as “realpolitik” and emphasis that the most important actor in global politics is the state, which pursues self-interests, security, and growing power (Ray and Kaarbo 3). Realists generally suggest that interstate cooperation is severely limited by each state’s need to guarantee its own security in a global condition of anarchy. Political realist view international politics as a struggle for power dominated by organized violence, “All history shows that nations active in international politics are continuously preparing for, actively involved in, or recovering from organized violence in the form of war” (Kegley 94). The downside of the political realist perspective is that their emphasis on power and self-interest is their skepticism regarding the relevance of ethical norms to relations among states.
To define any perspective in International Relations, one must understand its’ origin and primary authors, including the context in which they were writing in. Liberalism is one of the more loosely defined perspectives as it has had a number of authors throughout history. Primarily, liberalism relies on the positive aspects of human nature. One of the most prominent liberal authors was Kant- who often wrote of the anarchical nature of international relations- referring to it as “the lawless state of savagery.” He also wrote of three primary routes to obtaining peace within this system, namely treating all aspects of human life with humanity, allowing for a federation of states and most importantly republican constitutionalism.
To conclude, there are four main components of the realist approach to international relations, they are: state which includes egoism as the states are composed by the selfish people, self-help which includes balance of power as power is used to enhance the survival rate, survival which includes hegemony in order to maintain its position and anarchical system which related to lust for power and led to security dilemma.
To start, Liberalism traces its roots back to the Enlightenment period (Mingst, 2008) where many philosophers and thinkers of the time began to question the established status quo. Such as the prevailing belief in religious superstition and began to replace it with a more rational mode of thinking and a belief in the intrinsic goodness of mankind. The Enlightenment period influenced Liberalism’s belief that human beings are thinkers who are able to naturally understand the laws governing human social conduct and by understanding these laws, humans can better their condition and live in harmony with others (Mingst, 2008). Two of the most prominent Liberal Internationalists of the Enlightenment period were Immanuel Kant and Jeremy Bentham who both thought that international relations were conducted in a brutal fashion. It was Kant who compared international relations as “the lawless state of savagery” (Baylis and Smith, 2001, pp 165). It was also Kant who believed nations could form themselves into a sort of united states and overcome international anarchy through this (Mingst, 2008). This was probably the beginning of a coherent belief in a sort of union of sovereign states. Toward the end of the seventeenth century William Penn believed a ‘diet’ (parliament) could be set up in Europe, like the European Union of today (Baylis and Smith, 2001). We can see much of this liberal thinking today in organizations such as the United Nations.
In realism, states are seen as rational, unitary actors. Realists assume that the actions of a state are representative of the entire state’s population, disregarding political parties, individuals, or domestic conflict within the state (Goldstein & Pevehouse, 2010). Any action a state takes is in an effort to pursue national interest. National interest is “the interest of a state overall (as opposed to particular political parties or factions within the state)” (qtd. in Goldstein and Pevehouse, 2010, p. 355). “In the place where idealism and realism meet, that is where there is the greatest evolutionary tension.” Idealism prioritizes ideals, social reforms and morals, by wanting to benefit not just yourself, but the world around you, believing people are generally good. On the contrary, realism gives priority to national interest and security with emphasis on promoting one’s own power and influence by assuming that people are egocentric by nature. Based on the definitions stated above, idealism and realism are significantly different from each other and their divergence of thought is more apparent when various proponents of each such as Woodrow Wilson, Henry Lodge, Barack Obama and George W. Bush have varied outlooks on comparable issues in politics. Subsequently, an idealist’s reaction to a particular issue would be a lot different than a realist’s response. Therefore, idealism deals with normative ideas and allows for improvements in the progress of not only a single state, but the whole world, however realism solely focuses on the benefits of one’s own nation.
