The controversial issue of whether or not Child Protective Services are doing their jobs properly, has grabbed nationwide attention. Child Protective Services is the name of a government agency in many states of the United States whose mission is to respond to reports of child abuse and neglect. Some of these cases may include physical abuse, sexual abuse, and mental abuse (Wikipedia). The child welfare system is corrupted. The parents and guardians who are accused of abuse are automatically labeled as guilty and will have to prove their innocence; instead of being innocent until proven guilty. Unfortunately, many social workers overstep their boundaries and round up children to make it seem like they are needed, by lying about the amount of abuse cases. Many reports of child abuse and neglect have been proven to be false. False accusations can be reported by neighbors, anonymous callers, teachers, schools, and even social workers themselves (squidoo). CPS workers abuse their federal authority by manipulating people, lying, and profiting for the service and for the foster care worker. Many children across the country are wrongfully removed from their homes everyday by workers with an anti-family mindset, who use removal as a first resort not a last. It is not only detrimental to the child’s well-being, but is also immorally abusive to the child. The goal of the child welfare system is to promte safety, permanency, and wellness among all children. Instead of pursuing their goals, they tear families apart and destroy them completely. CPS organizations do little or nothing to assist in maintaining the unity of families. No action was taken and as a result Nixzmary died (Wikipedia). The system has failed countless other children including Sarah Chavez, Baby Briana, Peter Connelly, and Lisa Steinberg. Finally, Children Protective Services has let down many children and families. Children who are in the homes of loving, nurturing parents are take away from their secure environments, and are placed into degrading situations. The children who are in desperate need of help do not receive it. Many of the real cases of abuse go unnoticed and unfounded. The system need to distinguish the difference between real child abuse and parenting because there is a child out there who does need help but the workers are too busy focusing their time on cases that are not necessary. If CPS would create a new sstructure and set new standards, many more lives could be saved.
The job of a child welfare worker appears to be a demanding profession that promotes the child’s safety, but also strengthens the family organization around them in order to successfully raise the children. This child welfare workers work in the system known as the Child Protective Services whose initiative is to protect the overall welfare of the child. The short novel From the Eye of the Storm: the Experiences of a Child Welfare Worker by Cynthia Crosson-Tower demonstrates the skills necessary to deal with the practice of social work along with both its challenges and its happy moments. The novel consists of some of the cases involving Tower’s actual career in social work. In reading the book, I was able to experience some of the actual cases in which children dealt with physical and mental abuse from their families that caused them to end up within the system. Also, some of these children had issues in adapting to foster and adoptive families based on the issues they faced earlier in life. As we have learned earlier in the course, the violence that a child experiences early in life has an overall affect on the person they become as they grow into adulthood. When children deal with adverse childhood experiences, they are at a higher risk for abusing drugs and/or alcohol, increased likelihood of abusing their own child or spouse, higher rates of violent and nonviolent criminal behavior, along with several other issues throughout their lifespan.
When children are hurt physically, emotionally, or sexually it is known to be child abuse. Children are known to be neglected when they are not getting the proper attention needed for children. When children are neglected or abused in any way it is the responsibility of others to report such acts to the authorities as to what they have witnessed first-hand or signs of abuse or neglect seen after the fact, these people who reports such acts are known as third parties. The proper authorities to report child abuse or neglect is called Child Protected Services also known as Child Welfare. After the abuse or neglect is reported the proper authorities will then investigate to see if the abuse or neglect is legit or fraudulent (Sedlak, 2001).
With the increasing number of cases each day, concerns are being raised as to whether the rights of parents are being violated. It is common knowledge that there have been serious accuracy flaws resulting in the wrongful termination of many parents’ rights. However, little is being done to fix these errors and give parents their children back. Child Protective Services is the most needed yet unwanted agency in each state. While a system is necessary to intervene and protect children who are abused, there is speculation on the procedures and policies the state uses.
It is the CPS duty to protect the child from harm and the caregiver’s duty to report harm (Martin, 2010). While it seems that Martin (2010) feels that substandard care in a child’s home is connected to community and poverty. I feel that they place a part in sexual abuse, but is not the whole picture. There are some underlying mental issues that causes a grown person to want to hurt a child. I will also say that maybe some abuse in the abuser’s life created this problem. Some parents in the world do not discipline their children and do not care what the children. All they care about are them selves. At that point the social workers take the child and put them in foster homes with complete and total strangers. Some companies just put kids with people who do not care about the children just what they get paid. They just let the children go off and do what they want and do not supervise the children’s activities. The social workers should do more thoroughly background checks. There should also be more supervision in foster homes instead of little supervision, and the workers should visit the home and the children more often than they actually do.
Most services provided to families by the child welfare system have complicated requirements that make it nearly impossible for them to receive all the necessary resources. For example, the child welfare system currently provides the family with a packet of resources, in which the family on their own must contact agency after agency for services, just to be notified that there are fees to receive services or there are long waiting lists. For the most part, families are then discouraged from asking for further assistance. The child welfare system needs to be able to address the underlying issues that disadvantaged families are dealing with, which may be playing a role in the child maltreatment occurring in the home, whether it is general neglect or child abuse.
Child Protective Services (CPS) is a government agency that is meant to protect children from abuse, neglect and/or maltreatment. The purpose of CPS is to ensure that the child is placed in a safe environment. There are a considerable amount of cases, where CPS workers were not protecting the child by not giving them an adequately safe environment to live in. Once, a child is reported of being abused or neglected, an investigation is conducted to determine whether there is substantial harm being placed on the child. Not all cases investigated are declared harmful for the child, thus him or her must remain in his or her primitive home.
Child abuse in the United States is a growing epidemic. Every year the number of reported cases, and missing children go up. This is caused mostly by lack of education about the different types of child abuse, and the signs that go along with it. Communities need to provide more resources to better educate the public about the types of abuse, and the signs that go along with it. Child abuse and neglect can be lessened by more resources, more education and to reach out to others.
A state that undertakes custody of a child is declaring that it can do a better job providing protection. This system is a powerful agent of support, providing positive nurturing environments that enable a child to reach his or her potential. Nonetheless, when children suffer additional abuse in the system, this government intervention should be questioned.
As a Child Protective worker, my responsibilities are to assess safety (immediate), risk (future harm), abuse and maltreatment, and make a determination as to whether a child is safe or at risk of future harm and assess the need for services. Social agency and the court authorizing the placement, and caregivers are responsible for the continuing monitoring to ensure that the child in placement receives adequate care and supervision (Downs, Moore and McFadden, 2009, p.275). Services for children in foster care are a teamwork effort of the different parties involved (Downs, Moore and McFadden, 2009). Unfortunately in Antowne’s situation the agency and the court system failed him because although he was removed from his mother, the abuse and neglect continued. The systems involved did not provide the safety net Antwone needed.
All the benefits provided by CAPTA are important, but one highly important benefit CAPTA provides for infants and children is that all allegations of child abuse and neglect must be investigated to ensure the well-being and safety of every infant and child. After allegations of child abuse and neglect are reported an investigation is the next step in protecting every child. Another benefit of CAPTA for infants and children is that if the heart wrenching experience of child abuse or neglect occur the state CPS systems and private organizations are trained and prepared to provide treatment for the child. In a like manner, CAPTA provides benefits for women and families by providing support and services that address domestic violence. CAPTA also promotes family involvement in all aspects of a CPS case involving child abuse and neglect. The states benefit by the foundation that CAPTA sets regarding the functioning of CPS systems and in a financial aspect. CAPTA provides funding to “Support child abuse and prevention activities by funding discretionary grants to states and/or public or private agencies or organizations” (California Department of Child Services, 2011). Everyone benefits when CPS systems according to CAPTA policies, “The act’s sponsors meant to feature three important themes of CPS reform in these amendments, including encouraging the involvement of family members in a child welfare agency’s decisions process; promoting and enhancing COS collaboration with domestic violence services and substance abuse treatment programs, and increasing the use of differential response by states through the use of noninvestigative/nonaccusatory approach to responding to reports of child maltreatment” (American Bar Association,
...or state organizations to provide these additional services for families, they are in need of government funding. “States can use about 10% of federal dedicated child welfare funds flexibly for family services and supports, including prevention or reunification services…”. More funds are needed for the organizations to provide services to all members of the family, both directly and indirectly involved. The Nurse-Family Partnership program found a “48% lower level of abuse and neglect for children served through the program than children in the control group”. So having access to these services has shown a reduction in child abuse. As discussed in class, the goal is always to keep the child in the home. Since the beginning of our nation’s history, child abuse has made an impact of great measures. Many kids have become victims of abandonment, physical or sexual abuse, sex trade working, or criminals by default in order to survive. Though the cause and effect of child abuse can vary, it is a common problem within families. Today countless stories are documented of kids being abused by loved ones, in government programs, by caregivers and in other places deemed safe for children. However, because child abuse is a reoccurring factor in the history of America, the government is currently passing laws that enforce stricter punishment to individuals that cause maltreatment.
