Pericles did not wish to simply reiterate what Athens had achieved, but rather he wanted to address how and why Athens achieved. He believed that Athenian politics, culture, and character were more relevant to the deceased soldiers than their ancestor’s military successes. Accordingly, he praised these elements of Athenian society and in the process justified the soldiers’ sacrifice. He spoke “but what was the road by which we reached our position, what the form of government under which our greatness grew, what the national habits out of which it sprang; these are the questions which I may try to solve before I proceed to my eulogy upon these men; since I think this to be a subject upon which on the present occasion a speaker may properly dwell, and to which the whole assemblage, whether citizens or foreigners, may listen with advantage.” (2.36.4).
One of the biggest critics of Pericles’ vision of democracy was Pseudo-Xenophon or (The Old Oligarch). The Old Oligarch first critics the common assessment of the Athenian Democracy that states that democracy does not work very well and that it is foolish and mistaken. The Old Oligarch responds to this common assessment believing that Athens is doing everything right with democracy in terms of what they wanted to achieve with all citizens getting a say in government as Pericles had visioned. However, the Old Oligarch criticizes the common people of Athens as ignorant and disorderly. The Old Oligarch does not agree that all Athenian citizens have merit over class like Pericles. Not being a supporter of the poor, the Old Oligarch finds the Aristocrats as the better sort of people. In passage 1.9, The Old Oligarch states, “But if you seek for good legislation, in the first place you will see the cleverest members of the community laying down the laws for the rest.” The Old Oligarch’s statement shows that he believed the aristocrats were designed to rule. They had money and time, the two biggest components to get an education at the time, and as a result the Old Oligarch believed the aristocrats since educated, could make the best legislation for Athens. The Old Oligarch belief is supported through history to when democracy fell in Athens after the consequences of the Sicilian Expedition. Pericles gave a few reasons for giving this funeral oration. The main purpose Pericles gave his speech was to praise the Athenian war dead. For example, in the speech he states, “When men’s deeds have been brave, they should be honored in deed only and with such honor as this public funeral”. He goes on to explain in the speech that a friend of the dead who knows all the facts is more likely to think that the words of the speaker are not good enough or do not meet their expectations. Although a listener that does not know the dead will be envious of anything that surpasses his own powers or knowledge. He gives reasoning for this in the speech by stating, “Mankind are tolerant of the praises of others so long as each hearer thinks he can do as well or nearly as well himself, but, when the speaker rises above him, jealousy is aroused and he begins to be incredulous”. His speech was also meant to be a tribute to the city of Athens and the way of life there. Pericles wanted to convince the people of Athens that their city is worth dying for. To do this he talks about the ancestors and how their land has been passed down from generation to generation.
In the fifth-century BC, Athens emerged as one of the most advanced state or polis in all of Greece. This formation of Athenian ‘democracy’ holds the main principle that citizens should enjoy political equality in order to be free to rule and be ruled in turn. The word ‘democracy’ originates from the Greek words demos (meaning people) and kratos (meaning power) therefore demokratia means “the power of the people.” The famous funeral speech of Pericles states that “Our constitution is called democracy because power is in the hands not of a minority but of the whole people.” However, only citizens (free adult men of Athenian descent) could participate in political matters. Women and slaves held no political rights, although they were essential in order to free up time for the citizens to participate in the matters of the state. The development of Athenian democracy has been fundamental for the basis of modern political thinking, although many in modern society UK would be sceptical to call it a democracy. Plato and Aristotle in The Republic and The Politics respectively were critical of the Athenian democracy, by examining the culture and ideology present the limitations and possible downfalls of a democratic way of life. Within this essay I will outline these limitations and evaluate their validity.
During the age of Pericles, the ideal form of government was believed to be a government formed by all of the citizens regardless of wealth or social standing. This was known as democracy, literally meaning “ government of the people” [Document 3.] This government favored the many instead of the few. Athens was a direct democracy, meaning every citizen participated in debates. Western civilization used this philosophy of government by many, and created an indirect democracy where citizens elect officials to make and enforce laws.
However, in both Greek and Roman democracy, true equality was virtually non-existent. Only native men above the age of 18 were permitted to vote, thus; women, slaves, children and immigrants were excluded. Therefore, in Athens during the 4th Century BCE only approximately 45,000 people out of an estimated population of 300,000 were eligible to vote (Patterson 2006). Similarly, estimates suggest that at the height of the Roman Empire only 30,000-70,000 Romans, the maximum capacity of The Forum, would have been able to vote - a comparatively insignificant percentage of the total Roman population (Patterson 2006). Additionally, members of the social elite were granted preferred entry to The Forum, as they were viewed as more politically astute (Patterson 2006). This indicates that, although public meetings and voting played a central role in Roman life, “those involved were likely to be a select and unrepresentative body” (Patterson 2006 pp. 355). Hence, the role of common people was largely a façade, and represented a selection between, and validation of, members of the social elite.
For Pericles, Athenian values are realized through culture and “daily devotion.” He claims that Athenian citizens obey both “the laws themselves” and “agreed-on social values (which need no specific legislation),” not requiring legislation to uphold their values. Accordingly, Pericles views exceptionalism as intrinsic to Athenians. Boasting about the city, Pericles questions “how else did she become great but by this genius in her citizens?” A recommitment to civic values, therefore, is simple to Pericles: Athenians are exceptional at the moment of his speech, and must simply continue their past conduct in order to achieve future
He says "..... The Lacedaemonians do not invade our country alone, but bring with them all their confederates; while we Athenians advance unsupported into the territory of a neighbour, and fighting upon a foreign soil usually vanquish with ease men who are defending their home". The system of government we have today was starting to developed centuries ago by the Athenians and Romans. Both governments were established with the intent to give power to the people, even though it did not always play out that way in society. The Athenian democracy and the Roman republic were two very different governments in practice, but also maintained similar characteristics in both systems of government.
The death of Pericles was a significant event in the course of the Peloponnesian War; however, even without Pericles' leadership the Athenian Assembly had countless opportunities to prevent their loss and chose not to take them. The fickleness and inefficiency of democracy ('the mob') allowed the Athenians to be easily influenced and therefore electing populists such as Cleon, Lysicles and Hyperbolus into dominant leadership roles. Election, via democratic means, of such populists, meant that the Athenians would take a much more aggressive approach to the war and therefore abandon the policies that Pericles had previously established. So in turn, democracy the institution for which the Athenians fought tirelessly to protect, rather than the death of Pericles, ironically became the dominant factor influencing the final outcome of this Ancient Greek civil war.
Thucydides’ version of Pericles’ “Funeral Oration” can be read as more of an ironic rendering of Pericles’ original speech since The History of the Peloponnesian War is not just considered to be a historical account but also a “highly imaginative piece of work” in which Thucydides made characters involved in the war say what he believed they actually meant instead of what they might have originally said (Thucydides Introduction pg. x). The march towards developing a democratic society is often obstructed with societal unrest due to the influence of the status quo on the instruments of power. Before the rule of Solon, Athens underwent this same rule, as there was much discontent among the social classes in Athens. The society suffered financial disparity that often was the trigger for the war among the rich and poor in the society. This was a major factor that forced Solon into power to institute policies that would see a reformed Athens. By so doing, the society was looking for an avenue that would guarantee democracy and a society that is fair for everyone. The city-state of Athens was the epicenter of the revolution for the Athenian democracy during the fifth century BC. In the Athenian democracy, the electorate voted for the legislation of bills instead of a direct democracy where the electorates are tasked with electing representatives who later developed the bill. Among the first people who made significant contributions to the development of the Athenian democracy were Solon (594 BC), Cleisthenes (508/7 BC), Pericles (495 – 429 BC) and Ephialtes (462 BC). Pericles was the longest serving democratic leader who contributed much development in democracy in the city. This paper will give an account of the age of the Pericles.
The Greeks system of democracy was an entirely new concept when it was created, and one that has had lasting affects as it continues to influence present day politics around the globe. Modern day democracies may very well not exist if it wasn’t for the success the Athenians had with democracy. Today we look back at these ancient civilizations and we try to better our current society by learning from their mistakes and building on their success.
