Summary of the Exercise Transformational change project (TCP) leadership team met to analyze and prioritize all of the information to identify specific issues. Team member’s input was gathered for the successful implementation of project based learning in Alternative Education for Riverside County office of Education. Key points were discussed and clarified to select five critical areas that need to be addressed. Not all members of the original TCP leadership team were available. This was due to staff having other work priorities that took priority, teachers being on vacation, location of meeting and issues that arose during the meeting that took staff away. Leadership team analyzed all the elements to narrow down what are the major five issues that the leadership team must address.
Key Strategic Issues The leadership dissected and analyzed all of elements that need to be addressed for proper implementation of project-based learning. After careful analyzes the leadership team grouped some of the elements into categories and then they discussed what the major issues were from the list gathered. The leadership team identified five key issues:
1. Partnering with outside agencies to make curriculum relevant to students.
2. Student addictions play a role in their learning and attendance.
3. Teacher recruitment and retention.
4. Having different grade levels in a classroom with various gaps and levels.
5. Assessments that test student’s progress.

Leadership team felt that with new curriculum new curriculum based assessments need to be implemented to measure student academic growth and content standard mastery, and to demonstrate if project base learning in an appropriate educational tool for alternative education students. Students should be assessed on the lessons taught not questions picked from a database.
• The elephant in the middle that no one wants to discuss is the addiction our student population has. Several students come to school under the influence of illegal substance and teaching to them in this state is difficult. The administration knows it is an issue but it is an issue that the educational agency is not responsible for. For project based learning to be successful students should be ready to come to school ready to learn, students under the influence are not ready to learn, cause behavior issues in the classroom, are defiant, et.
After careful analyses and rewording the team discussed several of the issues and then decided that some of the issues had to be changed. This was due to the team realizing that some of the issues were handled by other departments and or needed rewording and three issues were selected to be worked on for the 2016-2017 academic
