Schools are where we spend half of our lives at, our kids are spending time and energy in these places to become better people in the future. There is absolutely no reason why budget cuts should ever happen in a school. If the country is taking taxes from all of the citizens than they should be conscious to spend that money on things that matter like our children. Making budget cuts takes away programs for kids to excel in and makes a child harder to express himself. Arts are usually the first programs to be cut. In her essay “The Sanctuary Of School” Barry elaborates on her problems going on at home and talks about how going to school is her sanctuary because it allows her to get away from all of her worries. She finds sanctuary, thanks to her teachers that are helping her go through her problems with art. If budget cuts were to come in and take that art teacher away would that mean her sanctuary would be destroyed. Although cuts have to happen they don't necessarily need to happen at schools, schools should never be making budget cuts when there's so many other things we can cut. Military equipment for example can be cut we just launched fifty missiles into our “enemies” missiles averaging out to a cost of millions of dollars. There is no reason why schools should be cutting programs just so we have other things like military weapons being funded.
Budget cuts are a menace to schools and children it limits potential and closes the gate around the arts not allowing our children to experience everything they can. Fine arts gives students a chance to pour their hearts into something beautiful; a chance to be a part of something that is bigger than just themselves. Some schools are facing financial troubles with the current economy, and one of the first programs they consider cutting is fine arts. The removal of fine arts programs would be absolutely devastating to countless members of the community. Many students would lose their favorite class, in some cases the one class that helps them get through the day, and many teachers that truly care fir the students would lose their dream jobs. Fine arts should not be cut from schools; they build confidence, help with the application of other academic concepts, and even help to prepare students for their future work in the business world.

School funding for public schools has collectively been cut by $7.6 billion since 2002, forcing schools districts in Georgia to a tipping point. The 2001 recession had a major effect on Georgia’s fiscal condition, which consequently had a major effect on the financing of K-12 education in Georgia. School budgets are used to describe a district’s plan for the upcoming year as pertaining to anticipated revenues and expenditures. Each district’s budget heavily relies on the amount of money they receive from the state’s general fund and since that number has significantly dropped in recent years schools are not able to provide the best education for our students. The budget for public schools in Georgia should be increased because teachers are losing their jobs and schools are being forced to eliminate valuable programs that are instrumental in the education of our youth.
The Chicago Public School District is the third largest school district in the United States educating around 400,000 students. Back in 1987 CPS was named “the worst in the nation”(). Moving its way up to the top, since then, CPS had completely rebuilt its structure, appointing leaders and reformed ideas. Now, with a deficit projected to be around $1 billion CPS is headed back in a downwards path, money being the biggest issue. The United States Federal Government already has financial issues of its own, which makes dealing with a CPS budget a problem within a problem. CPS, with a $6.6 billion FY2013 budget, is now taking a new strategy based upon a flawed “Student-Based Budgeting System”. The Board of Education is also struggling to solve the debt they have reached, and with their FY2014 plans this year’s budget book is argued to be “one of the most poorly written budgets”(). The way CPS is handling their budget is not benefiting the lives and education of students and is leaving CPS at a loss with giant financial issues.
First off the art program takes up to much of the budget some schools that lose a lot of money could be because of the fine arts program. Most schools are trying not to spend all their money, they are also trying to find ways to save their money. Most superintendents recommend on cutting the art program from schools. By cutting the fine arts program they save money in the salaries of employees. In the elementary levels art is usually the first thing to get cut, but on the other hand it is harder to cut when you get into high schools it is harder to cut because some schools need you to take so you can graduate. Proper school funding is one of the keys to having a successful school. Americans believe that funding is the biggest problem in public schools. School improvements revolve around funding. There needs to be funding not only in the successful schools but also the schools that aren’t doing as well. In documentary, Waiting for Superman, it talks about how smaller class sizes will help students. Funding is what will help the smaller class sizes. State funding mechanisms are subject to intense political and economic scrutiny (Leonard). Studies have shown that funding is inversely related to accreditation levels (Leonard). School funding needs to be increased, but there must be accountability as well.
Districts have to think about if it is worth the money to reduce class sizes, and if there is enough proof that students are academically better off in smaller class size rather than larger classes. According to Matthew Chingos and Grover Whitehurt authors of Class Size: What Research Says and What It Means for State Policy, “Increasing the pupil/teacher ratio in the U.S. by one student would save at least $12 billion per year in teacher salary cost alone” (Chingos, Whitehurt). Why would districts want to pay for the creation of smaller classes when they could save more by just adding more students to a class? This goes to show that there should not be a price tag on someone’s education. Why put more on a teacher’s plate just to save money? With the result from the Student Teacher Ratio, it is hard for districts to say that having smaller class sizes is not the way to spend money. If the districts spent the money on the class size reduction, they would not have to worry about an annual cost, because once small classes are set in place, the districts do not have to continue to pay. According to the National Education Association (NEA), having class size reductions do not only involve money but also create “improved health, less Medicaid coverage, lower crime rates, and fewer welfare recipients” (Class Size Reduction: A Proven Strategy). So, the districts should also look at this before being concerned to where their money goes. This book, Dare The School Build a New Social Order by George Counts, is an examination of teachers, the Progressive Education Movement, democracy and his idea on how to reform the American economy. The book is divided into 5 different sections. The first section is all about the Progressive Education Movement. Through this, George Counts points out many downsides and weaknesses of this ideal. He also talks about how he wants teachers to lead society instead of following it. In the second section, he examines 10 widespread fallacies. These fallacies were that man is born free, that children are born free, they live in a separate world of their own, education remains unchanged, education should have no bias, the object of education is to produce professors, school is an all-powerful educational agency, ignorance rather than knowledge is the way of wisdom, and education is made to prepare an individual for social change.
I learned that school budgets not only inform us of priorities, but they can also serve as a communication tool for the whole district. I feel as if our school could use the budget as an opportunity to discuss progress as well as our strategic plan, but they don’t. Teachers and parents rarely hear about the budget’s educational and operational objectives and accomplishments. This is definitely something my school could improve on, since the school budget should reflect the community and their values. I also think there is a skewed public, and even faculty, perception regarding the school budget. Some of these views include that the school budget is wasteful, administrators are overpaid, administrators are not forward-thinking, and money is spent in the wrong areas. These adverse perceptions of the school budget are often heard during difficult economic times, such as when our school district recently went on fiscal distress. Some states want to have separation when it comes to the income of these schools. States argue that high class, wealthy, school districts should have more money than the lower class districts, because of the tax payers wants or because there are better opportunities for students to grow in the wealthier areas. According to the U.S. Department of Education, more than 50 percent of lower end schools are not receiving the amount of money they should get from the state funds (U.S. Department of Education). This is what is preventing school districts in these areas from helping students with their education. The schools are forced to cut back on programs such as extracurricular activities that are suppose to encourage students to be active, or they would have to cut back on supplies where in some cases there are not enough textbooks for each student to have his or her own. The U.S. Department of Education also stated that teachers that are less paid and have less years teaching are often the ones dealing with the students in poverty. (U.S. Department of Education).
