The intent of this argumentative research paper, is to take a close look at school systems disciplinary policies and the effect they have on students. While most school systems in the nation have adopted the zero tolerance policies, there are major concerns that specific students could be targeted, and introduced into the criminal justice system based on these disciplinary policies. This research paper is intended to focus on the reform of zero tolerance policies, and minimizing the school to prison pipeline.

Students that have been labeled “delinquent” need help in beating the odds to become successful adults. As C. Ogletree discusses article, Total Reform for a Broken System, a program needs to be created that includes family involvement and support to create concrete goals and means for students to achieve them, in the aim of becoming successful students throughout each school until graduation. It is a great goal for school institutions to strive in changing students’ behavior for the better, giving them a fair opportunity in education. Not to single out those of low-income homes, race, or learning disabilities. It should be the goal to get to the heart of misbehavior that is introducing so many students into the juvenile justice system. School institutions need to be place of supportive and structured learning from day one. Students enter school as young children, for the first time away from parents, relying on educators to guide them throughout their day. School Institutions should look for a positive approach that emphasizes on individual strengths to promote learning. The restorative circles program is having been introduced into school systems as an alternative to the zero tolerance policies. It creates an involvement of communication between all parties in any issue. For my second article review I decided to do mine over the article Harry Wilson titled Turning off the School-to-Prison Pipeline. The main theme that this particular article deals with is how our school systems have become a direct pipeline for kids to end up in prison and the way to break this pipeline is through our schools changing certain policies they operate by. In the most recent years, the relationship between educational institutions and the juvenile justice system, which was once created to protect children, has displayed an ultimatum for minors through “zero tolerance” policies that result in sending individuals from school to prison to pipeline. Studies have shown that these policies are not beneficial to students or the educational environment that should be guaranteed to children. Opponents argue that the policies promote safety, but through this research it can be concluded that the policies actually increase danger. Studies demonstrate the factors that affect the enforcement of these policies which include media, the sociopolitical atmosphere, and the racial disproportionality, yet there are valid solutions for this issue that can be explored.
The zero tolerance policy has become a national controversy in regards to the solid proven facts that it criminalizes children and seems to catch kids who have no intention of doing harm. Although, there has been substantial evidence to prove that the policies enforced in many schools have gone far beyond the extreme to convict children of their wrongdoing. The punishments for the act of misconduct have reached a devastating high, and have pointed students in the wrong direction. Despite the opinions of administrators and parents, as well as evidence that zero tolerance policies have deterred violence in many public and private schools, the rules of conviction and punishment are unreasonable and should be modified.

This is very important because students are missing on their education for getting suspended or put in juvenile. We all want children to be led into successful life not to be led into a pathway to prison. The U.S prison system is fed through the school to prison pipeline. Starting in schools, some children are targeted through disciplinary action, are suspended at high rates, and are fed into the system of juvenile justice that lead to incarceration.
The school to prison pipeline is a phenomenon that refers to the practices and policies that have pushed school children, especially the most at-risk children, out of classrooms and into the juvenile justice system. This disturbing occurrence indicates the prioritization of incarceration over the education of children. Most alarmingly, many of the children being targeted have learning disabilities or histories of poverty, abuse or neglect. Instead of being targeted, these children would much rather benefit from additional counseling and educational services. Moreover, the knowledge acquired in this course will be incorporated in this paper and used to explain the points made. In this term paper, what will be discussed is the expansion of the zero tolerance policy, the different views on the policy, who is mostly targeted, the effects on the juveniles and any alternative solutions that could diminish this dismaying occurrence for becoming a larger problem.
Parents should be more involved with their children’s lives, and try to discipline and set rules at an early age. It is better for a juvenile to be confined rather than him/her influencing average teenagers to follow in his footsteps. It is a sad day when a teenager has to spend his/her days in a juvenile facility rather than outside enjoying his freedom and childhood. Children, who attend these programs and cannot cope with the challenges, can be easily abused. The risk in enrolling these teenagers into such disciplinary programs may either break them or make them improve their behaviors and quality of life. If the zero tolerance program is installed in the educational system, schools must decide when and how it should be enforced. This is a very complex issue and when open to debate you see three approaches to it. First, advocates of zero tolerance policies concentrate on positive changes in school security, ways of punishment, and change in student behavior. Those who oppose the policies argue that zero tolerance should be eliminated due to its lack of rationale and logic. Finally, the opposing viewpoint criticizes the zero tolerance policy for being too extreme and inappropriate for schools.
Gabbard’s (2013) application of zero tolerance policies goes hand in hand with this phenomenon known as the school-to-prison pipeline (STPP). Introduction: Recidivism or, habitual relapses into crime, has time and time again proven to be an issue among delinquents, which thereby increases the overall juvenile prison population. This issue has become more prevalent than what we realize. Unless a unit for measuring a juvenile’s risk of recidivism is enacted and used to determine a system to promote effective prevention, than the juvenile prison population will continue to increase. Our court system should not only focus on punishing the said juvenile but also enforce a program or policy that will allow for prevention of recidivism. So the question remains, how can recidivism in the juvenile prison population be prevented so that it is no longer the central cause for increased juvenile delinquency? Simply put, we must create a means of measuring juvenile’s level of risk and in turn, form an effective rehabilitation program that will decrease their risk level for future recidivism.

The Zero-tolerance policy was originally developed in the 1980s to target the booming drug trade by the U.S. Customs Agency (Martinez, 2009). The policy was later adopted in public schools as a response to the perception that juvenile violence was increasing and the need for school officials to take desperate measures to address the problem of violence. School officials became increasingly concerned about the use of drugs and the increasing involvement of gang activity among students. The horrific shooting at the Columbine High School only further solidified the fears of school safety among students and staff (Curtis, 2014). The Zero-tolerance policy assumes that removing students who engage in disruptive behavior will deter others from disruption and create an improved climate for those who remain (American Psychologist, 2008). The U.S. educational system has implemented a policy and philosophy, which was intended to deter drug criminals to be rendered as a disciplinary tool for students.
