It is a system that was made for mothers and her children in Rome that we’re poor and were literally starving to death. 2 “Welfare is the provision of a minimal level of well-being and social support for citizens and other eligible residents without sufficient current means to support basic needs”. In Rome the welfare system started when all the men had fled off to war. All the youthful young women with their children were essentially just left to survive.
