The Effect of ICT on the Local Community
Public Libraries
Members of libraries can use the ICT facilities there to access
Internet and e-mail or even programs such as Microsoft office, which
includes PowerPoint, Word, Excel, Access and FrontPage. Using the
Internet at libraries can be a waste of time because sometimes the
computers maybe slow or busy. When using e-mail it can be frustrating
because some of the domains have been blocked, this only affects
children mostly. Other computer hardware is available, for example,
speakers, scanners or printers. Most libraries also give free access
to their ICT equipment.

When using the libraries computers, most of the websites for children
have been blocked. This is to stop misuse of the computers and noise
in the library from children coming in and being noisy talking to each
other while on the computer, playing games. There is also not enough
privacy on what you maybe doing, for example, when logging on to
certain websites someone could see you type in your password. You are
also restricted to using ICT because of the times that the library is
open and in most libraries time slots of 1-2 hours are given.
Libraries ICT equipment is not used to the best of its ability because
some of the staff haven't been fully trained. This could affect the
way some people are put off going to the libraries.
Cyber Cafes

[IMAGE]People can go to cyber cafes and use the Internet relatively
cheaply. The Internet they use is broadband, which is fast, and people
can enjoy tea, coffee, other drinks and food whilst they enjoy the
Internet at the same time. Cyber cafes share many of the
disadvantages, as libraries such as time restrictions, lack of privacy
etc. The cyber cafes are a bit more lenient when it comes to
restrictions comparing cafes to the libraries. Hardware is also
available in cyber cafes as it is in the libraries. Cyber cafes have
their good and bad points.

In this report we will discover information that needs to be taken seriously if we are to render the gap of the “Digital Divide”. The fact that the information age is at it’s all time fastest in revolution terms is quite alarming. This report will show social, educational, and economical aspects concerning the digital divide. Technology has the means and the governments and local communities have access to provide all individuals with Information and communication technologies (ICT’s). Proficiency is not worthy here as we need to accomplish solutions that assist in diminishing the gap on the digital divide, providing policy initiatives in reducing structural inequalities.
There is no doubt that computers are firmly implanted in our nation’s daily existence. Everyday I use a computer at least once, either writing a paper, surfing the Internet or checking my e-mail. On a recent trip to the library to do research I was quickly escorted by a librarian to the variety of computer databases, which are the fastest and most current source of information I found a survey in Statistical Abstracts of the United States comparing students use of computers in kindergarten through college from 1984 to 1993. A total of 27.3% of students used computers in schools in 1984, while a total of 59.0% used computers in 1993. This shows a steady rise in scholastic computer use and these figures are probably greatly inflated by now in 1997.
The recent revolution of internet and dot-com boom has brought more people familiar to computers and the Internet. It seems like that we can hardly find our way through everyday life with out using or having an internet connected computer next to us. The way we think, live, and communicate was changed once for all with the invention of networked communication of computers. Computers are no longer a piece of machine that sits on top of our desk for us to admire the marvelous technology brought by the geeks and freaks of 80's, but for us to constantly use and put in to work. And in a way, environment which we live in, the society, schools, jobs, forces us to make friends with that technology. Just like when you don't have a telephone you will have hard time communicate with meeting with your friends, absence of instant messaging programs, or ability to use one, will place you out of the circle of events happening with the friends, or don't let you do the work as fast or as good as the one who uses the technology. This is one of the reasons why increasing number of people choose to have computers and internet as a prime communication tool not only between friends and for socialization, but for everyday life. People are increasingly finding new ways of getting things done not by the waiting at the other end of the phone line, but clicking the way through a certain web pages, or typing their message on emails and messenger program. On-line part of the business of almost all industries, not only limited to the dot-com companies but other 'traditional' businesses as well, has been increasingly finding it self positioning more valuable and growing in potential. We are all too familiar with the online shopping sites and class websites that we use almost everyday in a very handy way of getting things done.

The advancement of public education is effected by many different factors. A main factor is technology. The continuously changing pace of the advancement of technology creates some challenges for the school, but if used to its advantage, it can create umpteen opportunities and can benefit students in unbelievable ways. Some challenges can consist of is schools would be forever playing catch up as more advanced technology emerges. This can be extremely expensive. Online resource capabilities save an individual time as well as provide ease of access and availability to a broad scope of materials. This can make it difficult for the families from those countries to come to such an advanced country to live in. Even when ordering food, places use apps on phones; this makes is hard for others to adapt to such living styles.
