3.2. Civil Service
The Civil Service is an important element of the economic and administrative life which is involved with the provision of goods and services by and for the State. The Civil Service in Mauritius originated in the period of French Colonial rule when a Provincial Council was created to govern the island. Over the years, the Mauritian Civil Service has modernised and professionalised. It has built on the principles of value-based ethics, enlightened leadership and human quality development policies.
Currently, the Civil Service consists of 24 Ministries and other Government Bodies/Departments. Public officials could be classified into the following cadres: Administrative, Professional, Technical and General Services. According …show more content…

In this context, the current Government is undertaking various measures to bring about transformational changes in the Civil Service by concentrating on Human Capital Development, simplifying processes, and enhancing the use of Information and Communication Technologies.

3.3. Ministry of Civil Service and Administrative Reforms (MCSAR)
The vision of MCSAR is to possess a proficient civil service devoted to excellence. “In this context, it aims at instilling a culture of excellence by being a driver and facilitator of change and innovation, spearheading administrative reforms to enable the delivery of timely and quality services and facilitating the continuous professional development and growth of human resources in the civil service, among others (Pay Research Bureau - PRB Report 2016)”.
MCSAR is also responsible for training of public officers in order to equip them with the necessary knowledge and skills in the execution of their jobs. It has conducted training of public officers, irrespective of their grade, through:

3.6. The Institute of Diplomacy and Foreign Trade (IDFT)
The IDFT was set up in 2007 and operates under the aegis of the Ministry of Foreign Affairs, Regional Integration and International Trade. It is a virtual training centre and offers lectures, workshops, courses, and information exchanges throughout the year mainly for diplomats, but is equally open to staff from other Ministries, the private sector and civil society.
The objective of the IDFT is to provide participants with key inputs on issues of regional and global concern, such as political, economic, trade, social, cultural, and environmental issues; diplomacy, protocol, and other issues.
