Many people in the United States of America believe that human trafficking only happens in foreign countries, but in reality this crime is frequently happening in our own communities. Human trafficking is a widespread phenomenon even in developed countries. For instance, in the United States, more than 800,000 people are forced into modern day slavery against their will. Even though this horrific crime has its roots in developing countries, its branches reach out to the developed countries as well.

The federal government is responsible for protecting the borders of the United States and conducting investigations on any criminal activity that fails to comply with federal laws. The state of Texas is responsible for ensuring safety locally and to prosecute any criminal activity that takes place within our boarders. In 2003, Texas established laws that would criminalize human trafficking. These laws provided definitions and penalties for traffickers that were convicted of human trafficking, such as forced labor and trafficking. Recruiting, harboring and obtaining a person against their will was also included in this law. In 2007, Texas passed legislation that required states Health and Human Services Commission to compose a report that detailed how existing laws fail to address the needs of human trafficking victims. This law allowed the state to provide more resources for survivors and enhanced the states ability to address domestic human trafficking. Texas created the Texas Human Trafficking Prevention Task Force in 2009. This task force was created to address and handle responses to human trafficking. The attorney general’s website provides a copy of a guide for Texas education professionals. This bill required law enforcement agencies to provide their employees with four hours of human trafficking training. This training would prepare all employees to handle human trafficking reports. The Texas Department of Public Safety (DPS) created a human trafficking squad in 2013. There are currently two human trafficking squads located in Dallas and Houston, Texas. These units are assigned to the Department of Public Safety Criminal Investigation Divisions, where they work with local, state and federal agencies to investigate human trafficking cases. The DPS later announced the launch of their mobile application, this application is designed to give citizens instant access to the states Sex Offender Registry, Texas 10 most wanted, and other resources.
