MEMORANDUM TO: SAMUEL EVANS FROM: BEATRIZ BECERRA SUBJECT: ANAYLSIS OF MEASURE L, CITY OF RICHMOND DATE: NOVEMBER 15, 2016 Introduction Measure L also known as The Richmond Fair Rent, Just Cause for Eviction and Homeowner Protection Ordinance to be implemented in the city of Richmond. The Ordinance proposes to establish rent control, a rent board, and just cause for eviction requirements in the City of Richmond be adopted. Measure L: What does it do? Measure L would establish a Rent Board composed of five members appointed by the City Council. The Rent Board would set a maximum allowable rent for rent controlled residential units, issue regulations and conduct hearings, conduct studies, surveys and investigations, and perform other duties necessary to administer the Ordinance. Economic Analysis Measure L implements a price ceiling on rent, limiting how much a landlord can charge a current or future tenant. Price ceilings tend to create a shortage of supply especially if there is a high demand and people are willing to pay more. However, Measure L gives both tenants and landlords a chance to plead their case to the Rent Board. For landlords, this can be a very useful tool if a tenant is mistreating the property or has not paid the agreed amount rent in a reasonable amount of time. In the text of the ballot, it cites several housing studies done in similar cities (in the bay area) which determined that housing had increased drastically. Therefore, Measure L is a solution to slow the market failure of people being misplaced due to the increase price in housing in the city of Richmond.
Lastly, housing first is an approach that emphasizes stable, permanent housing as a primary strategy for ending homelessness. ( “Housing First”, n.d.) An evaluation of this strategy in San Francisco found that the number of people living on the streets dropped by 41 percent in three years. More than 1,000 units of "permanent supportive housing" were established, and, of those who moved into such units, 95 percent remained housed. (Chamard, 2010)
Saputo’s business is constantly affected by changes in the exchange rate as the majority of its business takes place outside of Canada. Due to the fact products and cash flows travel internationally, the company is exposed to economic exposures. Exchange exposure affects Saputo in many ways such as the cost of production and demand for their products. Transaction exposure affects Saputo when cash flows from foreign operations into Canada. Saputo is affected by translation exposure when foreign revenue is converted into Canadian dollars for its financial statements.

Strengths for Duquesne University would be that it is nationally ranked number 115. This is a number that can beat many competitors and creates benefits for those that attend. Classes that have fewer than twenty students is 40.9% and classes that have fifty or more students is only at 9%.. (http://colleges.usnews.rankingsandreviews.com/best-colleges/duquesne-university-3258/rankings). Duquesne is located in Pittsburgh Pennsylvania and is known to be one of the top places to live in the country. Pittsburgh is considered the most livable and resilient. There is a young crowd that could be an interest for young adults, also this city is considered to be the third safest cities in the states (https://fitt.co/pittsburgh/pittsburgh-best-city/). Religious values are what many people look for to keep that connect they have with their beliefs, having these values instilled in the curriculum could be a benefit view for parents and students.
Texas renters aren't specifically targeted by the measure so any supposed benefits to them are intangible and hard to quantify. The measure also proposes to reimburse schools for loss of funding by using surplus funds and tax money from oil and gas sales. It's questionable whether this method of reimbursement is sustainable over the long-term considering the proposed tax cuts from Proposition 1 would be permanent. Because of this, I don't think the measure is a good idea. Any efforts to provide tax relief for Texans should instead be focused on the sales tax. In the end, Proposition 1 doesn't provide tax relief for all Texans in a fair

In my experience as a real estate sales representative, I have looked at many rental properties that are owned by people that are commonly known as slum lords. These units are in disrepair with leaks, mold, mildew, holes in walls, ceiling and poor floor coverings. Many people are afraid of pushing these issues to have repairs done as they might lose their shelter or their rent could be increased. There are people living in a rooms in a house, that are also at risk as they don’t realize they are not protected under the tenant act so the owners can remove them from their shelter without notice. We have struggled to find good housing that will be sustainable to house all five family members of mine but is still affordable. Due to gentrification we were forced to move out of our home since the rent prices skyrocketed. Luckily we were able to find a home that was more affordable although it is small housing for five people, it was the best we can find. Many others face this same problem and some have not been as lucky as my family to find another housing option near by. According to A Map of Gentrification In the Bay Area published by KQED News and written by Dan Brekke, “The crisis is not half over” — meaning that rising rents and home prices, along with an influx of more affluent people, increase the pressure on low-income people to move to the region’s outer suburbs.” It also states, “Fifty-three percent of of all low-income households in the region live in neighborhoods at risk of, or already experiencing, displacement.” These statistics are frightening and should not be taken lightly. This means that half of the Bay Area has already and if not it will experience displacement. This displacement can leave many homeless, and without any options of other affordable
The topic of rent control in Canada has been widely debated by many groups of people. Rent control limits the amount a landlord can charge to a tenant and regulates how much and how often the landlord can increase the price of rent. Most business groups disagree with rent controls while advocacy groups argue for controls on rent. The position against rent controls will say that housing will decrease in quality and quantity when rent controls are implemented, while arguments for rent control say people with low incomes need protection against high increases in the price for rent. There should be limits set to regulate the amount and times a landlord can increase rent per year.
The housing in Los Angeles is not enough for the population and the current policies have not focussed of the solution to these problems (Varady et al., 2005). Providing temporally housing and short-term jobs to the chronically homeless people does not reduce the number of homeless people in the city but only covers the problem for a while. Acting to the urgent of those without shelter for long is important but solving the root to the problem is what needs to be done. The government of the United States pays private landlords rent for the sake of the enlisted Section 8 beneficiaries but most of the house owners are not in full support of this move. Most of them prefer to rent their houses at the market rate. There are other more homeless people who have not benefited from this policy because they do not qualify yet they still have shelter. The trend in the rent is a cause for alarm and the number of homeless people will increase as soon as more are unable to afford rent and face evictions. The government continues to subsidise rent through Section 8 policy but the society should take up the challenge of contributing towards reducing homelessness. The SWOT analysis is a useful tool for identifying our personal strengths, weaknesses, opportunities, and threats to our plans and goals. According to a “Fuel My Motivation” article (2010), this analysis considers internal influences that can positively or negatively affect our ability to achieve our goals. The internal factors are our strengths and weaknesses. Also considered are opportunities and threats, which are external influences that can have a positive or negative impact on the ability to achieve our goals. I will share how the self-assessment instruments and self-exercises in this course have contributed to assessing and understanding my strengths and weaknesses. I will also discuss techniques I will use to leverage my strengths and understand my weaknesses. In addition, I will consider opportunities that I can take advantage of and the threats that can possibly impede my progress.
