Analyzation of the Department of Motor Vehicle’s Strategic Plan
When I first began writing about the strategic plan of the Department of Motor Vehicles (DMV), I did not reflect on the framework involved in creating the plan, such as Core Value Strategy Model; SWOT Analysis Model; Five Forces Framework; and Creating Public Value Strategy Model. However, going into the assignment, I knew that the department had goals and a plan to achieve the goals (strategy) which resulted in an outcome. This course taught me about elements of the Core Value Driven Strategy Model which pulls from different elements of a strategic plan. Now, I can revisit the strategic plan and analyze the following:

I can identify the assets that help in achieving the outcome. The DMV’s strategic plan discusses the function of their Administrative Services division that focuses on budgetary and fiscal management and contract and procurement and states that “annually, the DMV collects and tracks over $7 billion in revenue which is distributed to other state agencies, local government, and California’s General Fund”. In addition, the strategic plan identifies how allocated fund are divided amongst other state and local government: “General Fund, 0.68%; Environmental Agencies, 0.52%; Department of Justice, 0.35%; Local Government (Cities/Counties), 41.54%; California Highway Patrol, 27.32%; Department of Motor Vehicles, 14.60%; State Highways (CalTrans), 13.20%; Air Resources Board, 1.76%; and Other State Agencies, …show more content…

Strengths: Based on the strategic plan, the strengths rely on “being a trusted leader in delivering innovative DMV services; having a skilled and dedicated workforce; eliminating the opportunity for fraud, and to create a culture of integrity, honesty, and transparency; and the ability to pursue business processes and technological changes to ensure the sustainability and modernization of our current systems”.
Weaknesses: The weakness of the Department is fraud.
Opportunities: Some of the opportunities entails “enhancing customers interactions with DMV by implementing innovative tools and technology; obtain a talented workforce, provide opportunities for growth and leadership, and invest in a culture that maximizes the knowledge, experience, and diversity; enhance DMV’s awareness and knowledge of fraud and implement measures to detect, investigate, and eliminate fraud; business processes and technological changes to ensure the sustainability and modernization of our current systems; and design and maintain facilities to deliver outstanding service to customers and
