Introduction
Conflicts and behavioral misconducts in the society are not uncommon, therefore conformity and order is important for the society’s existence and continuity. There is need to regulate the group as well as the individual behavior to maintain the social order. The local government as well as the society should emphasize on the accepted, usual and normal course of conduct defined by the social mechanisms established in the society. Norms are cultural traditions, customs and values that define the kind of behaviors an individual within the society should abide, and the behaviors not acceptable within the society.

Racisms have continued to affect the American life as well as the lives of various individuals across Europe, Asia and Africa. As a result of racism, violence and internal conflicts have emerged resulting to mass killing as indicated by the Rwanda genocide. To end racism the upper social class that occupies important political institutions has called for regulations and legal norms that will protect humankind from racial based violence.
As a result of racisms, many within the society have ignored the traditionally established social norms that govern the society and bring peace. As a result, racial discrimination has resulted to political imbalance which has triggered majority of individuals in the society especially the youths to engage in politically agitated violence which makes many especially women and children to become vulnerable to sexual harassments, and sexual abuse against their consent. This makes Society an important institution that binds people through norms and culture. By abiding to social norms, people get a sense of belonging to a particular group or society. Norms are moral principles that people belonging to a particular social setting accept or consider appropriate. Apart from controlling people’s behavior, norms enable people in a society to coexist. In a particular social setting, there are both legal and social norms that regulate social relations. They constitute of rights and duties of subjects. On the other hand, social norms are rules of conduct that are acceptable to members of a particular social setting. Non-conformity with the norms attracts a punishment or consequences.
