Before the Four Freedoms Speech and the Bill of Rights were published, not only Americans, but people from all over the world lived without any established rights. In Franklin Roosevelt's Four Freedoms Speech he states that he looks forward to, “a world founded upon four essential human freedoms.” Though the Bill of Rights had already been adopted, there were still other countries that still did not grant their people civil rights. The Bill of Rights was published December 15th, 1791 and granted civil rights to all people, and protected individuals rights. Before the Bill of Rights was released Federalist argued that it was not needed in the constitution. Once the Bill of Rights was ratified it became very important for people, due to the Constitution
who thought that the constitution would not be able to protect the rights of the people.
BACKGROUND OF THE BILL OF RIGHTS The United States Bill of Rights came into being as a result of a promise made by the Fathers of Confederation to the states during the struggle for ratification of the Constitution in 1787-88. A great number of the states made as a condition for their ratification, the addition of amendments, which would guarantee citizens protection of their rights against the central government. Thus, we have a rather interesting situation in which the entrenchment of a bill of rights in the American Constitution was done by the virtual demand of the states, themselves fearing a central government which was not legally constrained and restricted as far as its powers were concerned. The resulting Bill of Rights is appended to the American Constitution as the first of ten amendments.

Another argument used by Hamilton was reminding, those who criticize the constitution for lacking a Bill of Rights, that many of the state constitutions do not contain one either. He believes that the Constitution, as is, effectively includes a bill of rights. The constitution contained various provisions in favor of particular privileges and rights. In 1787, the Constitution, created by a group of men known as the “Framers”, is the highest law in the United States. At first, the Constitution was not ratify because it did not have a bill of rights which is a list of rights that belong to the people. Therefore to allow changes to the Constitution, the Framers created the amendment process. In 1791, congress proposed twelve changes to the Constitution. Ten of the twelve changes were agreed to by the states and were called “The Bill of Rights.” Some of these rights include the right of free speech, the right to practice your own religion and the right to be silent if you are arrested.

When the Second Constitutional Convention wrote the Constitution in 1787, there was a controversy between the federalists and the anti-federalists surrounding whether or not to have a Bill of Rights. The anti-federalists claimed that a bill of rights was needed that listed the guaranteed rights that the government could never take away from a person i.e. “inalienable rights.” A Bill of Rights was eventually deemed necessary, and has worked for over 210 years. There are many reasons why the ten amendments are still valid to this day, and the best examples are the First Amendment, concerning the freedom of religion, the Fifth Amendment, and the Sixth Amendment.

It would take four more years of intense debate before the new government's form would be resolved. The Federalists opposed including a bill of rights on the ground that it was unnecessary. In the end, popular sentiment was decisive. Recently freed from the despotic English monarchy, the American people wanted strong guarantees that the new government would not trample upon their newly won freedoms of speech, press and religion, nor upon their right to be free from warrant less searches and seizures. So, the Constitution's framers heeded Thomas Jefferson who argued: "A bill of rights is what the people are entitled to against every government on earth, general or particular, and what no just government should refuse, or rest on inference." The American Bill of Rights, inspired by Jefferson and drafted by James Madison, was adopted, and in 1791 the Constitution's first ten amendments became the law of the land. Early American mistrust of government power came from the colonial experience itself. Most historians believe that the pivotal event was the Stamp Act, passed by the English Parliament in 1765. Roosevelt delivered a speech to the American people known as the “four freedoms” on January 6, 1941.1 The main purpose of this speech was to rally support to enter World War 2, however in order to declare war the United States of America had to abandon the isolationist policies that emerged out of WWI. These four freedoms would establish human rights after the war, but more importantly they would resonate throughout the United States for decades after the war. Some of these freedoms have remained the same, and some of these freedoms have changed throughout the years. We will be looking at three periods and comparing how the freedoms varied from each of the three periods.
