Introduction
In the following assignment I will be looking at the best way to establish a tactical search and rescue team. The goal of SAR is to locate, stabilize and extract people in distress. This can be a hiker on the side of a mountain, sailor lost at sea, trapped urban disaster survivor or an Alzheimer's patient wandering city streets. Each area of SAR employs techniques specific to the circumstance.
To help you understand search and rescue better you should understand and know the following terminology and definitions. The terminology and definitions is only fraction of what is being used but it is the most important. (howstuffworks.com, 2014)
Terminology and Definitions
EOC – Emergency Operations Centre, the EOC is responsible for making all of the operational decisions but they don’t interfere with tactical decisions.
EOP – Emergency Operations Plan
Rescue - extracting victims from an area that poses danger to them
Technical - ensuring the safety of the rescuers with the help of structural specialists
Medical - providing medical assistance to injured victims and rescuers
SASAR – South African Search and Rescue Organization, the SASAR was established by the South African Maritime and Aeronautical Search and Rescue Act, 2002. SASAR is responsible for the coordination of maritime and aeronautical search and rescue operations in South Africa. (TRANSPORT, 2010)
DART – Disaster Assistance Response Team, this is a team that can be rapidly deployed to a disaster area to provide support for up to 40 days.
USAR – Urban Search and Rescue is used in

The 160th SOAR (A) is the only Special Operations Aviation Regiment in the world. Things to be discussed will be the unit’s operational history that the soldiers have done. These soldiers are known as the Night Stalkers due to their proficiency in night time operations. First responders have different challenges compared to the rest of the population. The challenges are due to the motto’s they swear to uphold and the public they serve. They have their own culture consisting of beliefs, language, traditions and values that are specific to their group. They are more likely to witness traumatic events that are outside the norm. They are sometime expected to kill and even be killed, especially law enforcement and military. The culture is very different then the civilian or mental health culture, for example: collectivism versus individualism. Therefore, when it comes to building a relationship with combat veterans and first responders it is essential to understand the culture. Lastly, there are common diagnosis among first responders making it important to use specific assessments. These assessments are used to identify trauma and stress related disorders such as: Post Traumatic Stress Disorder (PTSD), Acute Stress Disorder (ASD), Generalized Anxiety Disorder (GAD), Depression, and Substance Use Disorder (SUD).

When gross human rights violations occur it is often expected that America speaks out and condemn the actions and perpetrators. Among the numerous findings of the report was the fact that the US Military lacked the specialized aircraft and air crewman to successfully perform these precarious types of missions. The Holloway Commission also identified the fact that there was no unified command structure, which breached the principle of unity of command. There were separate commanders for site security, ground force, landing support, C-130’s and the helicopter force (Pushies, 2005). Moreover, there was also contention over the replacement of Navy pilots with their Marine counterparts, who were more skilled in over land assault operations, but not night flying. Furthermore, questions were raised regarding the fact that there were over 100 qualified Air Force pilots that could have been chosen but were not. After finishing the novel, I felt relieved. The book was somewhat a bore and not as expected. While reading the book, I somewhat imagined my self in Henry’s place. During times of trouble, I tend to gain courage to do a reckless activity to make sure what must be achieved is complete. Henry during war, gained courage to go out ahead of the league and oppose a threat to his enemy even by risking his life. Although I could not risk my life like he had, going beyond ones expectations is what I would like to do.

The Technical Escort Unit (TEU) now provides the Department of Defense and other federal agencies to include the Secret Service and the Federal Bureau of Investigation with an immediate response capability for chemical and biological warfare material. Its mission is to provide a global response for escorting, packaging, detection, rendering-safe, disposing, sampling, analytics, and remediation missions. This does not only include chemical weapons for which it was originally created, but now incorporates biological weapons, state sponsored laboratories, small independent laboratories and small non-weaponized radioactive materials. Most recently, they have been task organized to assist Brigade Combat Teams (BCT) as a force multiplier; the objective of this is to give the Battle Field Commander instant on the ground intelligence regarding Chemical, Biological, Radiological and Nuclear (CBRN) hazards within their Area of Operations (AO). With this new mission with the BCT, the TEU is becoming an expeditionary force.
There are many agencies that have the ability to perform Signals Intelligence, electronic reconnaissance and most of all signals intelligence from all available sources inducive to the environment. The United States Army uses the Joint Surveillance Target Attack Radar System (Joint STARS) as its main entity for signals collection. The Joint STARS platform was designed to provide a highly effective, real-time, collection tool to the ground task force commanders during battlefield engagements, but for the past ten years, the sensor has been used for peacekeeping missions. Army analysts can predict the enemy’s behavior by identifying choke points, potential avenues of approach and operating patterns such as supply routes and logistical points. The analysis gives the ground commander a more complete view of the enemy’s weaknesses. The United States Air Force employs the Joint STARS in a different mission than the Army. The Air Force uses Joint STARS as a battlefield management tool versus a collection tool as used for by the Army. The Air Force uses the platform to provide immediate and direct support to the Air Component Commander and continue to observe the enemy’s movement from a far distance in the sky. Providing essential data to commanders such as size, direction, and speed of the adversaries, with minimum casualties while under battlefield conditions, makes the Joint STARS an extremely effective tool. The Air Force also employs the Predator vehicles, which are unmanned aerial vehicles that are used for reconnaissance.
