Local and state reformers helped in many ways to improve neighborhoods, reorganize government, and better working conditions. Robert M. La Follette helped with the labor reform in supporting legislation in their decisions with the reform. Follette helped direct legislation to have equal taxes and railroad regulations. Labor reform stimulated factories to have inspections, set minimum age for employment, limited hours’ children would work, setting limited working hours per day. The French Canadians regarded the Northwest Rebellion a noble cause and Louis Riel a hero who stood up to protect the rights of the French-speaking Métis. The English saw the rebellion as a threat to Canada's sovereignty and Riel as a traitor.
Unlike any president before him, President Roosevelt faced the Great Depression and created the New Deal to try and ensure the economic and political wealth of the United States. In 1935, the federal government guaranteed unions the right to organize and bargain collectively, and the Fair Labor Standards Act of 1938 established minimum wage and maximum outs. After the great depression, unions were legalized in order to be the voice for the workers for whom they represented to their employers. Once this legalization became evident through federal statute, set the stage for what was to become the Fair Labor Standards Act. Having just survived a depression, the United States was hoping to avoid any future economic downturns, the government would accomplish this with paying higher wages that the employer could afford and employees could provide for their families.
Progressives looking to work on reforming politics and the government were motivated by different reasons. Many of the progressives were looking to change the procedures and intuitions to promote greater democracy and responsibility, others hoped to improve the efficiency of the government, eliminate corruption, or increase their own influences. The movement was led by newspaper editors. Chester Rowell of Fresno Republican and Edward Dickson of Los Angeles Express, both of the editors were veterans of the local reform in politics. They both viewed the Sacramento corruption while it was happening. In 1907 they established the Lincoln-Roosevelt league to eliminate California Republican Party Bill Herrin and the Southern California Pacific Railroad from office. They choose Hiram M. Johnson of San Francisco to be the next candidate for governor. Johnson made his reputation during the Ruef Schmitz regime trials by helping to put them out of business. Johnson won the general election and remained in office until his death in 1945. This time helped create many reforms that we see today. Some of the achievements include the Labor legislation which created workers compensation, helping to find work for those unemployed, abolish child labor and created an 8 hour workday for women. The Fair Labor Standards Act The Fair Labor Standards Act (FLSA) was passed by Congress on June 25th, 1938. The main objective of the act was to eliminate “labor conditions detrimental to the maintenance of the minimum standards of living necessary for health, efficiency and well-being of workers,”[1] who engaged directly or indirectly in interstate commerce, including those involved in production of goods bound for such commerce. A major provision of the act established a maximum work week and minimum wage. Initially, the minimum wage was $0.25 per hour, along with a maximum workweek of 44 hours for the first year, 42 for the second year and 40 thereafter. Minimum wages of $0.25 per hour were established for the first year, $0.30 for the second year, and $0.40 over a period of the next six years.
Factories were utilizing children to do the hard work. They employed children as young as five or six to work as many as twenty hours a day. According to Document C, children worked in factories to build up muscles and having good intellect in working rather than getting an education. They became a different person rather than conventional children. There were additionally health issues due to child labor: rapid skeletal growth, greater risk of hearing loss, higher chemical absorption rates, and developing ability to assess risks. Progressive Era reformers believed that child labor was detrimental to children and to society. They believed that children should be protected from harmful environments, so they would become healthy and productive adults. In 1912, Congress created the Children’s Bureau to benefit children. Labor relations emerged as response towards combating the economic unrest that accompanied the 1930 Great depression. At this period, massive unemployment, decreasing salary and wages, and over competition for jobs despite poor working conditions, was being experience; especially in the US. In turn employees were aggravated and therefore resorted to labor strike that often escalated to violence. To avoid such incident that could potentially harm further an ailing economy, the US government set precedent by passing their first related Labor relationship act, also referred to as the Wagner act. This act excluded public sector and some employees in the informal sector, farm workers to be specific. However, the progressive change in business and labor environment, necessitated changes in the labor laws to ensure they are more inclusive (Haywood & Sijtsma, 2000).
